Resumen: En la Constitución Argentina de 1994 se reconoce explícitamente por primera vez la autonomía de las universidades nacionales. Sin embargo, se deja abierta la discusión sobre sus determinaciones y alcance, particularmente en cuanto a su capacidad de autogobierno y su relación con el Estado. En este artículo, nos proponemos contribuir a esta discusión a partir de analizar el alcance e impacto de la autonomía universitaria en la Universidad de Buenos Aires (UBA) en esa doble dimensión. Para ello, y en tanto qué se entiende por autonomía es parte del mencionado debate, recuperamos de la historia de la Universidad el concepto de autonomía universitaria en su dimensión de autogobierno y de vínculo con autoridades xternas. En la Universidad Medieval esta dimensión aparece como autonomía corporativa, e identificamos su vigencia en la Universidad Ilustrada. La recapitulación histórica se completa con una referencia local: la Reforma Universitaria de 1918. Ésta inaugura el cogobierno universitario, estructura de gobierno que se propone garantizar la autonomía como autogobierno. A partir de allí repasamos cómo la historia de la Universidad en Argentina contribuye a moldear las determinaciones y alcance de su autonomía en la doble dimensión propuesta. La reconstrucción histórica es utilizada para evaluar la estructura de gobierno de la UBA en la actualidad y su vínculo con el Estado. El artículo concluye con una reflexión sobre la crisis de representatividad de los órganos de cogobierno de esta universidad y sobre la tensión en su vínculo con el Estado, reflexión que pone en cuestión el alcance de su autonomía. Palabras clave: Universidad; Autonomía Universitaria; Autogobierno Universitario; Relación Universidad-Estado; Universidad de Buenos Aires.Abstract: The Argentinean Constitution of 1994 recognizes the autonomy of national universities. Nevertheless, it leaves an open discussion concerning its determinants and scope, especially regarding its self-government capacity and its relationship with the State. In this article, we expect to contribute to this discussion by analyzing the scope and impact of university’s autonomy in the Universidad de Buenos Aires (UBA) concerning that double dimension. In order to do so, and considering that how autonomy is defined is part of the ongoing debate, we start by stu dying the meaning of university’s autonomy through University’s history focusing on its self-government capacity and its relationship with external political authorities. In the Medieval University this double dimension of university’s autonomy was developed as its corporative autonomy and it remained valid in the Enlightenment University. This historical recapitulation is completed by referring to a local experience: the 1918 University’s Reform which inaugurates university’s co-government, a governance structure that aims to assure university’s autonomy as its selfgovernance. We then revisit who the recent history of Argentina’s university contributes to define the characteristics and scope of its autonomy in this double dimension. All these historical references are used to evaluate the UBA’s current governance structure and its relationship with the National State. The article ends with some considerations about the crisis of representativeness that the UBA is facing and about the tension concerning its relationship with the State which allows us to challenge the scope of its autonomy.Keywords:  University; University’s Autonomy; Self-government of the University; University-State relationship; Universidad de Buenos Aires.

El presente artículo plantea recuperar la experiencia del Instituto de Sociolo­gía de la Universidad de Buenos Aires y su órgano de publicación, el Boletín del Instituto de Sociología, como punto de apertura a ciertas configuraciones regionales que se direccionaron en la búsqueda de innovaciones en el campo de la sociología. Esta exploración propone re-articular algunos trayectos de una historia social de la sociología latinoamericana en la década del cuarenta del siglo XX y para ello focaliza en las intervenciones, vínculos, búsquedas y propuestas del español Francisco Ayala en el Boletín, puesto que es uno de los referentes en la conformación de un diálogo regional. Este artigo apresenta parte de um estudo qualitativo de cunho participativo, realizado entre os anos de 2013 e 2017, e traz uma reflexão sobre a crescente inserção de sujeitos das classes populares no curso de Pedagogia de uma universidade privada localizada na região Serrana do Estado do Rio de Janeiro. Para o desenvolvimento do texto, busca-se situar a chegada desses estudantes na universidade e, em diálogo com as experiências desses sujeitos, os estudos decoloniais e a pedagogia do oprimido, visualizar o deslocamento do sentimento de humilhação para o sentimento de periferia. Entre o desejo de pertencimento e a sensação de inadequação, estudantes se movem no cotidiano do curso de Pedagogia e demonstram outras possibilidades de compreensão do processo formativo. Tomando a relação centro-periferia (DUSSEL, 2006) como metáfora, este texto sinaliza como resultado outra compreensão acerca da formação de professores oriundos das classes populares. Educação Popular The popular classes in the Pedagogy course discovering yourself as periphery AbstractThis subject is part of a qualitative study of participatory nature carried out in the Pedagogy course of a private university in a city in a moutain region of the state of Rio de Janeiro, between the years 2013 and 2017, dealing with reflection about the growing isertion of subjects from popular classes. For the development of the text, I seach to situate the arriving of this studants in the university and, in dialogue with those experiences, the Decolonial Studies and the Pedagogy of the Opressed visualize the displacement from the humiliation feeling for the periphery feeling. Between the desire for belonging and the sensation of indequacy, the students move in a daily couse of pedagogy and showing anothers possibilities of comprehension about their formation. Taking the relaction center-periphery (DUSSEL, 2006) as a metaphor, at this article, signals as the results another comprehension about the formation of teachers from popular classes. For a long time before dramatic recent events it has been clear that the German Democratic Republic has been in die position, embarrassing to a Marxist system, of having nothing generally marketable left except (to use the jargon) ‘superstructure’. The Luther celebrations conveniendy bolstered the implicit claim of the GDR to embody Saxony’s long-delayed revenge upon Prussia; still more conveniendy, they paid handsomely. Even the Francke celebrations probably paid their way, ruinous though his Orphan House has been allowed to become. When I was in Halle, a hard-pressed government had removed the statue of Handel (originally paid for in part by English subscriptions) for head-to-foot embellishment in gold leaf, and a Handel Festival office in the town was manned throughout the year. Bach is still more crucial, both to the republic’s need to pay its way and to the competition with the Federal Republic for the possession of the national tradition. There is no counterpart in Britain to the strength of the Passion-music tradition in East Germany. The celebrations which reach their peak in Easter Week at St Thomas’s, Leipzig, are like a cross between Wembley and Wimbledon here, the difference being that the black market in tickets is organized by the State for its own benefit. If Bach research in East Germany, based either on musicology or the Church, has remained an industry of overwhelming amplitude and technical complexity, the State has had its own Bach-research collective located in Leipzig, dedicated among other things to establishing the relation between Bach and the Enlightenment, that first chapter in the Marxist history of human liberation. Now that a good proportion of the population of the GDR seems bent on liberation by leaving the republic or sinking it, the moment seems ripe to take note for non-specialist readers of some of what has been achieved there in recent years.

ResumenEl antropólogo Paul Radin publicó en 1956 el libro Primitive man as philosopher, por la editorial Dover Publication Inc., Nueva York. Para el presente análisis tomaremos la edición de 1968, publicada por la Editorial Universitaria de Buenos Aires-Rivadavia 1571/1/73 Sociedad de Economía Mixta, impresa en Argentina. Paul Radin, después de haber realizado investigaciones decampo, tras largos años de investigación vivencial, sostuvo que el hombre primitivo ya se había comportado como filósofo; apreciación que fue muy elogiada por muchos antropólogos y algunos filósofos y recibida con cierta duda por otros filósofos. Como se anuncia por el título de la presente ponencia, nuestra apreciación discrepa con la del autor, toda vez que la filosofía no es un discurso mítico-religioso. Palabras clave: Filosofía, filosofía indígena, filosofía, primitiva, cosmovisión. Printed in Argentina After having conducted field research and after long years of experiential research, Paul Radin claims that the primitive man had already behaved like a philosopher. El presente texto es una aproximación crítica al Ensayo sobre un proletariado sin cabeza de José Revueltas. A partir de las indicaciones metodológicas heredadas por Louis Althusser en su tratamiento de El Capital y de las nociones de posición idealista y posición materialista, se reconstruye el contenido del Ensayo. En el interior de este, se denota la coexistencia de estas dos posiciones: la idealista que remite a una filosofía de la historia y la materialista, que aborda los problemas específicos de una coyuntura. Finalmente, se apuntala una lectura crítica, en donde la noción de “proletariado de cabeza” debe ser repensada en el conjunto de la historia del movimiento obrero en México y de su relación con el Estado. Las breves conclusiones sólo son pie para pensar el entramado en el que se juega la historia del marxismo.   Palabras clave: Revueltas, proletariado, idealismo, materialismo, El Capital.   PROLETARIATE WITHOUT HEAD OR DOMESTICATED SOCIAL BODY? NOTES FOR A CRITICAL READING OF ESSAY DE JOSÉ REVUELTAS   This text is a critical approach to José Revuelta's Essay on a headless proletariat. From the methodological indications inherited from Louis Althusser in his treatment of Das Kapital and the notions of idealist  and materialist position, this paper reconstructs the content of the Essay. In his interior, the coexistence of these two positions is denoted: the idealist that refers to a philosophy of history and the materialistic one, which addresses the specific problems of a conjuncture. Finally, underpinned in his critical reading, the notion of “head of the proletariat” rethink the history of the labour movement in Mexico and its relationship with the State. <p>This article examines the words revolution and opinion in an academic dissertation written in Latin and defended at the University of Lund in 1719. The dissertation reflects the meaning of these words before they became the keywords of the Enlightenment, as modern historical scholarship has come to identify them. Revolution here retains the connotation of cyclical political change, although it is noteworthy that the author of the dissertation apparently had the ongoing change of the Swedish constitution from autocracy to parliamentary rule in mind. Opinion vacillates between the dominant values of an era and unstable popular opinion. More interesting, however, are the efforts of the author to describe the relation between opinion and society. With the help of Longinus, a connection is postulated between philosophical opinions and political systems: Greek democracy fostered salutary idealist philosophy whereas autocratic monarchy begot materialism and atheism. Still more interesting are the endeavours of the author to discern different levels of ideas in society. He makes a distinction between the articulated, explicit ideas of philosophers, or scholars, and the non-discursive opinions which are not explicit but stay hidden in the consciousness (mente) of the people. The dissertation is an academic exercise written in Latin at a peripheral university in Europe. In spite of the presumed backwardness of universities, it articulates an emerging awareness of the relation between ideas and society; in fact, it can be seen to signify a beginning of an interest in the history of ideas.</p>

O objetivo deste trabalho é analisar trajetória dos jornais impressos de Roraima no recorte que vai da fundação do primeiro jornal local até a transformação de Roraima em Estado, a partir da seguinte periodização: jornalismo impresso durante o pertencimento de Roraima ao Estado do Amazonas (1914-1942), durante o período em que Roraima se transformou em território federal (1943-1979) e fase de consolidação da atividade impressa (1981-1989). Ele fará isso através da recuperação de acervos documentais e identificação de jornais e atores importantes na construção de uma cultura letrada regional em paralelo com a transformação política do Estado. Ao fazer semelhante levantamento, será possível reforçar hipóteses sobre porque são tão conflituosas as relações entre o estamento político regional e os canais impressos.   PALAVRAS-CHAVE: História da imprensa; Roraima; História política; Mídia impressa; Boa Vista.     ABSTRACT The objective of this paper is to analyze the trajectory of Roraima's printed newspapers in the cut that goes from the foundation of the first local newspaper to the transformation of Roraima into a state, from the following periodization: printed journalism during the Roraima's belonging to the State of Amazonas ( 1914-1942), during the period in which Roraima became federal territory (1943-1979) and the consolidation phase of printed activity (1981-1989). It will do this by recovering documentary collections and identifying newspapers and key players in building a regional literate culture in parallel with the political transformation of the state. Lo hará recuperando colecciones documentales e identificando periódicos y actores clave en la construcción de una cultura regional alfabetizada en paralelo con la transformación política del estado. Referring to a corpus of epistolary sources kept in the personal archival fund of academician V. I. Vernadsky in the Archive of the Russian Academy of Sciences (correspondence sent to him from Crimea) and documents from the St Petersburg branch of the RAS Archive and the Department of Written Sources of the State Historical Museum, the author restores some aspects of the daily life of Crimean local history of the 1920s–1930s. Vernadsky’s attention to people and events on the peninsula are connected with a dramatic period of his biography, i.e. his unexpected tenure as rector of the University of Taurida (October 1920 — January 1921). Thanks to the participation of the university in the activities of the Taurida Scientific Association, the academician formed a social circle of scientists from different fields of knowledge in Crimea. The analysis of Vernadsky’s correspondence helps define his range of interests related to Crimean affairs after his departure from Crimea. Vernadsky, not indifferent to the fate of Taurida University (M. V. Frunze Pedagogical Institute) (during the years in question described as Crimean University), was interested in the fate of the prominent professors who he worked with at the university in 1920. Thanks to the Crimean correspondence of A. I. Markevich, the leader of the local history movement, the author has been able to clarify the fate of individual manuscripts by V. I. and G. V. Vernadsky and the history of transfer of funds of the pioneers of comprehensive exploration of the peninsula P. I. Köppen and H. H. Steven to the Archives of the USSR Academy of Sciences. The epistolary heritage of geologists P. A. Dvoichenko and S. P. Popova, Vernadsky’s former colleagues at Taurida University, makes it possible to recreate the pages of the research of the natural productive forces of Crimea carried out in those years. In his correspondence with professors E. V. Petukhov and N. L. Ernst, Vernadsky discussed individual issues that worried scientists.
