The investment landscape in Asia and the Pacific: Trends and outlook for investment flows, policies and international treaties

This is an edited transcript of a panel discussion at a Pacific preconference of the World Journalism Education Congress (WJEC) congress in Auckland in July 2016 that relates to fundamentally crucial issues about development in the region. As the world comes more intensely interested in what is going on in the Pacific. Numerous international treaties have been signed with interest in the Pacific from the European Union, the World Bank, the Asian Development Bank in partnership with the South Pacific Forum as well as massive interest from foreign donors. How these resources are being deployed is actually crucial to successful development and many news media are trying to trace where the money goes. This is probably one of the biggest challenges, aside from global climate change and the depleting fishery resources, facing the Pacific and is a threat to cultural identity. ‘Corruption is much like cancer: it’s got to be treated early, otherwise there’s going to be massive expensive interventions, as we see in Africa, as we see in Asia, and as we see in South America,’ says panel convenor Fuimaono Tuiasau of Transparency International New Zealand. Panellists were: Dr Shailendra Singh, coordinator of the University of the South Pacific journalism programme, Alexander Rheeney, editor-in-chief of the PNG Post-Courier, and Kalafi Moala, owner, publisher and editor of Taimi ‘o Tonga.

The Pacific

As one of the countries which is ratifying the 1951 Refugeee Convention and the 1967 Protocol, Australia has an obligation to protect refugees and guarantee their rights as stated in the provisions. With the issuance of the Pacific Solution Policy by the Australian Government to restrict refugees who come to Australia, Australia has reneged on international treaties on the protection of refugees that have been ratified. Based on the results of normative juridical research which is used in this paper, it can be seen that the state sovereignty principle which is used as the legal basis for implementing the policy cannot necessarily erase the obligations that have been imposed on it, especially with the development of the current understanding of the state sovereignty principle that links human rights protection. In addition, the attachment to international agreements that have been agreed based on the principle of Pacta Sunt Servanda becomes the basis for strengthening legitimacy that the Australian Government can be held responsibility in connection with the implementation of the Pacific Solution Policy in the handling of refugees in Australia.

Argopecten purpuratus is a scallop distributed in the Pacific coast of Chile and Peru. Although this species is mass cultured in both countries there is no morphological description available of the development of this bivalve except for few characterizations of some larval stages described for culture purposes. In this work veliger larvae (app. 140 pm length) were examined by the scanning electron microscope (SEM) in order to study some aspects of the organogenesis of this species.Veliger larvae were obtained from hatchery cultures, relaxed with a solution of MgCl2 and killed by slow addition of 21 glutaraldehyde (GA) in seawater (SW). They were fixed in 2% GA in calcium free artificial SW (pH 8.3), rinsed 3 times in calcium free SW, and dehydrated in a graded ethanol series. The larvae were critical point dried and mounted on double scotch tape (DST). To permit internal view, some valves were removed by slightly pressing and lifting the tip of a cactus spine wrapped with DST, The samples were coated with 20 nm gold and examined with a JEOL JSM T-300 operated at 15 KV.
