Science education in the United States has undergone a profound shift in emphasis away from lecture-based and knowledge-based approaches towards more hands-on platforms with emphasis on skill training and maximizing feedback. Of central importance in this movement has been the concept of scientific teaching: the idea of treating education like a scientific subject by performing experiments on educational outcomes. In the last two decades, a wealth of research has been conducted using this principle to examine the effectiveness of a wide range of pedagogical techniques. Of the many methods used to deliver class content to students, active learning has emerged as one of the most powerful. Another critical development in scientific teaching has been the realization of a wide range of standardized assessment tools for quantifying various student outcomes. Despite the convincing nature of empirical evidence in favor of the utility of both scientific teaching and active learning, dissemination of these platforms in average teaching practices has been slow, even in the US. This article reviews the many advances and challenges of scientific teaching reform, ending with a brief commentary of reform experiences in the US and how these may impact East Asia in the near future.

Abstract. As part of the Hemispheric Transport of Air Pollution (HTAP; http://www.htap.org/) project, we analyze results from 16 global and hemispheric chemical transport models and compare these to Clean Air Status and Trends Network (CASTNet) observations in the United States (US) for 2001. Using the policy-relevant maximum daily 8-h ozone (MDA8 O3) statistic, the multi-model ensemble represents the observations well (mean r2=0.57, ensemble bias=+4.1 ppbv for all regions and all seasons) despite a wide range in the individual model results. Correlations are strongest in the NorthEastern US during spring and fall (r2=0.68); and weakest in the Midwestern US in summer (r2=0.46). However, large positive mean biases exist during summer for all Eastern US regions, ranging from 10–20 ppbv, and a smaller negative bias is present in the Western US during spring (~3 ppbv). In most all other regions and seasons, the biases of the model ensemble simulations are ≤5 ppbv. Sensitivity simulations in which anthropogenic O3-precursor emissions (NOx+NMVOC+CO+aerosols) were decreased by 20% in each of four source regions: East Asia (EA), South Asia (SA), Europe (EU) and North America (NA) show that the greatest response of MDA8 O3 to the summed foreign emissions reductions occurs during spring in the West (0.9 ppbv reduction due to 20% reductions from EA+SA+EU). East Asia is the largest contributor to MDA8 O3 at all ranges of the O3 distribution for most regions (typically ~0.45 ppbv). The exception is in the NorthEastern US where European emissions reductions had the greatest impact on MDA8 O3, particularly in the middle of the MDA8 O3 distribution (response of ~0.35 ppbv between 35–55 ppbv). In all regions and seasons, however, O3-precursor emissions reductions of 20% in the NA source region decrease MDA8 O3 the most – by a factor of 2 to nearly 10 relative to foreign emissions reductions. The O3 response to anthropogenic NA emissions is greatest in the Eastern US during summer at the high end of the O3 distribution (5–6 ppbv for 20% reductions). While the impact of foreign emissions on surface O3 in the US is not negligible – and is of increasing concern given the growth in emissions upwind of the US – domestic emissions reductions remain a far more effective means of decreasing MDA8 O3 values, particularly those above 75 ppb (the current US standard).

This article examines the ebb and flow of the Quebec government’s economic and commercial relations with the United States in the period 1994–2017. The topic demonstrates the impact of three major forces on Quebec’s economic and commercial ties with the US: (1) the North American Free Trade Agreement (NAFTA) which became operational in 1994 and was fully implemented over a 15-year period; (2) the onerous security policies put in place by the US government in the decade following the horrific events of 11 September 2001; and (3) changing economic circumstances in the United States ranging from robust growth to the worst recession since the Great Depression of the 1930s. Introduction: the election law of the US states to date remains insufficiently studied not only in Russia but also abroad. This is due to the fact that the legal regulation of the electoral process in America is attributed to the powers of the states or municipalities, depending on the legal doctrine applied by the state – Cooley Doctrine or Dillon Rule, which objectively imposes a limit on its study and generalization. The purpose of the study is to acquaint a wide range of scientific community with the latest research in the field of the US election law in regard to the first in the domestic law full description of the organizers of elections and referendums at the state and municipal levels in the United States. The author reviews a wide range of regional and local legislation with references to the constitutional, legal and regulatory acts of the US States. The paper is part of a series that explores all fifty subjects of the American Federation and the District of Columbia. Procedure and methods of research: the author analyzes the constitutional and electoral legislation of the United States at the level of Montana at the beginning of 2019. The methodology of the study was the comparative law, formal-legal, formal-dogmatic, specific-sociological, empirical, dialectical, analytical methods, the systematic approach. Results: the information about the organizers of elections and referendums in Montana, which was not previously covered in the Russian scientific literature, is introduced into scientific circulation. The interpretations of certain provisions of the law and legal consciousness of the U.S election law and law enforcement practice are given. The gaps of the legislation requiring additional research are surfaced. The theoretical and practical significance lies in the generalization of both the established and the latest legal sources (constitutions, organic laws, federal laws, charters, by-laws and regulations) of the United States and the subject of the American Federation and the development of proposals for the enrichment of the Russian science and the formation of objective understanding of the processes taking place in the United States in the field of constitutional, electoral law and the state-building. Conclusions: for a systematic and comparative legal analysis the author proposed the review of the legislation on the organizers of elections and referendums of Montana, revealing the existing contradictions, from the point of view of the Russian researcher, which allows considering the full range of elements of the electoral legislation of Montana from a new angle, seeing new legal structures, previously unknown to the domestic statesmen and law enforcers.

AbstractHaemaphysalis longicornis, the Asian longhorned (or bush) tick has been detected on a sheep in August 2017 in Hunterdon County, New Jersey. By October 26, 2018, this tick has been detected in 44 counties in 9 states along the Atlantic coast of the United States, with the first detection backdated to 2010. Here, I use a simple rule-based climate envelope model, based on a prior analysis in New Zealand, to provide a preliminary analysis of the potential range of this introduced tick species in North America. After validating this model against the counties where the tick has been already detected, I highlight the counties where this tick might cause considerable economic harm. I discuss the many limitations of this simple approach, and potential remedies for these limitations, and more sophisticated approaches. Finally, I conclude that substantial areas of the US, especially along the Gulf and Atlantic coast, are suitable for the establishment of this tick, putting millions of heads of livestock potentially at risk.

This book chronicles and assesses the little-known involvement of US diplomat George F. Kennan—renowned as an expert on the Soviet Union—in US policy toward East Asia, primarily in the early Cold War years. Kennan, with vital assistance from his deputy John Paton Davies, played pivotal roles in effecting the US withdrawal from the Chinese civil war and the redirection of American occupation policy in Japan, and in developing the “defensive perimeter” concept in the western Pacific. His influence, however, faded soon thereafter: he was less successful in warning against US security commitments in Korea and Indochina, and the impact of the Korean War ultimately eclipsed his strategic vision for US policy in East Asia. This was due in large part to Kennan’s inability to reconcile his judgment that the mainland of East Asia was strategically expendable to the United States with his belief that US prestige should not be compromised there. The book examines the subsequent evolution of Kennan’s thinking about East Asian issues—including his role as a prominent critic of US involvement in the Vietnam War—and the legacies of his engagement with the region.

Landscape architecture programs in the United States are assessed based on the quality of the professional education received by their students. Research is becoming an increasingly important part of the profession as evidence-based landscape architecture grows, and it is critical that university faculty provide information that can be used in professional practice to resolve important environmental and social issues. In many universities, individual landscape architecture faculty are encouraged to conduct research and their performance is evaluated based largely on the quantity and quality of their scholarly output. This paper used publicly-available information to conduct a citation analysis for individual faculty and professionally accredited landscape architecture programs across the US. There was a wide range in the contribution level with some programs and some individuals who were very productive, while many others contributed very little. This might point to an attempt by programs to maintain a balance between scholarly contributions and the education of professional landscape architects. As research becomes an increasing important part of the profession, the productive programs and individuals identified in this study might provide models for others to emulate.

A coordinated effort between the pipeline regulatory entities in the United States and Canada is paramount for reducing energy congestion across the border. The interconnected nature of the pipeline infrastructure in North America and the growing demand for energy in the US are clear drivers for cross border coordination and collaboration. Regulatory agency cooperation by the Canadian National Energy Board (NEB) and the US Pipeline and Hazardous Materials Safety Administration (PHMSA) recognizes this dependency and the continued safe operation and expansion of the pipeline infrastructure. To achieve these goals, much is dependent on the adequacy and effectiveness of safety and specification consensus standards covering a wide range of pipeline transportation activities. Pipeline regulations in the US and Canada rely largely on the partial or complete incorporation of industry standards by reference. The US and Canadian national pipeline regulations are compared in this paper in design and construction areas, noting the important differences.


Subject Outlook for Thai-US-China relations. Significance Chatchai Thipsunaree, Thailand’s permanent secretary in the Ministry of Transport, confirmed on May 17 that construction of the long-awaited Thai-China high-speed railway will begin this year. The project reflects the growing momentum in Thailand’s relations with China, and refiguring of ties with the United States. Impacts Trump administration officials see less strategic imperative in the US-Thailand alliance than previous administrations. China’s growing presence in South-east Asia, particularly on the Mekong, will trigger resistance from affected populations in Thailand. Thai officials will allow Chinese infrastructure projects to proceed despite local protests.

Abstract. Validation of precipitation estimates from various products is a challenging problem, since the true precipitation is unknown. However, with the increased availability of precipitation estimates from a wide range of instruments (satellite, ground-based radar, and gauge), it is now possible to apply the Triple Collocation (TC) technique to characterize the uncertainties in each of the products. Classical TC takes advantage of three collocated data products of the same variable and estimates the mean squared error of each, without requiring knowledge of the truth. In this study, triplets among NEXRAD-IV, TRMM 3B42, GPCP and GPI products are used to quantify the associated spatial error characteristics across a central part of the continental US. This is the first study of its kind to explore precipitation estimation errors using TC across the United States (US). A multiplicative (logarithmic) error model is incorporated in the original TC formulation to relate the precipitation estimates to the unknown truth. For precipitation application, this is more realistic than the additive error model used in the original TC derivations, which is generally appropriate for existing applications such as in the case of wind vector components and soil moisture comparisons. This study provides error estimates of the precipitation products that can be incorporated into hydrological and meteorological models, especially those used in data assimilation. Physical interpretations of the error fields (related to topography, climate, etc) are explored. The methodology presented in this study could be used to quantify the uncertainties associated with precipitation estimates from each of the constellation of GPM satellites. Such quantification is prerequisite to optimally merging these estimates.
