Transition to New Reserves Reporting System in Kazakhstan: Challenges and Benefits

Abstract The 74th step of "100 Concrete Step of Nation Plan" initiated by the first president of the Republic of Kazakhstan (RoK) Nursultan Nazarbayev states that Kazakhstani reserves reporting system must be changed to the international standards. One of them actively proposed is the SPE-PRMS. Therefore, the main goal of the paper is to show challenges of the transition, discuss possible problems, their solution and, eventually, advantages for the companies. In the paper the main aspects of the current State Committee of Reserves (SCR) system or well-known as GKZ system inherited from the Soviet system and used in Kazakhstan are reported. Especially, we try to highlight the reserves categories of A, B, C1 and C2 and their impact on further field development in details. Also SPE-PRMS and SEC rules are shown in terms of differences and similarities with the current system. Importantly, authors demonstrate how the SPE-PRMS standards are wide-spread around the globe. Finally, details of planned shift, some recommendations and simplification of reporting process are exhibited. As the result of the study the following points are investigated. Firstly, what will be with reports just recently approved by the SCR. Especially, for the big fields whose preparation takes up to several years. Secondly, what the frequency is for the reporting. Thirdly, whether the reports will be handled through several approval stages or just submitted. Moreover, how close to SPE-PRMS the new system should be adopted taking into account Kazahstani realities and if the reports should be composed in English along with Russian, since the main purpose of the transition is to be clear and transparent for the foreign investors. Otherwise, unfamiliar language and big deviation from the well-known standards may ruin the efforts. Despite the complexity of these issues the benefits of the new system are obvious and there are several reasons. The main advantage is that the SPE-PRMS is all about economically recoverable reserves without any ties with fixed recovery factor. In addition, report is done in short time and less volume. Finally, if the norm of the report's submission without going to tedious approval process is accepted, that will ease work of the subsoil users’ because it accelerates further preparation of field development project. The study is done due to recent changes of the RoK subsoil usage regulations, where the requirement for reserves reporting system's transition to the new international standards is mentioned. However, the issue is not much highlighted in technical publications from the operating companies’ point of view. Thus, having experience with GKZ, SPE-PRMS and SEC systems the authors take this opportunity to show challenges and benefits of the decision.

The main objective of fiscal instruments in the service of environmental protection should be directed towards guiding the economic entities to rationally use scarce natural resources, as well as to utilise non-polluting substitutes in the direction of a healthier environment and energy efficiency. It is not difficult to note that the current legal framework in the Republic of Serbia respects basic international standards in the field of motor vehicle taxation. In terms of excise taxation, progress is also noticeable since the necessary differentiation of the tax rates for different excises on petroleum products has been implemented, from the point of view of their impact on the environment. However, observed through the prism of modern theoretical concepts of the socalled green taxation, many opportunities still appear to be inadequately and insufficienty used.

This article reveals the main directions of reforms carried out in the modern period in the field of statistics of the Republic of Uzbekistan. In particular, the authors noted that at present in the statistical industry of the Republic of Uzbekistan a whole range of measures has already been carried out, which made it possible to achieve certain results in the republican and international ratings.The article shows that a solid regulatory and legal framework has been created for the effective development of the statistical sphere of the Republic of Uzbekistan.The authors’ studies show that reforms in the field of statistics of the Republic of Uzbekistan are carried out in such areas as improving the organizational and legal infrastructure, developing the statistical infrastructure, establishing optimal interaction between providers and users of statistical data, effectively developing the information and communication infrastructure, improving sectoral and regional statistics, improving the quality of training and comprehensive development of personnel, improving the country’s indicators in the Index of the statistical capacity of the World Bank countries.The article tells that thanks to the openness and transparency of statistical data, users have free access to relevant statistical information, and these results are highly appreciated not only by domestic, but also by foreign users and, most importantly, by the international statistical community.The authors note that recently a lot of work has been done to bring a number of indicators of macroeconomic and social statistics, methods of statistical assessment of the shadow economy, statistics of tourism, employment, environmental accounting, transport, public finance and other sectors in line with the requirements of international standards, a thorough preparation for censuses (population, agriculture, business), etc.Purpose. The purpose of this article is to highlight the ongoing reforms in the field of statistics of the Republic of Uzbekistan, as well as to determine the prospects for further development in the context of the formation of a digital economy for the effective functioning of the statistical sphere in the unified socio-economic system of the country.Materials and methods. In the process of writing this article, factual materials of the State Committee of the Republic of Uzbekistan on Statistics, comparative, systemic analysis, methods of monographic research, as well as modern methods of working with computer networks and WEB-sites, specialized software products were used.Results. This article presents the directions for improving the statistical sphere of the Republic of Uzbekistan in the modern period, developed the main approaches for the further development of the statistical sphere of the national economy of the Republic of Uzbekistan in order to form an advanced statistical system of the country that fully meets the requirements of international standards.Conclusion. This work shows that the transformation of the statistical sphere of the Republic of Uzbekistan is currently taking place on the basis of advanced world experience, regulatory documents and the formation of a digital economy in order to form an effectively functioning statistical sphere in a single complex space of industries and spheres of the national economy of the Republic of Uzbekistan.

The article deals with the problem of assessing the conformity of various resource-intensive industries and enterprises with the principles of environmental management. On the basis of existing systems, a new model of monitoring the implementation of innovative projects within the framework of the State Innovative Development Program of the Republic of Belarus is proposed, which includes five main levels: implementing organizations, Government customers, GU BelISA, State Committee on Science and Technology of the Republic of Belarus, Council of Ministers of the Republic Belarus, Administration of the President of the Republic of Belarus. This model is programmatically implemented using the latest information technologies and is presented in the form of a web portal for collecting, storing, processing and displaying relevant subject data.Generally developed approaches and automated tools have been tested and modified for the dairy industry, since this sector of the national economy is one of the most significant for the Republic of Belarus in terms of production. In this direction, indicators of waste-free, resource-intensive, energy-intensive and earth-intensiveness were proposed, which were reduced to a single integral index by the method of logarithmic averaging, which made it possible to increase the sensitivity to changes in terms compared with the arithmetic and geometric averages. To automate the process of collecting, storing, processing and displaying this information, a software tool has also been developed that allows to automate environmental management. The ultimate goal of this tool is to support decision making when choosing a project that is more environmentally friendly. For industries and technologies that do not fall into the category of rational from the point of view of environmental management, a mathematical model of their optimization has been developed with the selection of specific environmental protection measures. The economic efficiency of the developed automation tools was calculated using the methodology for determining the prevented environmental damage and summed up 28303 rubles per year for the company under study.

The general administration of pharmaceutical care started potential pharmacy practice program. The program is part of accreditation professional’s process of national and international regulations. The adult’s parenteral nutrition was one of the critical programs. The most healthcare professionals are not familiar with the new system. The new initiatives system adult’s standardized concentration formulation of total parental nutrition as complementary to the previous one. The new formulation consisted of all parental nutrition requirements based on national and international standards. The new system can be converted as computerized physician orders. The new initiatives may implement as project management model over one year or less than that’s. The new system prevents nutrition-related problems, and medication errors, and improve clinical outcomes of the adults’ population in the Kingdom of Saudi Arabia.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The paper provides a review on the joint Russian-Belarusian tutorial “History of the Great Patriotic War. Essays on the Shared History” published for the 75th anniversary of the victory in the Great Patriotic War. The tutorial was prepared within the project “Belarus and Russia. Essays on the Shared History”, implemented since 2018 and aimed at publishing a series of tutorials, which authors are major Russian and Belarusian historians, archivists, teachers, and other specialists in human sciences. From the author’s point of view, the joint work of specialists from the Russian Federation and the Republic of Belarus in such a format not only contributes to the deepening of humanitarian integration within the Union state, but also to the formation of a common educational system on the scale of the Commonwealth of Independent States or the Eurasian integration project (Eurasian Economic Union – EEU). The author emphasises the high research and educational significance of the publication reviewed when noting that the teaching of history in general and the history of the Second World War and the Great Patriotic War in particular in post-Soviet schools and institutes of higher education is complicated by many different issues and challenges (including external ones, which can be regarded as information aggression by various extra-regional actors).

Crimes against marriage and family are a particular group of social relation­ships that the law has defended properly in view of the high public significance and value they enjoy. At the moment they are regulated in Chapter VI, Section I, of the specific part of the Penal Code the Repub­lic of Bulgaria. The subject matter of this Statement will, however, be the legisla­tive provisions concerning these criminal­ized acts in retrospect. The purpose of the study is to show by historical method and through the comparatively legal method the development of these criminal groups during the periods of various criminal laws in Bulgaria. This will also provide a basis for reflection on possible de lege ferenda proposals. This report from a structural point of view will be divided into three distinct points, marking each of the penal laws in the Republic of Bulgaria, which were in force before 1968.
