It also critically investigates the relationship between journalism and the third sector in the reporting of poverty, highlighting how the communications work of charities plays a vital role in reporting practices representing the (often ‘hidden’) everyday experiences of poverty across Wales.

Background: The Canadian government allocated $595 million in subsidies over five years to news media in 2019, but the bailout was based on questionable data. Financial losses were exaggerated; a think tank report was criticized for using data selectively; data from a university research project differed sharply from annual industry counts; and job loss figures were disputed. Analysis: Hard data can diverge markedly from soft data accepted in pursuit of policy outcomes. Conclusions and implications: A second campaign underway on behalf of entertainment industries could yield a bailout several times larger than the first. Closer scrutiny should be exercised of media narratives and offered data. An independent media research centre should collect and verify data for policy purposes.Contexte : En 2019, le gouvernement canadien a octroyé aux médias d’information 595 millions de dollars en subventions étalées sur cinq ans, un montant évalué à partir de données douteuses. En effet, on a surestimé les pertes financières dans le milieu; le rapport influent d’un groupe de réflexion se fondait sur des données sélectionnées pour les besoins de la cause; les données provenant d’un projet de recherche universitaire différaient beaucoup de celles fournies annuellement par l’industrie; et on a exagéré les pertes d’emploi. Analyse : Les données dures peuvent différer énormément des données molles acceptées dans le but d’atteindre certains objectifs politiques. Conclusion et implications : Une seconde campagne menée pour aider les industries du divertissement pourrait bénéficier de subventions encore plus généreuses que les premières. Avant de procéder, il serait judicieux d’examiner de près les narratifs des médias et les données proposées. À cet égard, on devrait créer un centre indépendant pour la recherche sur les médias qui pourrait lui même recueillir et vérifier les données utilisées pour formuler des politiques.

Abstract News reporting typically has a dual function: it mirrors what is going on in real life, but it also shapes how actors behave. Previous studies suggest that media presence, by way of shaping public and policy perceptions, influence how well nonprofits are able to raise funds and mobilize human resources. Yet, we are lacking insights into how the third sector is actually framed in the media, in particular with regard to innovation, which increasingly complements the more traditional functions of advocacy and service provision. To find out, we performed a longitudinal content analysis and an in-depth framing analysis on national and regional newspapers from nine European countries. The analyses demonstrate that third sector activities, especially those related to social innovation, are largely ignored. We find no systematic evidence that crises increase news attention to nonprofit activities. The third sector is becoming more newsworthy when it co-engages with government and business actors, but can benefit only little from this “positive glow”. We suggest how research on these matters can be taken forward, with a specific focus on the agenda-setting theory of mass media, the strategic management of nonprofit organizations, and collaboration in the context of social innovation.

Social media has transformed public discourse on policing and the contest of control over the police image. This article draws on original, empirical research to conceptualise the phenomenon of the ‘social media test’ – the evolution of social media into a legitimate measure of police performance. Through in-depth interviews with police and non-police respondents the article maps the genealogy of, and provides perspective on, one of the first viral cases of bystander video of police excessive force in Australia filmed and uploaded to YouTube. The study shows the video’s impact on hegemonic mainstream and police news media narratives, processes of criminalisation and police accountability and the merit of narrative criminology in unpacking these phenomena. Police alluding to the ‘social media test’ in in-depth interviews shows that digital media in general and social media in particular can no longer be dismissed as peripheral or subsidiary to public discourse on policing in a digital society.

International conflict reporting and national media discourse of warring nations continue to dominate existing scholarship on media–conflict relationships. The literature on the subject lacks significant consideration towards understanding the relevance of local and sub-national media narratives in conflict situations. The existing literature on the media–conflict relationship in the conflict territory of Kashmir shows that the issue has been largely studied from the perspective of national news media in India and Pakistan. This study while engaging with the local news media in the Kashmir region, draws empirical evidence from the local newspapers in the context of the 2014 State Assembly election campaigns which took place amid unprecedented political polarization in the region. The findings from the content analysis revealed that the contested political issues between the political parties found higher resonance in the campaign news while the deliberation regarding the conflict in the region and its resolution had the least prevalence in the news discourse. This not only confirms the significant relevance of local news media and internal political dynamics in redefining the media–conflict relationship in the Kashmir conflict but also suggests the further need to engage with local and regional news narratives in conflict situations.

Canadian news coverage is reflecting and shaping an evolution of thought about how we must publicly account for animals’ roles in the disability rights movement. Through a textual analysis of 26 news media articles published between 2012 and 2017, this research demonstrates that the media play a key role in reporting on discrimination, yet media narratives about service animals and their owners too often fail to capture the complexity of policies and laws that govern their lives. In Canada, there is widespread public confusion about the rights of disabled people and their service animals. This incertitude is relevant to both disability and animal oppression. This research identifies nine frames within the media narratives, as well as evaluating perspectives from critical animal studies in the news articles. These frames, which emerge in the media reports, in their descriptions of human and (less often) animal rights, illustrate public confusion surrounding these rights. The confusion is inevitable given the many laws in Canada that govern service animals. Thus, to give context to the news coverage, this article also surveys the legal protections for disabled people who use service animals in Canada, and suggests that until the news media understand the legalities surrounding service animals, they will not be well equipped to fulfil their role of informing the public. This is a lost opportunity in light of the media’s potential role as a pivotal tool to educate the public about disability and animal rights.

Background Seldom in history does one get a ‘front row seat’—with large-scale dynamic data—on how online news media narratives shift with a global pandemic. News media narratives matter because they shape societal perceptions and influence the core tent poles of our society, from the economy to elections. Given its importance—and with the benefit of hindsight—we provide a systematic framework to analyze news narratives of Covid-19, laying the groundwork to evaluate policy and risk communications. Objectives We leverage a 10-billion-word-database of online news, taken from over 7,000 English newspapers and magazines across 20 countries, culminating in 28 million articles. First, we track the volume of Covid-19 conversations across 20 countries from before to during the pandemic (Oct’19 to May’20). Second, we distill the phases of global pandemic narratives, and elucidate regional differences. Methods To track the volume of Covid-19 narratives, we identified 10 target terms—Coronavirus, Covid-19, Covid, nCoV, SARS-CoV-2, Wuhan Virus, Virus, Disease, Epidemic, Pandemic—and tracked their combined monthly prevalence across eight months from October 2019 through May 2020. Globally, across 20 countries, we identified 18,042,855 descriptors of the target terms. Further, these descriptors were analysed with natural language processing models to generate the top five topics of Covid-19 that were labelled by two independent researchers. This process was repeated across six continents to distil regional topics. Results Our model found four phases of online news media narratives: Pre-pandemic, Early, Peak and Recovery. Pre-pandemic narratives (Oct’19–Dec’19) were divergent across regions with Africa focused on monkeypox, Asia on dengue fever, and North America on Lyme disease and AIDS. Early (Jan–Feb’20) and Peak Pandemic (Mar–May’20) evidenced a global convergence, reflecting the omnipresence of Covid-19. The brief transition from early to peak pandemic narratives underscored the pandemic’s rapid spread. Emerging from the embers of the pandemic’s peak were nascent recovery words that are regionally divergent—Oceania focused on hope and an uncertain future while North America centered on re-opening the economy and tackling discrimination. Conclusions Practically, we presented a media barometer of Covid-19, and provided a framework to analyse the pandemic’s impact on societal perceptions—laying the important groundwork for policy makers to evaluate policy communications, and design risk communication strategies.

This article focuses on how the Swedish news media depicts the functioning of the social services and the situation of social workers. The empirical material consists of 586 articles published online during the years 2010–2015. A discursive approach makes up the theoretical and methodological framework. The aims of the article are to identify and categorise media narratives about social services and social workers, how they are portrayed, what is conveyed and how the stakeholders’ (politicians, managers and social workers) negotiate the question of responsibility for the situation in the social services. The study identifies and categorises seven different types of media narrative. In these narratives, social workers are portrayed in various ways, such as unwilling to stay in the profession, concerned, hardworking, etc. Reports on the crisis in the social services tend to dominate, e.g. how the social services fail to follow-up cases of child abuse, social workers’ heavy workload and that legal security cannot be guaranteed. Stakeholders, faced with reported criticism, maintain credibility by taking some responsibility and/or displacing liability by using various rhetorical resources. The media produces a public image of the lack of responsibility for solving the problematic situation. In this respect, the take-action-narratives are central to the debate, which argues for joint action to be taken to find solutions. Although the media is a powerful and scrutinising tool, it also needs to report on the improvements that have been made in order to give a more balanced picture of the social services.
