Devastated by the Great East Japan Earthquake, tsunami, and nuclear meltdown on March 11, 2011, Japan’s Tohoku coast has been in the process of disaster recovery for almost a decade. Several international frameworks for disaster risk reduction and sustainable development have also been established during this time. Sharing a holistic approach to comprehensive development principles linking risk reduction, disaster recovery, and development, these three international frameworks are the Sendai Framework for Disaster Risk Reduction 2015-2020, 2030 Agenda for Sustainable Development 2015-2030, and the New Urban Agenda. Although each has its own distinct focus, approach, and connection to disaster recovery, the three frameworks share explicit connections and relationships. This paper considers how the first decade of recovery after the GEJE can be evaluated based on the goals and targets from the frameworks in support of people-centered development. After outlining each framework, and exploring the mutual connections between them, aspects relevant to recovery from each are applied to consider issues and progress of housing recovery after the GEJE. Synthesizing multiple aims and goals from the three frameworks relevant to housing recovery creates a more comprehensive tool for evaluation that can identify which goals have been partially or completely achieved. Yet even with the convergence of their respective goals, achieving the overall shared aim of holistic, equitable, and people-centered recovery for all still requires more coordination and consideration of practical applications beyond frameworks. AbstractThe Sendai Framework for Disaster Risk Reduction 2015−2030’s (SFDRR) framing moved away from disaster risk as a natural phenomenon to the examination of the inequality and injustice at the root of human vulnerability to hazards and disasters. Yet, its achievements have not seriously challenged the long-established capitalist systems of oppression that hinder the development leading to disaster risk creation. This article is an exploratory mapping exercise of and a collective reflection on Sustainable Development Goals (SDGs) and SFDRR indicators—and their use in measuring progress towards disaster risk reduction (DRR). We highlight that despite the rhetoric of vulnerability, the measurement of progress towards DRR remains event/hazard-centric. We argue that the measurement of disaster risk could be greatly enhanced by the integration of development data in future iterations of global DRR frameworks for action.

As climate warming intensifies, the frequency and intensity of disasters are also increasing, posing challenges to global sustainable development. The concept of disaster risk reduction (DRR) provides strong impetus for reducing disaster risk and vulnerabilities by employing the scientific and technological developments of recent decades. However, there is a need to enhance the capacities of different communities to use emerging digital infrastructure, not only in promoting DRR but also in ensuring sustainable future development. Limited access to and availability of data are restricting comprehensive understanding of these challenges. In many countries, the key areas for capacity development include collecting information from alternative and emerging data sources and meaningfully integrating it with data from traditional sources. Software and data analysis are becoming widely accessible due to open-source initiatives, while cloud computing technologies and programmes such as CASEarth provide valuable resources for multisource data integration, contributing to information-driven policy and decision-support systems for DRR.

<p>The Sendai Framework for Disaster Risk Reduction (SFDRR) provides a concrete agenda for evidence-based policy for disaster risk reduction as a key component of the post-2015 global development agenda. However, the progress of implementing the seven Global Targets of the SFDRR at the national level via the monitor of a set of thirty-eight indicators is obstructed due to a lack of available, accessible, and validated data on disaster-related loss and damage, especially in developing countries. This weakens the accuracy, timeliness, and quality of the Sendai monitoring process. In the case of floods, which account for the highest number of people affected by hazards,[WY1]  there is a strong need for innovative and  appropriate tools for monitoring and reporting flood impacts.</p><p>The country of Ecuador and their validated national flood loss and damage database, which stretches back to 1970, is a stark counterpoint to the norm and serves as the case study for this research. In this research we develop a geospatial model approach, which combines earth observation-based information products with additional geospatial data to result quantitative measures for selected indicators of the SFDRR and validate them based on an existing database on flood loss and damage in Ecuador. Specifically, we build on automated  derivation of flood event characteristics from a full year of Sentinel-1 synthetic aperture radar data to assess flood hazard in Ecuador, and complement this with geospatial data on flood-related exposure and vulnerability to model selected indicators of the SFDRR in a spatially explicit way. The validation process of this geospatial model is conducted in reference to in situ loss and damage data related to flooding for the years 2017, 2018, and 2019. The derivation of information products is conducted in close collaboration with the National Service for Risk and Emergency Management of the Government of Ecuador, the country office of the United Nations Development Program, and the United Nations Office for Disaster Risk Reduction. It is thereby assured that the development and validation of this methodology is in line with the national and international approach of implementing the SFDRR.</p><p> </p>

La normativa degli ultimi venti anni dà ai piani comunali di protezione civile un valore crescente tra le attività di pianificazione del territorio, ma i relativi caratteri specifici stentano ad affermarsi tra gli addetti. Questo contributo, nella prima parte, restituisce il percorso, dalla genesi a oggi, della pianificazione di protezione civile nel nostro paese, ricostruendone l'evoluzione tra norme e indirizzi. L'esito culminato nel D.Lgs. 1/2018 definisce i ruoli di sindaci, strutture amministrative comunali, regioni, volontariato e prefetture. La seconda parte espone il nuovo ruolo del piano di protezione civile comunale nel quadro del ‘Sendai Framework for Disaster Risk Reduction' e offre spunti per la cruciale direttiva nazionale sulla pianificazione di protezione civile in fase di stesura.

Purpose Disaster risk reduction is prominent in the international policy agenda, and the year 2015 brought together three international policy frameworks that contribute to disaster risk reduction (i.e. the Sendai framework for disaster risk reduction, the Sustainable Development Goals and Paris Climate Change Agreement – COP21). However, there is a dearth of effort at identifying and aligning the specific educational needs of built environment professionals with the three policy frameworks. This is needed to facilitate the incorporation of the contents of the policy frameworks into built environment professionals’ training. Therefore, this study aims to map the educational needs of built environment professionals with the core areas of the three international policy frameworks. Design/methodology/approach This study utilized CADRE (Collaborative Action towards Disaster Resilience Education) research project outcomes alongside the earlier mentioned three international policy frameworks. A comprehensive desk review was done to map the educational needs identified in the CADRE project with the core priority areas of the three policy frameworks. Findings The study revealed the educational needs that are significant towards an effective implementation of the core priority areas of the three international policy frameworks. Practical implications This study would be beneficial to the built environment professionals involved in disaster risk reduction. They will be aware of the specific knowledge areas that would aid the successful implementation of the aforementioned three international policy frameworks. Originality/value The outcomes of the study would be beneficial to higher education providers in disaster risk reduction and sustainable development. It has identified the knowledge and competency gaps needed to be bridged in the curricula to meet the demands created by the international policy frameworks.
