This paper provides an account of everyday discursive and material practises deployed by marginalised forest-dependent groups in the course of resisting the implementation of Reduced Emission from Deforestation and forest degradation (REDD + ) and conservation regulations. Available literature have documented extensively that REDD + market-based models across the Global South, and Tanzania in particular, have led to increasing inequality, injustices, and exclusions. Nevertheless, there is little attention to exploring how different social actors that are unequally positioned resist exclusions. The paper explores selected case studies of marginalised forest-dependent groups in Lindi, Southern Tanzania, who creatively work to negotiate unequal power relations through a range of encounters around REDD+. Our analysis shows unequal social, spatial, and environmental ramifications of market-based conservation policies and strategies that have led to different kinds of material and discursive resistance to challenge exclusions. In doing so, it provides critical context-specific realities from the Global South and, specifically, Tanzanian scholarship to focus on both the dynamics of power and resistance in socially differentiated forest-dependent groups affected by envisioned market-based and development model-led conservation regimes.

Forests in Kenya are threatened by unsustainable uses and conversion to alternative land uses. In spite of the consequences of forest degradation and biodiversity loss and reliance of communities on forests livelihoods, there is little empirical data on the role of forest resources in livelihoods of the local communities. Socioeconomic, demographic, and forest use data were obtained by interviewing 367 households. Forest product market survey was undertaken to determine prices of various forest products for valuation of forest use. Forest income was significant to households contributing 33% of total household income. Fuel wood contributed 50%, food (27%), construction material (18%), and fodder, and thatching material 5% to household forest income. Absolute forest income and relative forest income (%) were not significantly different across study locations and between ethnic groups. However, absolute forest income and relative forest income (%) were significantly different among wealth classes. Poor households were more dependent on forests resources. However, in absolute terms, the rich households derived higher forest income. These results provide valuable information on the role of forest resources to livelihoods and could be applied in developing forest conservation policies for enhanced ecosystem services and livelihoods.

Anthropogenic land-cover change, e.g. deforestation and forest degradation cause carbon emissions. To estimate deforestation and forest degradation, it is important to have reliable data on forest cover. In this analysis, we evaluated annual MODIS Percent Tree Cover (PTC) data for the detection of forest change including deforestation, forest degradation, reforestation and revegetation. The annual MODIS PTC data (2000 – 2010) were pre-processed by applying quality layer. Based on the PTC values of the annual MODIS data, forest change maps were produced and assessed by comparing with the data from visual interpretation of SPOT-5 images. The assessment was applied to two case-studies: Ayuquila Basin and Monarch Reserve. Results show that the detected deforestation patches by visual interpretation are roughly 4 times in quantity more than those by MODIS PTC data, which can be partially due to the much higher spatial resolution of SPOT-5, being able to pick up small deforestation patches. This analysis found poor spatial overlapping for both case-studies. Possible reasons for the discrepancy in quantity and spatial coincidence were provided. It is necessary to refine the methodology for forest change detection by PTC images; also to refine the validation data in terms of data periods and forest change categories to ensure a better assessment.

<p>Aimed at lowering forest carbon emissions through financing improved forest governance and socially inclusive land and natural resources use, the REDD+ (Reducing Emissions from Deforestation and Forest Degradation Plus) program is attracting widespread interest and investment in Indonesia. REDD+ introduces new governmental rationalities, in which forest carbon is used as a standard to measure a country’s performance in keeping its tropical forests intact and defines the financial rewards the country will receive. REDD+ is one factor in an emergent new political conjuncture in Indonesia that is opening up to the possibilities for reworking forest governance. This thesis employs Foucault’s concept of governmentality to examine how governmental technologies are formed, contested and implemented through REDD+ and some of the early impacts the program is having (Foucault, 1991a).  Drawing on grounded empirical data and inspired by a ‘not-quite neoliberal nature’ framework (de Freitas, Marston and Bakker, 2015) I show how place-based discourses, politics, actors, and interests are shaping the way REDD+ unfolds in Indonesia. This is achieved through three case studies focused on the REDD+ Taskforce; the One Map Initiative; and an Indigenous land claim in a community in Central Kalimantan. Findings from the three case studies show how current deficiencies in forestland governance have been problematized where there is no clarity over who has rights to forestland, who owns the concessions and where they are. Thus, addressing current complexities is becoming the Taskforce’s priority through series of governmental technologies including the One Map Initiative. Meanwhile, activists are making use of this opportunity to render visible Indigenous land rights in an attempt to subvert focused technical fixes to more open social justice ends. By discussing the messy actualities of developing, implementing and responding to governmental technologies the thesis problematizes pro- and anti-REDD+ debates.  Rather than view REDD+ governmental technologies through “a programmer’s view” (Death, 2013) as a finished or rigid project implemented on others, I see it as an ongoing attempt to govern human – forest relationships that are shaped by contestations and resistances. Thus, the thesis makes an important contribution to neoliberal nature literature by showing that neoliberal governmental programs, such as REDD+, should be seen as sites of struggle, with different actors experiencing and engaging the program in different ways. As such, this thesis highlights how neoliberal mechanisms can be co-opted by particular actors in order to achieve diverse economic, social and environmental goals. Through engagement with governmental technologies the landscapes of forest politics change in both enabling and constraining ways.</p>

Following global trends, Multi-Stakeholder Forums (MSFs) have received attention as mechanisms for addressing deforestation and forest degradation in Ethiopia. However, little is understood on their influence on governance of forests. Based on qualitative research conducted in MSFs organized at Bale and Jamma-Urji in Oromia, Ethiopia, this paper examines how MSFs may influence the governance of communal forests. Results indicate that the majority of informants believe that MSFs improve participation, facilitate collaboration across sectors, and have potential to address power imbalances among stakeholders. Yet, failing to substantially engage the government in MSFs could either lower the success of the MSFs in bringing change in the governance of communal forests or limit the changes to the local community level. Embedding MSFs in government structures could increase the enforcement of MSF outcomes and enable resource mobilization. However, caution is required to prevent the government's control over MSF processes and outcomes.
