Research background: Real estate and urban economics literature are abundant in studies discussing various types of property taxes and their characteristics. A growing area of re-search has been focused on tax equity, tax competition, and yardstick competition, where the latter two reflect the idea of tax mimicking. Recently, due to substantial developments in spatial and regional economics, more attention has been drawn to spatial effects. Empirical results are focused on spatial interaction and diffusion effects, hierarchies of place and spatial spillovers. Property tax system in Poland differs from those utilized in the majority of developed countries. As a consequence, property tax policy at the local government level (including tax competition and tax mimicking effects) in Poland can differ substantially from those found in previous research in the US and other European countries. There are few studies addressing the problem of tax competition and tax mimicking in Poland from an empirical perspective. Purpose of the article: In the article, we explore spatial interdependence in property taxation. We identify clustering or dispersion of high and low values of the tax rates within major metropolitan areas in Poland. The effects can indicate the presence of tax mimicking among municipalities in given metropolitan areas. Methods: We analyze the data from 304 municipalities in 10 metropolitan areas in Poland from the year 2007 to 2016. The data covers four property tax rates: (1) on residential buildings (2) on buildings used for business purpose (3) on land used for business purpose (4) on land for other uses. To explore the spatial distribution of rates, we used global and local spatial autocorrelation indicators (Moran’s I statistic and LISA). Findings & Value added: The results suggest the presence of spatial correlation within metropolitan areas. We also found significant differences between metropolitan areas. The results of the study fill the gap in empirical research concerning property tax interdependencies and tax mimicking in Poland.

AbstractAs state capitals and city halls influence our daily lives, how can students become active participants in the affairs of their communities (Saffell and Basehart 2009)? For students to explore this question and local policy making in general, I developed a city council simulation for a state and local government course. This article describes the details of this city council simulation so that it can be easily replicated. Moreover, the goal is for students to move beyond classroom lectures and become more informed participants of local policy making.

Abstract Despite increasing research into populist parties in power, their impact on subnational institutions has been neglected. Taking a novel multilevel perspective, this article inquires into the policy consequences of populist radical right parties (specifically, the FPÖ and Lega) in local government, and the effect of their simultaneous participation in national government. The article shows the expansion of exclusionary policy that follows their concurrent presence in national and local government. The process that leads from national government entry to local policy influence is traced using interview and newspaper data. The article argues that the influence of central parties over these ‘showcase’ localities is rooted in different multilevel governance configurations. These vary cross-nationally according to two factors: the strength of mayors’ linkages with higher government levels in the different institutional settings and, due to the different extent of party nationalization, the strategic value of the municipality to the central party.

Citizens often attempt to interact with government through online modes of communication such as email and social media. Using an audit study, we examine when and how American municipalities with populations of over 50,000 respond to online requests for information. We develop baselines for municipal responsiveness, including the average rate, time, and quality of responses, and examine whether these response attributes vary based on the mode of communication or the tone of the request. Overall, municipalities responded to 54% of email requests and 38% of Twitter requests. A majority of responses were received on the same business day. Responses are slightly faster on Twitter, but of higher quality on email. Governments are more likely to respond to frustrated constituents on email, but respond faster to frustrated queries on Twitter, though with lower quality responses. These findings contribute to our understanding of local government responsiveness and have significant implications for democratic accountability and resident compliance with and the effectiveness of local government policies. Furthermore, our scholarly understanding of local government communications with residents, and particularly the promise of social media as a tool of two-way communication, may be underdeveloped.

Abstrak: This study discusses the Post-Conflict of South Lampung, seeing that the more frequent and easy our people explode with anger without being accompanied by ratios and common sense, so that anger is resolved in an anarchist manner in the form of murder, destruction and even massacre. Moral destructive events and even the dimensions of ethnicity, religion and culture should not be repeated again, it is feared that the Indonesian people will become a sick society that does not prioritize peace and mutual interests and the sick community because this country is increasingly populated by citizens with bad images that are not civilized society. The author uses a qualitative design of sampling. This paper presents alternatives in building a process of post-conflict social communication to build tolerance, inclusiveness and respect for plurality and communicative dialogue between people by creating harmonious relations between religious communities with approaches to strengthening noble values that are packaged with local government policies by giving authority to legal apparatus for violations that occur and facilitate cultural and community leaders in the context of the conflict space peace agreement to the lower community so that the community can maintain and maintain plurality by being able to live side by side.الملخص: بحثت هذه الدراسة في الوضع بعد الصراع في لامبونج الجنوبية، نظرا إلى سهولة وسرعة نشوء غضب المجتمع وتكرّر وقوعه دون أن يشاركه تفكير سليم صحيح منهم، حتى أدى هذا الغضب إلى اتخاذ أسلوب العنف – في التغلب عليه – كالقتل والتدمير بل وقتل الناس. والمفروض أن لا تقع هذه الوقائع المفسدة للأخلاق ثانية، بل ويدخل فيها بعد القبيلة، والدين والثقافة . وخِيف أن يكون المجتمع الأندونيسي مجتمعا مريضا لا يهتم بالأمن والسلامة والشؤون الجماعية، ويكون مريضا لكثرة المواطنين المتّسمين بسيمة سيّئة (مجتمع غير مدني). استخدم الباحث في هذا البحث المنهج الكيفي وأخذ العيّنة. حاولت هذه الدراسة عرض الاختيارات في بناء التواصل الإجتماعي بعد النزاع وهي بثّ روح التسامح، والانفتاح، والاعتبار  بوجود التعددية  واستمرارية بناء التواصل بين الأمم أو المجتمعات على أساس التراحم فيما بينهم بمدخل تقوية القيم الكريمة في ضوء قرارات الحكومة المحلية بإعطاء السلطة لرجال القضاء على جميع أشكال انتهاك القانون  وتوظيف رجال الثقافة والمجتمع في سياق اتفاق السلام حتى المجتمع عامة كي يحافظوا على التعدّدية ويعيشوا آمنين فيما بينهم.Abstrakt: Kajian ini membahas tentang Pasca Konflik Lampung Selatan, melihat semakin sering dan mudahnya masyarakat kita meledak amarahnya tanpa diiringi dengan rasio dan akal sehat, sehingga amarah tersebut diselesaikan dengan cara anarkis yang berupa pembunuhan, perusakan bahkan pembantaian. Seharusnya kejadian-kejadian yang merusak moral bahkan membawa dimensi suku, agama dan budaya ini tidak terulang kembali justru dikhawatirkan masyarakat Indonesia menjadi masyarakat sakit yang tidak mengedepankan kedamaian dan kepentingan bersama serta masyarakat sakit karena negeri ini semakin banyak dihuni oleh warga dengan citra buruk yang tidak civilized society. Penulis menggunakan rancangan kualitatif pengambilan sampel. Tulisan ini memaparkan alternatif dalam membangun proses komunikasi social pasca konflik membangun sikap toleran, inklusif dan menghargai pluralitas serta komunikatif melakukan dialog antar umat yaitu dengan menciptakan keharmonisan hubungan antar umat beragama dengan pendekatan penguatan nilai-nilai luhur yang dikemas dengan kebijakan pemerintah setempat dengan memberikan kewenangan kepada para aparat hukum atas pelanggaran yang terjadi dan memfasilitasi tokoh-tokoh budaya dan masyarakat pada konteks ruang konflik kesepakatan damai hingga masyarakat bawah sehingga masyarakat dapat menjaga dan merawat kemajemukan dengan bisa hidup berdampingan.

AbstractCOVID-19 is a serious problem that faced by almost all countries in the world. Since announced as a pandemic by WHO on March, the number of positive COVID-19 cases in Indonesia has reached 287,008 patients until the end of September 2020. COVID-19 cases dispersion depends on the local government policies and the awareness of the public to obey. About 60 percent of positive cases and 65 percent of death cases were in Java. Therefore, the aim of this study is to analyze the growth of the COVID-19 case in Java from March to September 2020 in relation to the local government policies. The results showed that six provinces in Java had the same pattern. The large-scale social restriction (PSBB), which was implemented since April 10 2020, seen to be able to contain the dispersion of cases because from April to June the positive cases did not increase significantly. A very high increase occurred in August and September, this was probably due to the easing of the PSBB become new-normal where various public places and facilities have been reopened. Meanwhile, death cases, the number is very high in mid-April and June and late July to September 2020. For cured cases, there was a significant increase in late August to September 2020. The importance of information about the growth of the COVID-19 cases can help government to formulate strategies and policies to prevent the dispersion of COVID-19.Keyword: COVID-19, Pandemic, Java, cases growth AbstrakCOVID-19 merupakan suatu masalah serius yang sedang dihadapi oleh hampir seluruh negara. Sejak diumumkan sebagai pandemi oleh WHO pada Maret lalu, jumlah kasus positif COVID-19 di Indonesia mencapai 287.008 pasien hingga akhir September. Penyebaran kasus COVID-19 sangat bergantung pada kebijakan yang ditetapkan oleh pemerintah serta kesadaran masyarakat untuk mematuhinya. Sebesar 60 persen kasus positif dan 65 persen kasus meninggal berada di Pulau Jawa. Oleh karena itu, tujuan penelitian ini adalah menganalisis perkembangan kasus COVID-19 di Pulau Jawa sejak Bulan Maret-September 2020 dikaitkan dengan kebijakan pemerintah setempat. Hasil penelitian menunjukkan bahwa keenam provinsi memiliki pola yang sama. Pembatasan Sosial Berskala Besar (PSBB) yang dilakukan sejak 10 April 2020 terlihat dapat menahan penyebaran kasus karena pada bulan April-Juni 2020 kasus positif tidak mengalami kenaikan yang signifikan. Kenaikan yang sangat tinggi terjadi pada bulan Agustus dan September 2020, hal ini mungkin disebabkan oleh dilonggarkannya kebijakan PSBB menjadi PSBB Transisi dimana berbagai tempat dan fasilitas umum telah dibuka kembali. Sementara untuk kasus meninggal, angka tertinggi terjadi pada pertengahan April dan Juni serta akhir Juli hingga September 2020. Untuk kasus sembuh, terjadi peningkatan yang signifikan pada akhir Agustus hingga September 2020. Pentingnya informasi tentang perkembangan kasus COVID-19 ini dapat membantu pemerintah daerah untuk membuat strategi dan kebijakan untuk mencegah penyebaran rantai virus COVID-19.Kata Kunci: COVID-19, Pandemi, Jawa, perkembangan kasus

Abstract Two symmetric countries compete over two-period under a non-preferential taxation regime to attract multiple investors where investors are strategic and investments are sunk once invested. Contrary to the existing results, we find that tax holidays do not arise during the initial period. Equilibria in mixed strategies arise in both periods where competing countries set strictly positive tax rates during the initial period. Strategic interaction between large investors reduces competition and increases tax rates during the initial period. We provide full characterization and uniqueness of equilibria in mixed strategies.JEL classification: F21, H21, H25, H87

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.
