Presented in this article is a review, which evaluates the current state of Russia’s secondary professional education system (SPE), and the degree to which it is prepared to train specialists who would be in demand by an innovative economy. Unlike the higher professional education system, during the last decade SPE has not only ceased to be a government priority, but has also “suffered” to a certain degree due to increased attention on behalf of the federal government towards universities, which have attained special statuses – such as “federal”, “research”, “supporting”. Limited financial resources have been redistributed for the benefit of higher educational facilities, this leading to a decrease in funding for training personnel within SPE, while also harming the resource base. This took a serious toll on those technical colleges which trained specialists in new, promising professions. Given such a situation, communicating with employers becomes one of the key factors. However, the cooperation between SPE facilities and enterprises has been experiencing crisis due to the general decline of a number of manufacturing plants during the post-Soviet period. The study is based on the analysis of official statistical data, materials from sociological surveys, as well as expert opinions. This article consistently analyzes the current state of the SPE system, evaluates the training level of teachers, students’ motivation for receiving secondary education, as well as the most popular professions. Special attention is devoted to corporate training acting as the equivalent of SPE, in the form of additional professional training. The article is concluded by examining possible directions for the development of the SPE system, in order to facilitate its adaptation to the demands of an innovative economy. Three possible directions are offered, which might help increase the quality of education within the SPE system, given the current conditions of financial limitations and issues associated with the quality of human resources. This includes cooperation with higher educational facilities, transferring a certain part of educational programs to the premises of employers, and conducting personnel training and advanced training by means of participation in independent programs such as WorldSkills and other such initiatives.

The genesis and current state of professional training of physical therapy and ergotherapy specialist to be in higher educational system of Ukraine is characterized and generalized on a basis of theoretical analysis of scientific literature. It is established that physical therapy (rehabilitation) considerably differs from other specialties in the system modern higher professional education because physical therapy and ergotherapy specialist to be should be well-oriented in professional field, see the perspectives of its further development and improvement. Physical therapist’s professional activity considered to be a system of purposeful application of professional skills which are based on professionally oriented knowledge and ensure their conscious use for meeting the goal and professional tasks solving. The perspective ways of development of physical therapist’s professional status in Ukraine are defined. It is proven that professional activity of physical therapy (rehabilitation) and ergotherapy specialist is oriented to educational anthropology sphere and provides the following types of professional activity: sports and education, recreational and leisure, rehabilitation and health-improving, educational and professional, correction, organizational and organizational and administrative. On the basis of analysis of the complex of literary sources it is established that the structure of professional training includes professional knowledge (special, methodical, psychological and educational), professional skills (didactic, organizational, constructive, prognostic, communicative) and personal qualities (values, skills, character). The concept of “competence of physical therapist, ergotherapist” which was established by the document of professional education, includes: the competence in the field of physical therapy and ergotherapy theory, competence in the field of modern rehabilitation technologies and methods, competence in projecting and rehabilitation systems, competence in professional interaction with rehabilitation process participants (members of multidisciplinary team, patients, patients’ family members/guardians), competence in investigation theory and practice in the field of physical therapy and ergotherapy, competence in medical innovations, competence in organization and management, competence in professional self-development.

The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

Анализируется современное состояние профессионального образования, которое рассматривается как социальный феномен. Представлены характеристики профессионального образования как составляющей образовательной системы. Отмечается, что современное состояние профессионального образования находится на уровне модернизации в пользу использования инновационных образовательных технологий. Акцентируется внимание на главной тенденции современного профессионального образования – его цифровизации. Ситуация, вызванная COVID-19, привела к тому, что образовательные учреждения были вынуждены перейти на новые форматы обучения (дистанционное и онлайн-обучение). Основными факторами, повлиявшими на данную ситуацию, названы пандемия COVID-19, накопленный международный опыт, современные потребности общества и рыночной экономики. Несмотря на технологические и организационные трудности, выработаны общие подходы к профессиональному обучению дистанционно и онлайн, создана база образовательного контента. The article analyzes the current state of vocational education. Vocational education is considered as a social phenomenon. The characteristics of vocational education as a component of the educational system at the present stage of development are presented. It is noted that the current state of vocational education is at the level of modernization in favor of the use of innovative educational technologies. Attention is focused on the main trend of modern professional education – its digitalization. Integration of the Russian vocational education system into the world educational system is one of the priorities of the state educational policy. It is noted that the basis of modern vocational education is at the level of modernization in favor of the use of innovative educational technologies. The principles underlying modern education are highlighted: continuity, practice-orientedness, integration, continuous professional development, learning “online + offline. The situation caused by the coronavirus COVID-19 led to the fact that educational institutions were forced to switch to new formats of education (distance and online learning). The main factors that influenced this situation are the COVID-19 pandemic, the accumulated international experience, the modern needs of society and the market economy. It is noted that, despite the technological and organizational difficulties, common approaches to professional training remotely and online were developed, a database of educational content was created.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

The main mechanism that guarantees the quality of education in Republic of Belarus is based on the state educational standards. According to the current standards, the aim of professional training is to obtain an integrat-ed result: expert (professional) skills coupled with solid general education. This education is build upon the de-velopment of a common system of competences. Therefore, the quality of professional education is strongly con-nected with the problem of the specialist (who has to possess all necessary skills and competencies) formation method. The problem includes development and advancing of the system of competences in the conditions of the current educational process and elaboration of an evaluation methodology and techniques for this system. Taking into account, that the educational process of high school professional training in Belarus includes the studying of four cycles of disciplines (socially-humanitarian, natural-science, general professional and special professional), it is essential to investigate the influence of each of the cycles on the final system of competences formation. In the present article, the capability of the natural-science disciplines cycle for the handling of the pro-fessional system of competences development is discussed in reference to military specialties. It has been found that during the professional disciplines studying, the replacement (but not integration) of the knowledge received at the previous stage of the natural-science cycle is taking place. It interferes with prin-cipal understanding of natural sciences as a fundamental basis for the professional competence; it does not pro-mote the recognition of cultural and social importance of natural sciences; and, consequently, it does not support the formation of general orientation on continuous self-education in the field of natural sciences. And that is con-sidering that insufficiency of natural-science culture of graduates of military high schools can lead to possible serious economic consequences for the country and risks in the field of national safety. In the course of the experiment, the didactic conditions have been formulated and the model of the peda-gogical process, directed to the elaboration of a persistent natural-science system of competences, has been devel-oped and approved. The incorporation of the conditions and the process does not assume an essential transfor-mation of the volume and structure of class hours allocated to the studying of natural-science disciplines. Intro-duction of the course "Fundamentals of modern natural sciences » in syllabus of the internal security troops de-partment of military academy of Belarus is essentially new. The technique of examination of the integrative abilities of students with use of the methods of fuzzy mathematics was applied for the evaluation of the developed model efficiency. The interest to this method is caused by the possibility use this approach to deal with estimations of competences, which cannot be unequivo-cally structured in an algorithm presentation by definition. The role of advanced professional library and information education as an essential part of continuous education system and its importance in educating new generation of library professionals are substantiated. The author reveals the role of the advanced professional education as an efficient site to apply and generate new ideas, to promote innovative experience and professional communicationsб and to modernize librarianship. She concludes that the main task of modern advanced library and information education is to assist librarians’ professional socialization. The methodological basics of the advanced professional training are characterized: teaching innovativeness, integration with library practice, social transparency and dynamic character. The author describes the mechanism for the transfer from the discrete stage of the advanced professional education to a systematic approach: the vertical-horizontal interaction of the advanced professional training structures, consistency and continuity of the educational process, education quality control, efficient combining online and offline education. The author emphasizes that the key factor for improving advanced education is to engage practicing professionals who master innovations introduction technologies. The need for public professional accreditation and certification for alternative education programs (including that of libraries), and systematic monitoring of the education system is proved.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

The analysis of the current state of the Russian system of psychiatric care has been carried out; its main shortcomings have been highlighted: the arbitrariness of diagnosing mental disorders, unduly widespread use of antipsychotics, the poor condition of clinical guidelines, the low quality of professional education. Ways of reforming clinical psychiatry are proposed.
