This article analyses the historical legislative proce- dure, in Brazilian Congress, about the New Drug ́s Law 11.343 of 2006, which is the current Drug ́s Law in Brazil. The empirical material consists in projects and reports of parliamentarians who were active sin- ce the beginning of the procedure, in 2002, until the adoption of the new legal provision, in 2006. The ar- ticle aims to investigate three main questions: i) who were the main actors that influenced the legislative approval of the current drugs dispositif (committees leaders, editors, proponents parties, etc.); ii) what are the main changes regarding the criminalization of drug use and drug dealers in these proposals from the beginning of the law ́s procedure (2002) until when it had been approved (2006); iii) what were the main justifications in the particular historical context for changes in drug policy.

Drug use and drug policy do not happen in a social vacuum. This chapter shows how the social and historical context shaped drug use patterns as a figurative war became literal one. Coming of age during the “peace and love” era of the 1960s, early baby boomers encountered an increasingly punitive drug policy as they aged in adulthood. Mass incarceration left many drug users with a criminal record and limited options for employment. The financial security needed for a stable family life became unattainable for many, and divorce rates increased, with no social safety net for single-parent homes. Working-class and middle-class jobs were replaced by low-paying service work. As fewer boomers could achieve the American Dream, the middle class was vanishing, and one drug epidemic was replaced by another in rapid succession. Law enforcement agencies were given more power over drug users, with minorities and the poor receiving the brunt of this aggressive infringement on their private lives.

As part of an extensive questionnaire on student drug use patterns at a small private college, this study was completed to determine the relationship between self-reported religiosity of college students and 1) the nature and incidence of current drug usage, 2) reasons for abstaining from drug use, 3) acceptable sources for referral in case of drug problems, and 4) persons with whom students would discuss their attitudes toward drugs. Statistically significant differences between religious and non-religious students at the 0.01 level were found in the current use of alcohol and marijuana, in reasons for abstaining from marijuana, amphetamines, barbiturates, and hallucinogens; in referral of drug problems to drug wise friends; and in discussing drug attitudes with parents and with college counselors.

This article seeks a fresh answer to the difficult question of the meaning of the phrase τα στοιχεια του κοσμου in Gal 4.3. The answer is sought by paying close attention to (1) the argumentative context of Paul's use of the phrase in the letter (he posits some sort of equivalence between the veneration of τα στοιχεια του κοσμου and the observance of the Law; he does so for contextually relevant theological and rhetorical reasons), and (2) the cultural-historical context of the addressees, the Gentile believers in Galatia (τα στοιχεια are ‘the gods’ they once venerated; this veneration involved calendrical observances).

AbstractThe Müller & Schumann (M&S) view of drug use is courageous and compelling, with radical implications for drug policy and research. It implies that most nations prohibit most drugs that could promote happiness, social capital, and economic growth; that most individuals underuse rather than overuse drugs; and that behavioral scientists could use drugs more effectively in generating hypotheses and collaborating empathically.
