In May 2015, Kyrgyzstan became a member of the Eurasian Economic Union, participation in which requires regulation of the economy, taking into account the goals and objectives of the Union. Today Kyrgyzstan is interested in the future of its membership in the EAEU: can we radically change the economic situation in the country and the structure of the economy. Kyrgyzstan's economy requires coordination with external actors in terms of domestic consumption and increasing export potential. To achieve this it is necessary: first, to develop a reasonable program of development of the industry, including the formation of large enterprises and their balanced arrangement in accordance with the level of productive forces; secondly, to make adjustments to the work of the construction sector in the building of not only housing complex, but also the development of infrastructure in all regions of the country and, thirdly, to follow the path of consolidation of the agricultural enterprises based on specialization, taking into account the export interests of Kyrgyzstan.

This article analyzes the measures to improve the business climate in the construction sector (roadmap), implemented in Russia in recent years. The indicators of Russia in the international Doing Business rating are analyzed; an improvement in Russia's position in the field of favorable conditions for doing business, despite the difficult economic situation in the country is revealed. The main indicators of the effectiveness of optimizing the completion of procedures were the introduction of an exhaustive list of procedures with a description, the elimination of redundant (duplicate) procedures, a reduction in the duration of the procedure, and the introduction of digital technologies during the completion of procedures. Despite the reforms carried out in Russia, depending on the region, there are a number of problems of a different nature when going through the procedures at the stages of pre-design and project preparation, which entail an increase in time and financial costs. Because of this, it becomes necessary to develop additional measures to optimize procedures related to getting building permission.

The article discusses approaches and instruments used in the Bank of Russia public analytical materials for analysis and forecast of macroeconomic conditions and monetary indicators. The authors focus on indicators of business cycle and monetary conditions, as crucial for monetary policy analysis. The attention is paid to issues most frequently discussed in scientific and expert literature, specifically, to new indicators and models presented in the Bank of Russia Monetary Policy Reports in 2015.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.
