This working paper examines how low-income Emiratis are doing in secondary schools in the United Arab Emirates (UAE). Using PISA 2015 data on Emiratis’ performance to assess academic performance in math, science, and reading, it disaggregates students’ performance by key student and school characteristics, including: family wealth, gender, school sector, and emirate. It finds strong evidence that low-income Emiratis are performing much worse than their middle and upper-income peers, and the gap between the top and bottom wealth quintiles is as large or larger than the gap between girls and boys. It argues that despite the significant attention paid to the male-female gender gap, this “other gap” – the wealth gap – also deserves attention. The findings also indicate that other student characteristics also shape performance: low-income boys are performing worse than low-income girls and private schools in general are serving low-income students better. However, there are also important differences in performance across emirates, with the Northern Emirates serving low-income students in the public sector better than Dubai, where low-income students seem to benefit more from being in the private sector. The second half of the paper examines low-income Emiratis’ home and school environments, and finds that low-income students are often uncomfortable in school and the recipients of negative attention from teachers and peers. The paper argues that low-income Emiratis are not being served well by the existing school system and policies must address the distinct needs of low-income Emiratis.

This paper compares theoretically three alternative university systems: the current one adopted in Brazil, in which students who perform better in the entering exam obtain the right to attend the public university without paying the full tuition; a system of affirmative action quotas in public universities, to benefit low income students; and a targeted vouchers system that can be used either to pay private or public university tuiton. The comparison indicates that the last system leads to: (i) a higher quality of the labor force; (ii) a more efficient allocation of resources; and (iii) a greater social mobility.

This paper studies the evolution of the gender wage gap in Colombia at different points of wage distributions. Using DiNardo, Fortin, and Lemieux’s (1996) decomposition, we find that the enormous increase in female workers’ educational achievement has helped to reduce the gender gap, mainly at the top of the wage distribution. However, this effect has been countered by the reduction in the proportion of female workers in the public sector and those with indefinite contracts. Moreover, using the Arellano et al. (2017) methodology, we estimate the adjusted gender wage gap whilst controlling for sample selection. In both analysed years, our main finding was a clear glass-ceiling pattern that was slightly reduced in 2010.

The prevalence of fear was explored in 340 adolescents in Al-Ain, United Arab Emirates. More than 50% reported feeling extremely frightened of 6 out of 60 fear items surveyed. These items were: someone dying in the family [66.5%], parents getting divorced [65.3%], the devil [63.8%], breaking a religious law [61.5%], being kidnapped [53.2%] and being adopted [49.9%]. The level of fear showed a significant positive correlation with female gender, parental death/divorce, living with a single parent/relatives, living in low income families and an adverse home environment. Nearly half of the children reported that the fear caused considerable distress and interfered with daily activities.

This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

The U.S. economy requires a highly educated workforce, yet too few black, Latino, and low-income students attend, persist, and graduate from college. The present study examines the college outcomes of participants in a model Advanced Placement® (AP) intervention to shed light on its effectiveness and determine whether improving AP participation and performance is a promising strategy for closing persistent racial/ethnic and socioeconomic disparities in college outcomes. Findings suggest the college outcomes of program participants are better than those of similar students statewide while also highlighting variation within and across subgroups. At the same time, they confirm that AP participation and performance predict college outcomes and suggest that improving AP participation and performance among low-income white, black, and Latino students could be a useful strategy for closing persistent racial/ethnic and socioeconomic disparities in college outcomes.

This article examines whether tuition deregulation in Texas (in 2003 the state legislature gave tuition-setting authority to institutional governing boards) has affected the college enrollment of underrepresented and low-income students. Using a difference-in-differences research design, we find that Hispanic students have been most negatively affected by tuition deregulation. Results for black students are largely mixed, in that we find an increase in college enrollment after deregulation in some specifications, while Pell Grant recipients, incoming and returning, appear to have experienced an increase in college enrollment following deregulation. Implications and recommendations for state governments considering this contentious legislation are provided.
