In order to curb pollutant emissions from light-duty vehicles in the European Union, a set of complex regulations have been ap-proved in the recent years (2016-2018) including more stringent emissions tests, independent in-service conformity checks, and a novel type-approval framework which includes market surveillance provisions to complement the type-approval requirements. Tailpipe emissions will need to meet stringent emission limits before entering the market at type-approval and at the end of the production line, as well as during their normal life under normal conditions of use. This contribution aims at providing a comprehensive but synthetic analysis of the current regulatory context in the EU.

Since the beginning of 2020, there have been crisis phenomena around the world due to the global slowdown in economic growth and the introduction of quarantine due to the coronavirus pandemic. In this situation, the most vulnerable are developing countries with a small margin of safety, which, unfortunately, also applies to Ukraine, whose economy is open and highly dependent on external markets. Due to the slowdown in the growth of the global economy, the situation in one of the main export industries of Ukraine – industry is deteriorating first of all. The European Union has become one of the important export markets for Ukraine’s industrial products in recent years, which has raised the issue of shaping a relevant state industrial policy in today’s challenging environment. The purpose of the article is to determine the directions of formation and implementation of state industrial policy in the conditions of European integration of Ukraine in modern conditions. In 2020, due to the economic crisis and the pandemic of the coronavirus, the Ukrainian industry may lose even more due to low demand for ferrous metals in world markets, including in EU countries. The Agreement on Conformity Assessment and Acceptance of Industrial Products is a way of eliminating technical barriers to trade between Ukraine and the EU. The Agreement on Conformity Assessment and Acceptance of Industrial Products is a type of mutual recognition agreement that requires a partner country to align its legislation, practices and infrastructure with EU rules.It is envisaged that in the sectors covered by this Agreement, Ukrainian exporters will be able to label their products with the CE mark and to sell them freely on the EU market without additional EU certification. Potentially, the Agreement on Conformity Assessment and Acceptance of Industrial Products could cover up to a fifth of Ukraine’s exports to the EU, notably mechanical engineering products. The formation and implementation of state industrial policy in the conditions of European integration of Ukraine should take place using the following algorithm:1. Study of the new EU Regulation 2019/1020 of 20.06.2019 on market surveillance and conformity of products and elaboration of relevant amendments to the legislation of Ukraine.2. Concentration of the function of legal coordination of draft regulatory acts (including technical regulations) aimed at implementing the Association Agreement and preparation for the Agreement on Conformity Assessment and Acceptance of Industrial Products in one state instance, equipped with specialized personnel with adequate knowledge of EU law and languages.3. Strengthening the requirements for the accreditation and oversight process for accredited bodies, as well as the process of designating and monitoring conformity assessment bodies to ensure that their technical competence is adequate and to prevent fraud and the use of fraudulent practices.4. In the absence of a rapid prospect of concluding an Agreement on Conformity Assessment and Acceptance of Industrial Products, the harmonization of procedures and requirements that are too burdensome for exporters and importers, first and foremost.5. Paying particular attention to capacity building of state market surveillance authorities.6. Raising awareness of business entities and enhancing the role of business associations in raising such awareness.7. Increasing the EU’s interest in providing Ukraine with effective technical assistance for the development of legislation and the proper functioning of quality infrastructure and market surveillance authorities. Introduce the position of Deputy Prime Minister for Industry and launch support programs for the real economy. Thus, Ukraine’s further integration with the European Union is largely linked to the formulation and implementation of relevant industrial policy, which should be to continue reforming all sectors of the economy, in particular, to modernize the industrial complex. And the signing of the Agreement on Conformity Assessment and Acceptance of Industrial Products in the three priority sectors («industrial visa waiver») in the medium term should become one of the main foreign economic priorities of Ukraine’s European integration in the face of the current challenges of today.

The European Union (EU) is considered one of the most economically developed regions worldwide. It was driven by the mining industry for several decades. Despite certain changes in this area, a number of mineral and energy resources are still being mined in the EU. Nevertheless, mining activities are accompanied by many unfavorable phenomena, especially for the environment, such as greenhouse gas and air pollutant emissions. The great diversity of the EU countries in terms of the size of the “mining and quarrying” sector means that both the volume and structure of these emissions in individual countries varies. In order to assess the current state of affairs, research was conducted to look at the structure and volume of these emissions in individual EU countries. The aim of the study was to divide these countries into homogenous groups by structure and volume of studied emissions. In order to reflect both the specificity and diversity of the EU countries, this division was based on the seven most important gases (CO2, CH4, N2O, NH3, NMVOC, CO, NOx) and two types of particulate matter (PM 2.5, PM 10) emitted into the atmosphere from the sector in question. The volume of studied emissions was also compared to the number of inhabitants of each EU country and the gross value added (GVA) by the mining and quarrying sector. This approach enabled a new and broader view on the issue of gas and air pollutant emissions associated with mining activities. The artificial Kohonen’s neural networks were used for the analysis. The developed method, the analyses and the results constitute a new approach to studying such emissions in the EU. Research that looks only at the emission of harmful substances into the environment in relation to their absolute values fail to fully reflect the complexity of this problem in individual EU countries. The presented approach and the results should broaden the knowledge in the field of harmful substance emissions from the mining and quarrying sector, which should be utilized in the process of implementing the new European climate strategy referred to as “The European Green Deal”.

Against the backdrop of globalization and trade facilitation, the products consumed by a country are more and more relying on the importation of those products from other countries. Therefore, the pollutant emissions of products associated are transferred from consuming countries to exporting countries, which significantly changes the spatial distribution of global pollutant emissions. The objective of this research is to analyse the embodied nitrogen oxide (NOx) emissions in the trading process between China and the European Union (EU) and to further trace the interindustry and intercountry transfer paths. This study constructs a multiregional input–output (MRIO) model based on the latest EORA global supply chain database. The MRIO model quantitatively analyses the total NOx emissions from the production and consumption ends of China and the EU from 1995 to 2014. Important findings are derived from the empirical results as follows. (1) In 2014, China’s production end emissions were 1824.38 kilotons higher than those of the consumption end. By contrast, the situation in the EU was the opposite, i.e., production end emissions were 1711.97 kilotons lower than those of the consumption end. (2) In the trade between China and the EU, the EU is a net importer of embodied NOx, and China is a net exporter of embodied NOx. In 2014, 2.55% of China’s domestic NOx emissions were transferred to the EU in China-EU trade, accounting for 2.75% of China’s domestic consumption demand. (3) In 2014, Electricity, Gas and Water (397.75 kilotons), Transport (343.55 kilotons), Petroleum, Chemical and non-metallic Products (95.9 kilotons), Metal Products (49.88 kilotons), Textiles and Apparel (26.19 kilotons), are among the industries with the most embodied NOx emissions from China’s net exports during its two-way trade with the EU. (4) In the bilateral trade between the EU and China, many countries are in the state of embodied NOx net import. The top three net importers in 2014 were Germany (169.24 kilotons), Britain (128.11 kilotons), France (103.21 kilotons).

This paper reviews the recent advances in the management of nitrogen oxide (NOx) emissions from the internal combustion engine of light-duty and heavy-duty vehicles, addressing both technical and legal aspects. Particular focus is devoted to the often-virtuous interaction between new legislation imposing more restrictions on the permitted pollutant emission levels and new technologies developed in order to meet these restrictions. The review begins first with the American and then European directives promulgated in the 1970s, aimed at limiting emissions of pollutants from road transport vehicles. Particular attention is paid to the introduction of the Euro standards in the European Union for light- and heavy-duty vehicles, used as a legal and time frame reference for the evolution of emission aftertreatment systems (ATSs). The paper also describes governmental approaches implemented for the control of pollutant emissions in circulating vehicles, such as market surveillance and in-service conformity. In parallel, it is explained how the gradual introduction of small-scale devices aimed at the NOx control, such as lean NOx traps (LNTs) systems, and, most of all, the selective catalytic reduction (SCR) of NOx, permitted the application to road-transport vehicles of this ATS, originally designed in larger sizes for industrial usage. The paper reviews chemical processes occurring in SCR systems and their advantages and drawbacks with respect to the pollutant emission limits imposed by the legislation. Their potential side effects are also addressed, such as the emission of extra, not-yet regulated pollutants such as, for example, NH3 and N2O. The NOx, N2O, and NH3 emission level evolution with the various Euro standards for both light- and heavy-duty vehicles are reported in the light of experimental data obtained at the European Commission’s Joint Research Centre. It is observed that the new technologies, boosted by increasingly stricter legal limits, have led in the last two decades to a clear decrease of over one order of magnitude of NOx emissions in Diesel light-duty vehicles, bringing them to the same level as Euro 6 gasoline vehicles (10 mg/km to 20 mg/km in average). On the other hand, an obvious increase in the emissions of both NH3 and N2O is observed in both Diesel and gasoline light-duty vehicles, whereby NH3 emissions in spark-ignition vehicles are mainly linked to two-reaction mechanisms occurring in three-way catalysts after the catalyst light-off and during engine rich-operation. NH3 emissions measured in recent Euro 6 light-duty vehicles amount to a few mg/km for both gasoline and Diesel engines, whereby N2O emissions exceeding a dozen mg/km have been observed in Diesel vehicles only. The present paper can be regarded as part of a general assessment in view of the next EU emission standards, and a discussion on the role the SCR technology may serve as a NOx emission control strategy from lean-burn vehicles.

Real-driving emissions (RDE) testing with portable emissions measurement systems (PEMS) during the type approval and in-service conformity of light-duty vehicles was recently introduced in the European Union legislation. In this paper, three PEMS were compared with laboratory analyzers connected to the tailpipe and the dilution tunnel. The tests were conducted with two Euro 6 vehicles (one gasoline and one diesel) performing the World harmonized Light vehicles Test Cycle (WLTC) and a pre-recorded RDE cycle on a chassis dynamometer. The results showed that the differences of the PEMS gas analyzers compared to the laboratory references were typically within 2% for CO2 and 5% for NOx. The CO2 and NOx mass emissions were within 10% and 15%, respectively, with only a few exceptions. The exhaust flow rate measurements were within 10% at low speeds (urban conditions), and 5% at higher speeds. These results confirm the legislated permitted tolerances and the 2017 PEMS uncertainty estimates.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.
