Intelligence services are an important factor of national security. Their main role is to collect, process, analyze, and disseminate information on threats to the state and its population.Because of their “dark” activity, intelligence services for many ordinary citizens are synonymous of violence, fear and intimidation. This mostly comes out in theRepublicofKosovo, due to the murderous activities of the Serbian secret service in the past. Therefore, we will treat the work of intelligence services in democratic conditions, so that the reader can understand what is legitimate and legal of these services.In different countries of the world, security challenges continue to evolve and progress every day, and to fulfil these challenges, the state needs new ways of coordinating and developing the capability to shape the national security environment. However, the increase of intelligence in many countries has raised debates about legal and ethical issues regarding intelligence activities.Therefore, this paper will include a clear explanation of the term, meaning, process, transparency and secrecy, and the role that intelligence services have in analyzing potential threats to national security.The study is based on a wide range of print and electronic literature, including academic and scientific literature, and other documents of various intelligence agencies of developed countries.

This article examines the complexity of managing the innovative development process. The author demonstrates that the main role of change management belongs to the state, and the management system of innovative modernization must be organized only through the innovative security system. It is noted that only the innovative national security system, based on existing capabilities, structure, methods and tools, can objectively manage innovation development. As the practice of developed countries shows, based on the complexity of modern innovative development processes, the main role of change management belongs to the state. According to the author, in order to ensure national security in the conditions of innovative development and the formation of an equally innovative economy, it is necessary to form an innovative security system, which under these conditions is the basis of national security. Only in the context of innovative security is it possible to identify the factors that hinder the formation and development of an innovative economy, which makes it possible to develop an effective strategy for ensuring national security in the context of innovative development. At the same time, innovative security should not be an absolutely isolated phenomenon, but should find its place in the national security system and, together with economic, scientific and technical, scientific and technological security, ensure security throughout training and development cycle. of an innovative economy, reforming the whole society.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

Security is one of the most common terms in the modern world. This statement is supported by the fact that the term security is used in a wide range of areas. The subject of this paper is national security and the challenges, risks and threats to that security in contemporary international relations. The purpose of the work is twofold. First, to show the diversity of theoretical understanding of the term challenge, risk and threat by various authors. On the other hand, the overriding goal is to analyze the relationship to the challenges, risks and threats in different countries. When it comes to national security, challenges, risks and threats, most often, are identified in a document called the national security strategy. This document, as one of the highest in the hierarchy of political acts of every state, when it comes to security, is passed by almost all modern states of the world. The analysis of numerous national security strategies has revealed that it is possible to identify: 1) the challenges, risks and threats that appear in all strategies, 2) the challenges, risks and threats of security that appear in most strategies, and 3) the challenges, risks and threats of security which are country specific.

Scientific approaches to the concept of "national security" are systematized in the article. The author substantiates that there are four main approaches to the concept of "national security". The first group - works devoted to the terminological characterization of national security. Another group - the authors define national security because of the state of protection of vital interests, the individual, society and the state against all kinds of threats. The third group is studies that analyze the types of national security, in particular: economic, environmental, financial, personnel, financial, social, etc. These characteristics reflect their socio-political nature, trace the unity of personal, public and state security, developing political and other processes. The fourth group of studies are those that pay attention to problems related to the correct use of the concept of "national security" and the possibility of its replacement. Fifth group - analyzes the interaction and correlation of threats and security.There is no single, well-defined definition of national security today. No matter what approach the authors use, there are different approaches, and in some cases, complications or simplifications of this category.In our opinion, national security should be understood as a state of protection of the individual, society and state against a wide range of internal and external threats, which ensure the realization of citizens' constitutional rights and freedoms, decent quality and standard of living, sovereignty, independence, state and territorial integrity. , sustainable socio-economic development of the state.

New forms of information and communication technology, surveillance and data collection have blurred the boundary between public and private responsibility: whereas it used to be only the statesman and his selected few who made decisions regarding national security, it is, in the age of unpredictability and resilience, a very wide range of both state and civilian actors who, on a daily basis, participate in the national intelligence practice. is article argues that a new security politics, driven by the notion of unpredictable risks and made possible by new data and surveillance technologies, has created a new kind of intelligence practice in which ethico-democratic questions about ownership, responsibility and control are urgent. e intelligence services’ current answer to these questions is more ‘method’ and better ‘procedures’. is is, however, not good enough. By identifying not just an ethos of rules but also an ethos of judgement in the Western tradition of state, this article recommends that we rediscover and democratise the line of thinking in our bureaucratic ethos that emphasises the ability to make (self-)critical judgements.

The establishment of a democratic state, an open society in which the citizen is the subject of social-political processes and feels safe, represent in essence a complex process. The main role in achieving these objectives largely depends by the state, by the public power, which is essentially obliged to create the right conditions and mechanisms for the involvement of all progressive forces in the construction of the new edifice. In this vein, the factor of awareness of the state’s correlation with national security is very important in order to make proposed objectives work. As a result, in order to increase the effectiveness the state focuses on reporting and accommodating to modern European standards and principles on the activity, organization and functioning of political processes and institutions in society as a whole in correlation with assuring national security issues.

In the post 9/11 era the governments of Canada and the United States are faced with the challenge of enhancing national security while maintaining the flow of goods, services, and people. In addressing this matter, Canada has confronted some difficulty in the reformation of its security and immigration policies in attempting to strike a balance between meeting the demands of the United States, while also taking domestic considerations into account such as respect for human rights. Given the high levels of immigration seen in Canada, many believe that Canada is leaving itself open to cross border activities that pose threats to national security. As a result, it is questionable whether Canada’s border management initiatives are properly equipped to combat threats to national security considering the effects high levels of immigration can have on border management efforts.

Introduction. This article is devoted to the study of the phenomenon of the security within the framework of its understanding in the constitutional legal sphere of national legal science. The need to conduct this study is based on the relevance of the search for promising directions in ensuring the safety of human, society, and the state in a rapidly changing modern world, within the framework of which the main role is assigned to its legal foundations, in which the provisions of the norms of the Constitution of Ukraine play a primary role Purpose and objectives of the study. The main purpose of the article is to consider the concept of security in the framework of the basic legal and constitutional legal category on an analysis of the articles of the Constitution of Ukraine and normative legal aspects (in case of basics of The National Security Act 2018 and The Strategy of the National Security 2020), which enshrine the essence and foundations of ensuring of the security in Ukraine, and also presents the main doctrinal approaches to defining security in the framework of constitutional and legal researches. Research methods. The research carried out in the article is based on the assessment of generally accepted approaches to defining the characteristic features of security as a phenomenon of public relations, assessing the main challenges and threats to the existence of a human, society, and the state in Ukraine at the present stage of their development, analyzing the legal framework for ensuring of security in Ukraine, as well as understanding of security as a constitutional legal category. Research conclusions. As a result of the study, the idea is given that security is a complex and multi-vector category, the nature of which depends on the definition of the scope of its implementation and provision. The legal component is the basis for ensuring of national security as the main way to ensure the security of a human, society, state in Ukraine, which is implemented within the framework of the provisions of the Constitution of Ukraine and special legislation. As part of the study of constitutional and legal approaches to defining national security as a broad category, it is necessary to single out its special component subspecies - constitutional security, which serves as the basis for the protection and stability of the development of constitutional legal institutions and constitutionalism in Ukraine.

The national security of the state depends on the level of economic security of the country. Therefore, the concept of national security of developed countries IS paid special attention to the issue of economic security. The economic security of a country depends on its social, economic, financial, political, environmental and epidemiological situation. To assess the existing social, economic, financial, political, environmental and epidemiological situation, they use a system of indicators that represent the situation.The Covid-19 infection detected in December 2019 in Wuhan, China, has had a negative impact on economic stability and development along with the social situation in all countries of the world. International financial institutions forecast that the growth of the world economy and the recession will decrease even more than the 2008 financial and economic crisis.In order to prevent the negative consequences of the pandemic, Uzbekistan, like many countries around the world, has imposed socio-economic and administrative restrictions. These restrictions have a negative impact on living standards, incomes, the state budget and the economic situation. The decline in economic activity of the economic sector and the population also undermines the economic security of the country. For this reason, the authors have developed recommendations for economic security in the context of Covid-19 infection.
