Subject. The article addresses the implementation of socially oriented development in the Russian Federation and in the countries with traditional models of the social welfare State. Objectives. The aim is to perform a comparative analysis of traditional models of the social welfare State and the Russian Federation on the basis of socio-economic indicators (annual average growth in gross domestic product, inequality, unemployment, migration, the share of tax revenues in gross domestic product, indicators in the sphere of education and healthcare), and reveal the specifics of socially oriented development of the Russian Federation. Methods. The study employs methods of statistical analysis, comparative analysis, and graphic interpretation of statistics. Results. The study unveils similar trends in the social development that exist in traditional models of the social welfare State, the focus of public policy on providing at least minimal social guarantees, the use of social insurance, and extended accessibility of quality social services. It also emphasizes differences that are connected with historical principles of social policy, the level of decommodification due to modern economic development. Conclusions. The comparative analysis enabled to identify the presence of elements of considered models in the model of socially oriented development of Russia and directions of further measures for increasing socio-economic indicators, including the increase in life expectancy and quality of life for citizens, improvement of the quality of social services, reduction of inequality, promotion of high rates of economic growth, renovation of equipment and facilities, and training highly qualified specialists.

Tujuan dan Latarbelakang: Kualiti penyampaian khidmat kerja sosial oleh pegawai kebajikan masyarakat dipengaruhi oleh latar belakang pengetahuan dan kemahiran kerja sosial yang mereka miliki. Kajian ini bertujuan untuk menilai tahap pengamalan praktis kerja sosial dalam kalangan pegawai kebajikan di Malaysia.   Metodologi: Pendekatan kuantitatif yang menggunakan reka bentuk tinjauan telah dilakukan ke atas 305 orang Penolong Pegawai dan Pembantu Pembangunan Masyarakat Gred 19 hingga Gred 38 terpilih yang berkhidmat di Jabatan Kebajikan Masyarakat di seluruh negara. Persampelan rawak mudah digunakan bagi mendapatkan responden. Tahap pengamalan terhadap praktis kerja sosial diukur berdasarkan Kerangka Kompetensi Kerja Sosial Nasional Singapura dan Piawaian Kompetensi Praktis Kerja Sosial Kebangsaan.   Dapatan: Tahap pengamalan terhadap praktis kerja sosial dalam kalangan responden menunjukkan skor yang tinggi.   Sumbangan: Bersandarkan dapatan kajian, tiga inisiatif bagi meningkatkan lagi kualiti pengamalan dan penyampaian praktis kerja sosial dalam kalangan pegawai kebajikan di negara ini telah dicadangkan iaitu i) pengukuhan program latihan; ii) penetapan semula maksud kecekapan dalam pengamalan; dan iii) penetapan pengamalan berdasarkan kod etika.   Kata kunci: Tahap pengamalan, praktis kerja sosial, penyampaian khidmat kerja sosial, pegawai kebajikan, Jabatan Kebajikan Masyarakat Malaysia (JKM).   ABSTRACT Background and Purpose: The quality of social service delivery by welfare officers is influenced by the knowledge and social work skills they possess. This paper aims to study the level of social work practice among welfare officers in Malaysia.   Methodology: A quantitative approach using survey design was used to collect data from 305 Community Development Assistant Officers and Community Development Helper Grades 19 through 38 who served in the Social Welfare Department across Malaysia.  The respondents were selected using simple random sampling. The level of social work practice was measured using the Singapore National Social Work Competency Framework and the National Social Work Practise Competency Standards.   Findings: The findings showed that the level of social work practice among the respondents is at high score.   Contribution: Based on the findings, three initiatives to improve the quality of social work practce among welfare officers are recommended: i) strengthening training programs; ii) redefining the meaning of practice; and iii) establishing practice based on ethical code.   Keywords: Level of practise, social work practise, welfare officer, delivery of social services, Department of Social Welfare Malaysia (JKM)   Cite As: Siti Hajar, A. Objectives: To examine the components affecting the quality of the implementation and their impact on the outcomes of the “Growing Up Happily in the Family” program targeted at parents with children aged 0–5. Method: At-risk and non-at-risk parents ( N = 196) participated in 26 groups in local social services. Adherence, adaptations, quality of delivery, group and participant responsiveness, and implementation barriers were examined as predictors of attendance rate and changes in parental child-rearing attitudes, parental sense of competence, and parenting stress using hierarchical linear regressions analyses. Results: Greater participant responsiveness and fewer implementation barriers predicted higher attendance rates. These implementation variables, as well as greater program adherence, fewer crucial adaptations, and better didactic functioning of the sessions, predicted positive parental changes. Conclusions: The level of implementation contributes to the program effectiveness, suggesting the need to provide a high-quality and well-coordinated implementation to achieve the intended program outcomes in child welfare populations.

An article devoted to the issue of social work with women from rural areas that were violent, as well as coverage of approaches to training specialists providing social services to this category of population. It is established that gender policy is based not only on international normative legal acts ratified by Ukraine, but also regulated by national legal acts on equality between women and men. An important area of gender policy is the provision of equal rights and opportunities for women from rural areas, including the realization of their human rights. At the same time, women in rural areas are more vulnerable to gender-based violence than women living in cities that require a specially designed program for their social and psychological rehabilitation. As a result of the clarification of the content and focus of social work with women, the study of the regional experience of social services with women, the disclosure of the specifics of the training of future social workers to work with this category of citizens, recommendations for improving the quality of social services for women victims of domestic violence have been developed.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

Zakah in Indonesia has a great potential in contributing the improvement of life quality of people in need in Indonesia. With this such potential, many Amil Zakah Institutions (Lembaga Amil Zakat/LAZ) are founded in Indonesia as faith based organizations (FBO). The literatures mentioned that Faith Based Organization has already taken its own place in the world of Social Work and Social Welfare. This article discussed the LAZ existence as one of the FBO in Indonesia. Utilization of zakah from charity to empowerment--including economic empowerment—has been an evidence that LAZ evolved into a better direction.
