The aim of the workis to investigate memeticity as a defining characteristic of modern communicative practices unfolding in the digital environment of the Internet. The research methodology consists in the application of analytical, semiotic, discursive, culturological methods in the study of memetics and memes as fundamental polymodal and interdiscursive objects of digital culture, acting as means of communication capable of forming social narratives and discourses through the prism of social semiotics. her identity. The scientific novelty of the work is that for the first time modern communicative practices of the digital environment are analyzed in terms of prevalence in their structure ofmemeticity and memetic communication; Memes, in turn, are considered not only as units of cultural information and entertainment content, but also as digital polysemes that have the ability to serve as a universal means of communication, explanation of reality, commenting on current events, promoting important norms and values. Conclusions. Over the last decade, memes have become a complex phenomenon of Internet communication and modern communication practices in general, which are characterized by memetics as an integral attribute. From the point of view of the development of modern digital information space, memes are understood as cultural information that is transmitted from person to person, but, at the same time, grows into a social phenomenon that shapes the thinking, behavior and actions of communities. Memes combine forms of intertextuality with elements of popular culture, emphasizing the dynamics of the real and virtual world and becoming an online discourse tool that gives users a sense of commitment to creating and participating in it and even influencing others. Given the discursive potential, polysemy, realized in memes, it is possible to understand the ability of these artifacts of digital culture to form new meanings and values, evaluative judgments. Memetics is a part of public communication that defines memes as texts created, disseminated and collectively transformed by various participants in participatory digital culture, enhancing socio-cultural integration in society, allowing co-thinkers to co-opt into a single symbolic space built on new precedents or precedents.

This article deals with the philosophical analysis of social memory in the conditions of the development of today’s information society. In the paper, the social and intellectual cross-sections of information space and time are investigated. These cross-sections are directly related to the analysis of society’s legal consciousness, which seems to, so to say, lag behind the reflections about information space and time. The authors note that social space and time are formed through achieving the unity of information space and time. This is largely facilitated by social memory, which in its essence is a culture, and culture is connected with self-awareness. Culture as memory – historical and moral, obtained through social practice – provides the practice of material and spiritual production. Social memory acts as a kind of qualitative indicator of the state of society and contributes to the transition of information into knowledge, whose elements are characterized by the intense nature of their interaction. This intensity is explained by the fact that knowledge, unlike information, stands guard over the past, protecting it from external attempts to present anything positive that had been as something that had never happened and make it disappear in the annals of time. Philosophy is related to the analysis of the ultimate grounds of information space and time, which increases the intensity of interaction between the elements of the social system. At the same time, social memory increases the degree of interaction between existing values. It should be noted that social memory is very important for further research on the functioning of information society. It is a prerequisite for social forecasting of the development of cultural and social relations. Social memory is a way of existence of knowledge as a form of realization of human creative potential.

The special library acts as the cultural and educational center for visually impaired people, and as the center for continuing education. The multifunctional performance of the library is substantiated. The joint projects accomplished in cooperation with theatres and museums and aimed at integrating the visually impaired people into the society are described. Advanced training projects for the library professionals accomplished in 2018 are discussed.

In this article I consider how registers of weather media carry/convey cultural information, specifically how texts about extreme weather articulate with investment in a supposed post-recession restored normality marked by the Irish government's commitment to deregulated transnational capitalism. I maintain that, in a process of cross-cultural remediation, sensationalist codes of US weather media that discursively manage awareness of systemic climate problems are just starting to infiltrate the Irish broadcasting environment. In early December 2015 RTÉ’s Teresa Mannion covered a strong gale, Storm Desmond, amidst inclement conditions in Salthill, Co Galway. Modelling the kind of ‘body at risk’ coverage consummately performed by US Weather Channel personnel, Mannion could barely speak over the lashing rain and strong winds in a dramatic broadcast that quickly became a viral video. This article analyses the fascination with Mannion's piece and its memetic, and attends to the nature of the pleasure taken in her on-camera discomfiture and the breach of gendered territory committed by Mannion at a time when national popular culture in Ireland is under increased obligation to identify and explain climate change-related extreme weather.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.
