The article is dedicated to problems that include improving the quality of machine-building enterprises workforce management in post-crisis terms. There are the main specialties of crisis conditions in economy, which have to be taken into consideration while developing policy in enterprise's staff sphere. Actuality and novelty of the problem are in extension of the existing crisis, while studying its consequences we just need to analyze and summarize them by encompassing both theory and practice. The goal of research is finding out possible ways of recovering enterprises' activity, while going out of the crisis on the basis of all resources mobilization and especially labor ones. The methodological basis of research is fundamental works in enterprises' staff management and possibility of usage in modern conditions. The indicators, which define the improving of machine-building enterprises workforce management for defining the weakest places in making perspective routes of work with staff in post-crisis conditions, are considered in detail. Such routes as changing average headcount of industry production staff within the enterprise (IPS) and workers, recovering and improving staff structure, usage of work time, estimation of staff movement, estimation of staff quality, question of labor increasing growth, as an important economical criterion of their usage for enterprises' recovering to the before-crisis development level are studied.

This article summarizes the scientific approaches to improving the quality of relations between the enterprise and business partners in preparation for the release and production of new products in today's economic realities. The study's main purpose is to substantiate and develop a methodological approach for determining effective relationship models between enterprises and business partners to prepare and produce new products. The article presents a developed four-stage methodological approach. The first stage of the study presents an analysis of existing approaches to forming relationships between the enterprise and business-business partners to prepare and produce new products. In the second stage, factual data on machine-building industry enterprises' functioning were collected to determine the effectiveness of cooperation and success, which are the key components that improve the quality of relations between the enterprise and business partners in preparing new products. At the third stage, partners' priority was determined to characterize the quality of the relationship between machine-building enterprises and business-business partners. The fourth stage determined the relationship between the qualitative levels of business partners' priority and appropriate relationship models to prepare and produce new products. The study used expert methods, multidimensional factor analysis, additive convolution method, structural-logical method, graphical method. A survey of enterprise representatives was conducted to assess the effectiveness of cooperation on 12 surveyed machine-building enterprises. Partial indicators were identified and substantiated by multidimensional factor analysis, generalized for making decisions about business partner enterprises' existing opportunities to prepare and produce new products. Based on the calculation of the integrated indicator, partners' priority was determined. That characterized the quality of relations between machine-building enterprises and business-business partners in preparing and producing new products. According to the Harrington scale specified for the economic conditions of Ukraine, the qualitative levels of partner companies' priority were determined. The proposed effective models of relationships for preparing and producing new products are put in line with them. The study results could improve the quality and validity of the formation and maintenance of relationships between enterprises and business partners in preparing and producing new products.

The article highlights the concept of business activity and the main tasks of analyzing and evaluating the business activity of machine-building enterprises. The directions of increasing business activity of enterprise are considered, which is achieved by a certain set of measures: acceleration of scientific, technical and organizational progress – by increasing the technical and technological level of production, organizational control systems, rapid updating of equipment; improvement of organizational structure – by reviewing the powers of each employee of the enterprise; improvement of production structure, in particular, increase of load and turnover coefficients – by increasing the volume of products; increasing the competitiveness of products and services – by improving the quality of goods produced and services provided; development and improvement of foreign trade of this enterprise – through establishing relations with neighboring countries. Evaluation and analysis of the main machine-building enterprises was carried out. The financial condition of machine-building enterprises and factors that lead to destabilization in the crisis situation is determined; the main goals of machine-building enterprises and the planning tools, which will allow management of the process of strategy implementation, are outlined.

The subject of a research in the article are methodical approaches to assessing the anti-crisis potential of the enterprise. The purpose of the work is to investigate the existing theoretical approaches to the assessment of anti-crisis potential, to improve and adapt them to practical application in machine-building enterprises. The article solves the following tasks: critically examine the work of foreign and domestic scientists on assessing the potential of the enterprise in terms of resource and performance approaches, form a common basis and identify priority methods and relevant criteria for assessing anti-crisis potential by structural elements; based on the results of research to form an author's approach to assessing the anti-crisis potential and perform it`s practical adaptation in machine-building enterprises. The theoretical and methodological basis of this study is the scientific work of domestic and foreign scientists on assessing the potential of the enterprise in stable conditions and in conditions of uncertainty - anti-crisis potential. The research used a set of scientific methods and approaches: system, structural and functional, analysis and synthesis, comparison. The following results are obtained: the existing theoretical approaches to assessing the potential of the enterprise in stable and crisis conditions are investigated. It is determined that the approaches to assessing the potential of enterprises in stable conditions and in crisis conditions can be identical in methods, structure of indicators, but different in characteristics and response of the management system to the calculated values. The author's approach to the assessment of anti-crisis potential of enterprises in conditions of uncertainty is developed and practical adaptation at a specific industrial enterprise is performed. The direction of further research is determined, which consists in the development of the mechanism of formation and transformation of the components of the anti-crisis potential of the enterprise depending on the type, stage of crisis development and its demand in anti-crisis management.

The article analyzes the causes of the situation with the appearance of manufacturing errors and the lack of the necessary technical requirements to perform a pin conical joint his intended purpose. The analysis was performed based on geometric construction of the assembly dimensional chain of two parts to be connected and a conical pin with a taper 1:50 according to GOST 9465-79, which is used in the pin joints of pumping equipment. The geometric analysis included the separation of deviations into linear dimensions and angular deviations. The values of the angular deviations were reduced to the linear values of their projections along the axis of the pin, to determine the tolerance on the end height protrusion of the pin above the surface of the connecting parts. Also, the unfoundedness of assigning the roughness index of the hole under the pin at the level of Ra 1.6 μm and its inexpediency when it is impossible to ensure the required contact length is theoretically proved and the solution of this contradiction is proposed. A detailed analysis of the technical requirements for drawings of pumping equipment units containing pin conical joints and paragraphs of the relevant standards, which resulted in the inconsistencies, and offer recommendations that will ensure the quality of the joint following its official purpose. Analysis of the geometric parameters of pin conical joints for the first time allowed to determine the dependence of the height of the pin end protrusion above the surface of the connecting parts and the tolerance for this parameter, as well as to propose mathematical dependences for their determination. The presented dependencies can be used in practice for a reasonable calculation during the design of pin conical joints in pump nodes and in machine-building enterprises where such joints are used. For the first time, the determination of the tolerance for hole size for machining conical reamers is presented, and the formula for calculating this parameter is proposed, which is given in the recommendations for their use in machine building enterprises and products containing pin conical joints.

The introduction of the Cluster of enterprises of machine-building industry of Sumy region is caused by a number of problems that the machine-building industry has faced recently, namely the unprofitable maintenance of large machine-building enterprises in Sumy region due to the unloaded production and downtime of production sites. This leads to job cuts, the removal of highly qualified personnel from the region and the country and, as a consequence, to the lack of income in the city budget. Therefore, there is an urgent need to implement a policy to support the economic development of the region, namely the machine-building industry as the foundation of the Sumy economy. Also, the Cluster approach as a form of organization of the national economy is widely used today by the leading countries of the world, and it is an effective tool for the development of the economy of the regions, this can be seen on the example of the economies of Japan, the USA, South Korea and other countries. Studies have shown that the formation of a Cluster in the machine building industry of the Sumy region is possible in the form of a triad (state - science - business). In Sumy region there are innovative and active enterprises that are dynamically developing in the field of mechanical engineering. At the same time, they have high scientific and technical potential and developed production bases. These enterprises can successfully operate and develop in the field of import substitution. A distinctive feature of their activities is the significant scientific and technical potential in the development of production of products for the oil and gas complex and the chemical industry. Therefore, the introduction of a Cluster of enterprises in the machine-building industry of Sumy region will help to increase the competitiveness of the national economy by achieving a balanced interaction between economic entities (business - state - science) and creating favorable conditions for the development and production of import-substituting compressor equipment for Ukrainian enterprises. The functioning of the Cluster involves improving the quality of both basic and vocational education to form a skilled workforce capable of introducing innovation, establishing synergies between research institutions and business structures for the purpose of knowledge transfer. The interaction between educational institutions and business entities should include: ensuring demand in the labor market (training specialists in the required professions); Improving the quality of educational services (concluding contracts with leading companies to acquire practical skills during training (internships and internships), attracting heads of leading companies to state examinations committees, which will facilitate a more objective assessment of educational services. The Cluster is that the state is one of three equal parties, each of which exercises its specific functions. The role of the state is to actively mediate and, as a consequence, eliminate a number of market failures (divergence of private and public costs and benefits). Thus, the main expected result of the Cluster creation is an increase in the share of compressor equipment produced by domestic manufacturers and is characterized by a high degree of localization of production in the territory of Ukraine, in the total volume of purchases of equipment for the needs of the economy of Ukraine and foreign trade.
