The text focuses on national policies for Distance Higher Education (DHE) and aims to analyze the trajectory of policies under this modality and to reflect on the challenges that its growth poses for ensuring the quality of education. It is a documentary and bibliographic research, supported by a careful search of the legislation that rules and organizes the offer of distance higher education in Brazil, complemented by a careful review of the literature from authors who discuss the subject. The DHE regulation at the national level was consolidated with the approval of Federal Law No. 9.394 of December 20, 1996, Ley de Directrices y Bases de la Educación Nacional –LDBEN- (law on guidelines and bases of national education), giving way to a period of incentive for the implementation of this modality. In 2017, Federal Decree No. 9.057 of 25 May, supplemented by Portaria Regulation No. 11 of 20 June 2017, significantly altered the legislation and standardization of the Brazilian DHE with a strong favoring towards the accelerated expansion of distance higher education. Brazil has considerable challenges to be faced with regard to DHE, among which the quality of the education offer stands out, including service provision, access and permanence of students in higher education, the use of digital technologies and the expansion of this modality.

RESUMO:O presente trabalho tem por objetivo analisar a evolução e o processo de inserção das comunidades indígenas na História do Brasil Contemporâneo no sistema de Ensino Superior. Também aborda elementos da evolução histórica da Educação Indígena no Brasil e seus desdobramentos institucionais e pedagógicos do Ensino Superior com base em dados do Ministério da Educação. O procedimento metodológico utilizado é o analítico-interpretativo de investigação e análise da legislação concernente a temática como: Decretos, LDB’en, Plano Nacional de Educação, Regimento da Connei, Resoluções, entre outras. ABSTRACT:This study aims to analyze the evolution and the process of insertion of indigenous communities in the History of Brazil Contemporary  in the system of Higher Education Area. It also addresses elements of the historical development of indigenous education in Brazil based on data from the Ministry of Education. The methodological procedure used is analytical-interpretive research and analysis of the legislation concerning the subject as: Ordinance, LDB’en, National Education Plan, CONNEI’s Regiment, Resolutions and other.

The higher education bears great responsibility and obligation, especially to develop intelectual human resources who can be contribute to state and nation such as in the fields of politic, law, economy, education, health, religion, and others for elevating quality of life and wealth of society. However young generation today, performs lower quality in moral and character, so that the higher education must improve the students’ morality and character along with all of its ‘civitas academica’. Educating character in the higher education purposes to anticipate degradation of character, and also serve to forms the hardy character of students for facing toward the various of challanges. By educating character the students become nation’s young intelectual who have prime pesonality as the goals of national education. The implementation of educating charater in the higher education should be teach the accentuate on the cognitive matter, but also on the affective, conative, and skilled matter. The important thing which should be noticed that learning character must be applied on all of the subject matter, so that, all the lectures and college’s employees pay attention to our nation and state.

Government efforts to improve the quality of education, especially in the areas of curriculum integration to maintain a general knowledge (in this case subjects IPS) with the values and religious norms (social values) has been developed in the Competency-Based curriculum (CBC) and Unit Level Education curriculum (SBC). This is a realization of the national education goals. Based on observations in SMP Negeri 2 Anjir Pasar District Market District Anjir Barito Kuala, that the integration of social values according to the religion of Islam into the subject of social relationships in social studies subjects have not been developed and implemented. Due to the lack of an integrated instructional design and the lack of teachers' ability to innovate in learning. The research objective to determine the design intergasi social values according to the religion of Islam into the subject of social relationships on the subjects social studies class VIII. The study uses a qualitative approach, namely the approach of trying to obtain descriptive data, speech or writing, and behavior can be observed.Research using qualitative methods with the steps of the research design Suheri adopting measures Bruog research and Gall.The results of this study found a design model of integration in social studies learning. Than 2 times the design implementation of integration in social studies learning, it is known that the first meeting of the obtained value of 5.80 with 51.44% completeness, while the obtained value of 6.14 second meeting with the thoroughness 71.42%. Kata Kunci : Desain Integrasi, Pembelajaran Terpadu, Hubungan Sosial, Nilai Sosial

The essence of learning is to improve the quality of learners and to complete the national education goals that have been established, inaccordance with the mandate of the constitution. The effort to improve the quality of education through curriculum has been responded by the Ministry of Religious Affairs in 2013 on the subject of Islamic Education and Arabic Language. The implementation of the 2013 curriculum at public ElementarySchool, in this case is the subjects of Fiqh, become a break through to conductthe learning process to be more dynamic and innovative. This article discusses the role of the for-profit private sector in the Brazilian Higher Education System. Emphasizing its hegemony, we consider that the adoption of mercantilist logic has implications for the quality of supply and is leading the sector to be characterized as an oligopoly. Although the National Education Plan predicts an increase in public sector enrollment as massification continues, current economic and political conditions may prevent this expansion, leaving the country in a very delicate situation.

<p>In this work we describe an instrument based on the use of a factor analysis technique in order to measure the quality of education within a Postgraduate degree offered by a public Spanish university. We showed that the instrument has satisfactory psychometric properties (reliability and validity). Regarding the factorial solution, three main dimensions have been determined, namely: importance given to the subject; educational resources and knowledge of the subject (previous and posterior). It is important to remark that these three dimensions were consistently detected in all the factorial analyses performed (total sample and separate academic years). These three dimensions should be considered as fundamental when designing an instrument to evaluate educational quality. These findings may be taken as a basis for the design of future strategies for the evaluation of educational quality on other type of degrees within the higher education area.</p>

The article considers the issue of improving the system of higher education institutions internal management. The purpose of the article is to analyze the regulations on the quality of education and the formation on this basis of approaches to improve the system of internal quality management of higher education institutions. To achieve this goal, the following tasks have been solved: the legislative acts in terms of regulating the quality of higher education have been analyzed, the interpretation of the quality of education in the relevant Laws of Ukraine has been studied; the concept of the quality system of higher education institutions has been improved; the conceptual bases of improving the management of the system of improving the quality of higher education institutions have been substantiated; the system of measures and procedures used in ensuring the quality of higher education have been studied; the basic components of the decision-making system to ensure the quality of higher education institutions have been identified. The object of the study is the legislation on the management process of improving the quality of higher education institutions. The subject of research is the theoretical and methodological and practical issues of management of the quality assurance system of higher education institutions. The following methods were used in the study: structural-logical analysis - to build the logic and structure of work; system analysis and synthesis - to study the essence of the subject of study; system approach - to improve the system-targeted approach to the management of the system of improving the quality of higher education institutions. In this article, based on the analysis of the relevant legal framework, the provisions on the management of the internal system of quality assurance of higher education institutions in the context of improving the methodological foundations of such management have been further developed, the system of measures and procedures used to improve the quality of higher education decision-making systems to ensure the quality of higher education institutions has been analyzed. In the format of the practical significance of the works, it is possible to determine the possibility of their use in the management of higher education institutions of all forms of ownership in order to achieve the appropriate quality of their results.

The Government of India published, after independence, nation’s third policy on education on July 30, 2020. This policy on education titled as “National Education Policy- 2020” (NEP-2020). This much anticipated education policy is a widespread policy covering all level and aspects of education of the country. Part ‘Two’ of NEP- 2020 covered the area of higher education and detailed about the expectations in this area. For an economically developing country like India, where the demand for a quality skilled workforce is very high it becomes necessary to keep a check on the quality of education provided in the higher education system. Assessment plays a crucial role in improving the quality of education by giving feedback. Normally assessment is done as objectives of education are formulated. Any teaching-learning process is incomplete without a proper assessment mechanism. National Education Policy- 2020 is expecting and suggesting fundamental change in the traditional assessment system in higher education. This paper is an attempt to explore the important recommendations made by National Education Policy- 2020 on ‘Assessment’ in the area of higher education.

The education in Russia since 1990 year remains in a state of permanent reformation. Distinctive characteristics of this period can be stated on the one hand as the abrupt flow-out of the high grade young professors from the Higher educational units and on the other hand head long growth of the quantity of the said units. The law of «Transition of quantity into quality» had an inexorable effect not only on the quality of education of the graduates but on the personnel potential of the Russia in general. Rapid growth of the quantity of the Higher education specialists of questionable qualification and partial demand have started. At the same time the skill conversion practically disappeared. And technical colleges started to transform into universities or branches of those. In order to regulate existing uncertainty the gradation of the Higher educational units appears in the Federal Law РФ № 273-ФЗ «Education in Russian Federation». As a matter of fact that Law stipulates 4 grades of Higher educational units, whereof for the first three quotas of 40 units are envisaged. All remaining units, including those engaged in education of the specialists in the field of transportation. Such approach to the problem seems to be rather subjective. In the year of 2013 the index of GDP (Gross domestic product) in the category «Transport and communication» was some 8% which corresponds to the fourth place in the structure of the Gross added cost in Russia. Normative per person financing in the Higher educational units of the fourth grade will negatively influence the quality of education and contrary to the humanitarians the aftereffects will not be of deferred character but will directly cause the increase of accidents at the transport. Taking into account the importance of the transport for the Russia it seems quite strange such indifferent approach to the personnel which plays the most important part of success in the field of transportation.
