Information and Communication Technology (ICT) has been consolidated as a fundamental pillar of the new model of competitiveness and sustainable development of territories. However, there has still not been sufficient in-depth study of the role that geographical proximity plays in the digital inequalities that affect regional competitiveness. In this context, this paper aims to identify and characterise the clusters and patterns that define the spatial behaviour of ICT access and usage variables at household and individual level in the Technology Readiness (TR) pillar of the Regional Competitiveness Index (RCI). A database of 280 NUTS2 has been created in order to perform: i) an exploratory statistical analysis to show the regional behaviour of the ICT variables; and ii) a spatial autocorrelation analysis to detect the presence of spatial dependence. The results at regional level in Europe demonstrate that: i) the greatest inequalities occur in the ICT usage variables and not in those of access; ii) the indicators of TR create a spatial pattern with a gradient from the regions of the extreme north-west to south-western and eastern Europe; and iii) there is evidently an opportunity to incorporate other regional variables of ICT usage for future editions of the RCI.

This work aims to present the emerging challenge of Information and Communication Technologies (ICT) for career development in vocational guidance and career counseling. Based on the new paradigm for the 21st century, Life Designing Counseling, the use of ICT is suggested as favoring flexible and dynamic career construction processes. Various instruments for career counseling online are presented, the theme of accessibility is discussed in terms of cost/effectiveness of career service to prevent the risk of unintentional social injustice and to favor a greater correspondence between career services and the needs of individuals. This work permits an in depth study of the complexity of ICT, with the aims of understanding its opportunities and limits, offering new perspectives in research and intervention.

The article is devoted to methodological problems of personnel management: the problem of ethical values in the management of an organization, the problem of the relationship between ethics and economics, the problem of synthesizing positive and normative approaches within the framework of economics, the problem of balancing the basic values of the work ethic of an ethnos and socio-economic institutional factors of modern society. A classifi cation of ethical dilemmas in the organization is proposed: dilemmas at the individual level (professional ethics of the personnel manager), at the organizational level (ethics of the organization) and at the social level (economic ethics). The article shows the new ethical problems to which the spread of new information and communication technologies leads. The authors conclude that the humanistic economic theory of a civilized society has been developing.

The closures of Higher Education Institutions (HEIs) due to the Covid-19 pandemic meant that face to face classes had to be put on hold. However, the growth in information and communication technologies (ICT) made it possible for HEIs to continue with their core activities remotely, primarily using learning management systems (LMSs). The overuse of LMS at the selected HEI resulted in the former’s collapse. The consequence was that management of the institution advised lecturers to use multi-modal emergency remote teaching (ERT) to save the academic year. Lecturers adopted a variety of platforms and approaches, largely depending on their preferences. This study identified the ICT platforms and approaches used by lecturers during remote teaching as well as estimating the readiness of students for emergency remote learning. Readiness was established with the use of the Technology Readiness Index 2.0 (TRI2.0) of the Technology Readiness Model. In addition, the effects of age, gender and level of study on technology readiness were estimated. A self-administered questionnaire was shared with senior students within the accounting department of the selected HEI. Descriptive and inferential statistics were used to analyse the data collected from 243 respondents. The study found that Microsoft teams was the commonly used platform whilst pre-recorded lectures and live classes were the popular approaches used. In terms of technology readiness, the study found that students were not ready as indicated by a low TRI 2.0 of 2.8. Age and study level had a positive effect on technology readiness. To provide the best possible learning experiences to students, lecturers need to understand what worked, what did not and why. The results of this study provide invaluable information and lay a foundation for successful future e-learning projects.

AbstractInformation and communication technologies (ICT) have been fundamental in the evolution of the myriad of processes broadly encapsulated under the rubric of globalization. This article looks at how ICT developments have been applied to the provision of healthcare in remoter parts of the world, especially the Pacific region. This discussion includes a brief overview of how Internet infrastructure and connectivity have spread across the region. This overview, in turn, involves a discussion of the use of, and potential for, elements of telehealth and telemedicine relevant to Pacific island communities. Both the micro and macro aspects of this topic are considered. These aspects relate to the individual level of patient care within these communities, the manner in which broader influences within the global political economy can affect both the type of illness and disease requiring treatment, and also the level of healthcare available.

There are more and more practical experiences confirming that processes affecting spatial differences are altering in certain elements in the information age. By the appearance of .the new innovations of information and communication technologies a transformation process has got started, which have changed our opinion on spatiality. From the complex system of interconnectedness the dimensions of digital divide, or the circumstances of inequalities of development and competitiveness can be traced out. Spatial cathegories went through significant changes in interpretation, which have influenced also regional competitiveness and inequalities. According to our experiences, inherited spatial differences may be repeated in the information age, however, the revaluation of the role of distance or place can put this question into a new light. The paralell existance of traditional and new inequalities is one of the most important phenomenon of the information age.

The goal of this chapter is to describe how the POPC environment operates in tandem with personal characteristics to influence people’s exposure to and processing of political information. In describing the political consequences of the POPC phenomenon we take a social-psychological perspective and focus on the individual level (for a more sociological perspective see the chapter by Vromen, Loader, and Xenos, this volume). We sketch the psychological contours of the contemporary “POPC citizen” and outline recent developments in citizens’ use of mobile information and communication technologies (ICTs) for political information, which have consequences for their individual civic competencies as well as democracy at large.

This study examined whether emotional distress among U.S. adults diagnosed with cancer was influenced by death rates, survival rates, and new cases based on cancer type and individual-level variables (health efficacy, perceived health, and use of information and communication technologies and social media for health-related reasons). Health Information National Trends Survey 5 data from cycle 1 and cycle 2 were used to examine emotional distress among individuals who had experienced 1 of 17 different types of cancer diagnoses. A multilevel model and follow-up one-way ANOVA indicated a small statistically significant difference in emotional distress across cancer types. To investigate the influence of individual-level variables on emotional distress, a hierarchical regression analysis indicated that, after controlling for perceived health and health efficacy, using social media in a greater number of health-related ways significantly predicted greater emotional distress, while using information and communication technologies in a greater number of health-related ways did not.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies).
