The energy transformation in China is picking up speed, thanks to the mass development and utilization of various clean energies. As an emerging clean energy, hydrogen energy has been highly recognized, and gradually introduced to industry and transport. As a result, hydrogen fuel cell vehicles (HFCVs) attract a growing attention from the government and the public. However, the is a severe lack of hydrogen refueling stations (HRSs). Therefore, this paper explores into the determination of HRS location and volume. The HRS investment market was treated as an oligopoly market, due to the huge investment and few investors of HRSs. To ensure the long-term balanced development of hydrogenation, it is assumed that all investors fully analyze the possible investment behaviors of competitors and HFCV driver preference before making any investment decision. On this basis, a multi-agent optimization model was established to determine the location and volume of HRSs. The results show that, to avoid supply-demand imbalance induced by information asymmetry, the HRSs should be constructed along with an intelligent software platform, which provides HFCV drivers with rich information on hydrogenation service. Our model helps investors determine the core issues of the HRS, including location, size, and supply scale.

The climate changes that are becoming visible today are a challenge for the global research community. The stationary applications sector is one of the most important energy consumers. Harnessing the potential of renewable energy worldwide is currently being considered to find alternatives for obtaining energy by using technologies that offer maximum efficiency and minimum pollution. In this context, new energy generation technologies are needed to both generate low carbon emissions, as well as identifying, planning and implementing the directions for harnessing the potential of renewable energy sources. Hydrogen fuel cell technology represents one of the alternative solutions for future clean energy systems. This article reviews the specific characteristics of hydrogen energy, which recommends it as a clean energy to power stationary applications. The aim of review was to provide an overview of the sustainability elements and the potential of using hydrogen as an alternative energy source for stationary applications, and for identifying the possibilities of increasing the share of hydrogen energy in stationary applications, respectively. As a study method was applied a SWOT analysis, following which a series of strategies that could be adopted in order to increase the degree of use of hydrogen energy as an alternative to the classical energy for stationary applications were recommended. The SWOT analysis conducted in the present study highlights that the implementation of the hydrogen economy depends decisively on the following main factors: legislative framework, energy decision makers, information and interest from the end beneficiaries, potential investors, and existence of specialists in this field.

Hydrogen energy is a kind of important clean energy. PEMFC(Proton exchange membrane hydrogen fuel cell) is a kind of effective hydrogen energy utilization device. It has many advantages, such as simpler structure, lower energy consumption, high reliability, quick start and easy for controlling. For the air-cooled type hydrogen fuel cell, temperature and humidity inside the PEMFC are the main factors. According to the 150W small power air-cooling type hydrogen fuel cell, the paper presented an improved purging control algorithm based on the fuzzy control. Through the dynamic adaptive control of exhaust gas purge, the PEMFC can work efficiently in the appropriate humidity conditions. The experiment results show that compared with the traditional timing purging, the proposed algorithm can effectively improve the work efficiency of the PEMFC, and reduce the hydrogen consumption

The author analyzes factors that led to a deeper fall in output and profitability in the real sector of the Russian economy in comparison with other segments during the acute phase of the financial crisis. It is argued that some contradictions in the government anti-recession policy, activities of the financial sector and natural monopolies lead to pumping out added value created in manufacturing and agriculture, increase symptoms of the «Dutch disease», etc. It is shown that it may threaten the balanced development of the Russian economy, and a set of measures is suggested to minimize these tendencies and create a basis for the state modernization policy.

Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

<div>Twelve 1,5-disubtituted and fourteen 5-substituted 1,2,3-triazole derivatives bearing diaryl or dialkyl phosphines at the 5-position were synthesised and used as ligands for palladium-catalysed Suzuki-Miyaura cross-coupling reactions. Bulky substrates were tested, and lead-like product formation was demonstrated. The online tool SambVca 2.0 was used to assess steric parameters of ligands and preliminary buried volume determination using XRD obtained data in a small number of cases proved to be informative. Two modelling approaches were compared for the determination of</div><div>the buried volume of ligands where XRD data was not available. An approach with imposed steric restrictions was found to be superior in leading to buried volume determinations that closely correlate with observed reaction conversions. The online tool LLAMA was used to determine lead-likeness of potential Suzuki-Miyaura cross-coupling products, from which ten of the most lead-like were successfully synthesised. Thus, confirming these readily accessible triazole-containing phosphines as highly suitable ligands for reaction screening and optimisation in drug discovery campaigns.</div>

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.
