Development and Execution of Heritage Petroleum Company Limited’s First Offshore Workover Campaign - A Case History of Successful Implementation of Performance Management

Abstract Heritage Petroleum Company Limited (HPCL) is the newest operating oil and gas company in Trinidad and Tobago and was vested and entrusted with the operation and management of all the exploration and production assets of Petroleum Company of Trinidad and Tobago Limited ("Petrotrin"). Being driven by oil-based revenue meant that rig intervention projects had to be innovative, economically viable and practical to meet the company’s financial commitments. This paper presents the concepts and processes behind the development and implementation of HPCL’s Workover Scoping and Procurement Framework. The offshore team recognized the need to frame the well review and workover candidate selection process as well as a procurement process that was both operationally accommodating and in accordance with public procurement regulations. This process would also have to be tested, since it was a new concept that was not practiced by Petrotrin. The well review process involved defining reservoir deliverability and in-place volumes through static and dynamic modelling, establishing current well potential and deliverability via nodal analysis with installed completion designs, topside infrastructure conditions and flow restrictions. The procurement process was achieved by identifying local resources and generating framework agreements for services and equipment. Job specific resources were tendered to ensure a transparent selection and award. The process also involved ranking the risks of all candidates. Economic analyses were performed to determine whether the financial indicators were positive to ensure viability of the campaign. A scorpion plot was also used to manage the performance of this framework during the campaign. The result was a campaign consisting of 15 wells that was delivered on time and within the workover budget. Actual production gain was over 1700 BOPD as opposed to the expected gain of 1450 BOPD. Budgeted Net Present Value (NPV) and actual NPV was calculated to be US$ 9.42 million dollars and US$ 11.7 million dollars respectively. All resources were demobilized and removed from the offshore acreage to reduce risks and floating expense to the company at the end of the campaign.

AbstractAcceptance of wages and welfare of outsourcing workers in government an interesting thing to be discussed. The first, because wages and welfare in outsourcing are quite relevant issues for labor conditions. Second, through outsourcing, the government is able to accommodate outsourcing workers whose trends increase each year. Third, the government are not in the form of the company but are already used to implementing outsourcing practices. Fourth, the tendency of private participation to improve the performance of the government which is profit oriented. Of the four discussions and cases of outsourcing in some places, the attractive position of outsourcing workers is always in a weak position and an uncertain future, including in government. By reviewing the practice of procurement process of government goods/services, through this article contributes and encourages to government and outsourced employers has the ability and willingness to provide wages and welfare of outsourcing workers. Canyon Offshore, Multiphase Solutions and ASGM Engineering recently completed a study for DeepStar to assess flowline burial for insulation for oil and gas deepwater subsea tiebacks with high-pressure/high-temperature (HPHT) reservoir characteristics. The primary goal of the study was to document the scope of application, added value, and schemes for successful implementation of burial for insulation of deepwater HPHT flowlines. The prize in oil production is the extended cool-down time (three plus days), which can potentially reduce the number of occasions where flowline cold shut-in preparations are necessary. The principal prize in gas production is ability to deliver high water-rate gas production, by removing the need for continuous hydrate inhibitor and extending production beyond the point where inhibitor delivery is inadequate. Lateral and upheaval buckling analyses assessed the expected interaction between flowline, soil and movements associated with expansion due to temperature. Controlled installation sequencing to allow for lateral buckling during the initial startup phase was evaluated to mitigate the risk of excessive bending strains and upheaval buckling in the flowline from thermal expansion. The results indicate installation methodologies can achieve reduced bending strains and avoid upheaval buckling. Net present value (NPV) calculations were tabulated for the various tieback scenarios to assess the economic merits of flowline burial versus non-burial. The results of the study indicate that burial provides improved thermal insulation characteristics and yielded positive NPV, compared to unburied flowlines. The risk of thermal-induced lateral and upheaval buckling can be mitigated using identified techniques during the installation phase of the work to avoid undesired high bending strains.

Selecting an appropriate contractor or supplier is essential to the successful implementation of a public procurement project. The Taiwan government frequently applies the best-value (BV) tendering method, a multi-criteria evaluation method, to procure projects. However, the selection process of the winner for a BV-based procurement project is generally subjective and thus is easily accused of corruptions. To develop a systematic method to support contractor selection, this study proposes using the Data Envelopment Analysis (DEA) to facilitate the criteria evaluations for each bidder during the short-listing stage. The evaluation results of using the DEA are a list of potential BV winners who are then suggested to enter into the final selection stage. Based on three case studies related to service procurement projects, this research finds that the DEA is suitable of assessing the relative efficiencies among bidders when the BV approach is applied. Lessons learned here should be helpful in applying the DEA to aid bid evaluations in other supplier selection problems.

The Petroleum Company of Trinidad and Tobago Limited (Petrotrin) has developed and implemented a Health, Safety and Environmental (HSE) Management Audit System of its Exploration and Production, and Refining and Marketing Strategic Business Units. The main objective of this internal company audit was to determine the missing ‘gaps’ or elements from the current HSE Management System and to recommend alternate HSE Management System elements to create a more efficient Management System. The audit checklists and results effectively listed the observations, problems, and compliance issues, as well as corrective actions for improvement in accordance with the ISO 14001 and HSE Guidelines of the Exploration and Production Forum and 29CFR 1910.119 - Process Safety Management of Highly Hazardous Chemicals, Standards as well as the Company HSE key strategic directions including: • 100% compliance with local Environmental and Safety Regulations; • Targets of zero accidents and oil spills; and • Certification HSE Management Systems, for all Company operations. Senior personnel or drivers of the management systems within the Company were interviewed using this structured approach. The results from this company wide internal audit revealed that generally the overall HSE Management Strategies have been developed, but are not fully implemented, although they are formalized in the Environmental and Occupational Health and Safety Policies of the Company. HSE is undoubtedly regarded as a priority issue within Petrotrin’s operations, however there is the need to improve the documentation of formalized HSE Management System Procedures, thereby improving the enforcement and maintenance of the management system.

The paper analyzes the factors that affect the amount of effort required to create a mobile application and its cost. It is established that the main factors of influence are the design of the application, its functionality, the type of mobile platform, the availability and level of testing and support, as well as the individual characteristics of the developer. Based on the analysis of information sources, the main methods and approaches to forecasting the cost of software products are identified, which include the COCOMO model, Price-to-win method, expert evaluation, algorithmic methods and the method of analogies. It is proposed to consider the method of analogies as a tool that allows you to make predictions about the cost of resources required for the successful implementation of IT projects based on the experience of similar projects. It is proved that the advantages of this method are the simplicity of its implementation and the clarity of the results obtained, which follows from the practical orientation of this tool. Among the limitations of the method of analogy is the mandatory need for reliable data relating to similar projects, as well as the difficulty of taking into account unspecified indicators. Taking into account the mentioned limitations of the method of analogies and on the basis of the analysis of scientific sources the possible directions of its optimization are determined. Thus, among the ways to improve the effectiveness of this method are those aimed at optimizing the project selection process, the data for which are used as a basis for forecasting. Attempts to improve the method of analogies by including parameters that were previously ignored by this technique seem promising. This in turn can lead to an expansion of the scope of the method of analogies and increase the accuracy of forecasts. As prospects for further research, the need to continue research in the field of optimization of the method of analogies with the subsequent practical verification of theoretical positions on the data of real projects.

The article defines that for the successful implementation of an innovative project and the introduction of a new product into production it is necessary to use advanced technologies and modern software, which is an integral part of successful innovation by taking into account the life cycle of innovations. It is proposed to consider the general potential of the enterprise through its main components, namely: production and technological, scientific and technical, financial and economic, personnel and actual innovation potential. Base for the introduction of technological innovations LLC "ALLIANCE- PARTNER", which provides a wide range of support and consulting services, services in the employment market, tourism, insurance, translation and more. To form a model of innovative development of the enterprise, it is advisable to establish the following key aspects: the system of value creation through the model of cooperation with partners and suppliers; creating a value chain; technological platform; infrastructure, determine the cost of supply, the cost of activities for customers and for the enterprise as a whole. The system of factors of influence on formation of model of strategic innovative development of the enterprise is offered. The expediency of the cost of the complex of technological equipment, which is 6800.0 thousand UAH, is economically calculated. Given the fact that the company plans to receive funds under the program of socio-economic development of Sumy region, the evaluation of the effectiveness of the innovation project, the purchase of technological equipment, it is determined that the payback period of the project is 3 years 10 months. In terms of net present value (NPV), the project under study is profitable. The project profitability index (PI) meets the requirements for a positive decision on project implementation> 1.0. The internal rate of return of the project (IRR) also has a positive value of 22% because it exceeds the discount rate.

Purpose The purpose of this study is to promote clean technology development and diffusion through public procurement. Finland is ranked high among the countries that develop clean technology innovations. Innovative public procurement could be one means to boost the diffusion of such technologies. However, this potential is still somewhat unexploited, as innovative public procurement is an unsystematic method of procuring in Finland and the EU, partly because of an inability to understand innovation potential in the market and to implement innovative procurement. Design/methodology/approach In this paper, the authors illustrate how cleantech aspects can be integrated into the public procurement process. The authors study the key success factors and conditions that have led to a successful cleantech procurement process by exploring realized cases of innovative public clean technology procurement. Findings The results suggest that innovative public procurement, in which clean technology is an integrated part, may occur in different forms, from a procurement of a highly improved product or solution to a product-service system or a collaborative symbiosis system. Life cycle consideration, strategic commitment and recognition of needs of the procuring unit were prioritized as the most important factors leading to successful integration of cleantech aspects into procurement process.

Enbridge Pipelines Inc. operates the world’s longest and most complex liquids pipeline network. As part of Enbridge’s Integrity Management Program In-Line Inspections have been and will continue to be conducted on more than 15,000 km of pipeline. The Inspection Programs have included using the most technologically advanced geometry tools in the world to detect geometrical discontinuities such as ovality, dents, and buckles. During the past number of years, Enbridge Pipelines Inc. has been involved in developing a method of evaluating the suitability of dents in pipelines for continued service. The majority of the work involved the development of a method of modeling the stresses within a dent using Finite Element Analysis (FEA). The development and validation of this model was completed by Fleet Technology Limited (FTL) through several projects sponsored by Enbridge, which included field trials and comparisons to previously published data. This model combined with proven fracture mechanics theory provides a method of determining a predicted life of a dent based on either the past or future operating conditions of the pipeline. CSA Standard Z662 – Oil and Gas Pipeline Systems provides criteria for the acceptability of dents for continued service. There have been occurrences, however, where dents that meet the CSA acceptability criteria have experienced failure. The dent model is being used to help define shape characteristics in addition to dent depth, the only shape factor considered by CSA, which contribute to dent failure. The dent model has also been utilized to validate the accuracy of current In-Line Inspection techniques. Typically a dent will lose some of its shape as the overburden is lifted from the pipeline and after the indentor is removed. Often there can be a dramatic “re-rounding” that will occur. The work included comparing the re-rounded dent shapes from a Finite Element model simulating the removal of the constraint on the pipe to the measured dent profile from a mold of the dent taken in the field after it has been excavated. This provided a measure of the accuracy of the tool. This paper will provide an overview of Enbridge’s dent management program, a description of the dent selection process for the excavation program, and a detailed review of the ILI validation work.
