To cope with the practical deficiency in the management of vulnerable environmental target, this work aims at designing a vulnerable environmental target information management system was designed based on the technology of ArcGIS Engine and .NET. Three function modules were designed. They are basic environmental information module, information entrance module and information auditing& searching module. The system was applied in Dalian Municipality, China.
