This article argues that American naval force packages built around aircraft carriers and amphibious assault ships no longer serve maritime security interests as effectively as in the past. It further claims that the current commitment in the published maritime strategy of the United States to the twin shibboleths of “carriers and amphibs” comes from a variety of attitudes held by senior decision makers and military leaders. This commitment betrays both cultural misunderstanding or even ignorance of seapower—“sea blindness”—as well as less than rational attachments to two operational capabilities that served the United States well in the past, but in doing so engendered emotional commitments that are little grounded in the facts.

Chapter 7 explores the question of the immunity of private property from capture at sea, examining the views of its opponents and supporters. The immunity of private property at sea posed a serious challenge to sea powers—it was feared that this step would result in a further curtailment of belligerent rights. The chapter analyses the positions of the United States, Great Britain, and Germany in the first and second Hague peace conferences. The naval thinkers Alfred T. Mahan and Julian S. Corbett saw the proposal as an existential danger to waging economic warfare. Their reflection on the impact of international law on maritime strategy illustrated the limitation of the adoption of such a far-reaching proposal. The question also demanded a theoretical reflection on warfare and the chapter compares how international lawyers and strategists understood warfare and international law.

The 21st century is witnessing renewed tension as conflicts between major powers, serious concerns about future security alliances and global, even generational, security policy challenges arise. In the light of this, naval forces and maritime security, and understanding their underlying strategic rationale, are gaining momentum and importance. What are the roles and missions of naval forces, and how have states and the institutions themselves sought to frame their goals and methods? This book brings together experts from the United States, Europe, and Asia to reflect on how maritime and naval strategy is conceptualised and how it has been used. Prostate adenocarcinoma is the most common malignant tumor of men in the United States and is the third leading cause of death in men. Despite attempts at early detection, there will be 244,000 new cases and 44,000 deaths from the disease in the United States in 1995. Therapeutic progress against this disease is hindered by an incomplete understanding of prostate epithelial cell biology, the availability of human tissues for in vitro experimentation, slow dissemination of information between prostate cancer research teams and the increasing pressure to “ stretch” research dollars at the same time staff reductions are occurring.To meet these challenges, we have used the correlative microscopy (CM) and client/server (C/S) computing to increase productivity while decreasing costs. Critical elements of our program are as follows:1) Establishing the Western Pennsylvania Genitourinary (GU) Tissue Bank which includes >100 prostates from patients with prostate adenocarcinoma as well as >20 normal prostates from transplant organ donors.

In recent years it became apparent that we needed to improve productivity and efficiency in the Microscopy Laboratories in GE Plastics. It was realized that digital image acquisition, archiving, processing, analysis, and transmission over a network would be the best way to achieve this goal. Also, the capabilities of quantitative image analysis, image transmission etc. available with this approach would help us to increase our efficiency. Although the advantages of digital image acquisition, processing, archiving, etc. have been described and are being practiced in many SEM, laboratories, they have not been generally applied in microscopy laboratories (TEM, Optical, SEM and others) and impact on increased productivity has not been yet exploited as well.In order to attain our objective we have acquired a SEMICAPS imaging workstation for each of the GE Plastic sites in the United States. We have integrated the workstation with the microscopes and their peripherals as shown in Figure 1.
