The unprecedented speed of technological change--impacting all sectors of the economy--is changing how research is done, how companies work and do business, and how governments operate and relate to citizens. Innovation may be open, but it is not free. Innovation procurement does not end with the establishment of a supportive legal framework. To cope with the speed of these changes, systematic and mission-driven investments in science and technology capabilities are critical. At the same time, investments must enhance the capabilities of the public and private sectors to work collaboratively, with a supply and demand focus and a shared vision of the risks and returns on investments. This publication emphasizes the increasingly multidimensional and interconnected knowledge flows to accelerate innovation and endogenous capacities between institutions. It is the second in a series of three IDB documents on innovation procurement and open innovation in Brazil. Through this series, the Bank shows its commitment to investing in science, technology, and innovation and strengthening digital transformation.

It is shown that an increase in the competitiveness of Russia is impossible without an increase in the prestigious science and technology and innovation, and its inclusion among the top priorities. An important form of support from the public authorities should be to develop the legal framework of innovation and adoption of legal acts aimed at creating an enabling environment for innovative economic development. This should include the evelopment and improvement of the legislation in order to create a unified state policy innovation and creating favorable conditions for the development of science, technology and innovation, including its stimulation.

O artigo avalia a política pública de Ciência, Tecnologia e Inovação (C,T&I) do Governo do Estado Espírito Santo, no período 2012 – 2015, por meio da análise da elaboração e execução orçamentária, a partir de dados do Plano Plurianual (PPA) do referido período. A partir de análise teórica e metodológica a respeito de indicadores de C,T&I e de componentes do orçamento público, o desempenho financeiro dos programas e ações estaduais de C,T&I é avaliado de forma a identificar os eixos prioritários de atuação da política pública e sua execução em termos orçamentários. Mostra-se que gastos substanciais no período foram realizados com ações voltadas para as áreas de trabalho e educação profissional, que revelam falta de foco da política, além de evidenciarem a forte desproporção do volume de recursos destinados à pesquisa científica em detrimento do setor produtivo, fatos que mostram a necessidade de correções de rumo a respeito de como funciona um maduro sistema de C,T&I. Isso significa que a análise detalhada da elaboração e da execução orçamentárias, além de se revelarem importante fonte de dados sobre as políticas públicas de C,T&I, são requisitos fundamentais para o aprimoramento da política para as referidas áreas, pois permitem um maior refinamento tanto no planejamento como na execução de tal política. O Espírito Santo, apesar do esforço dos últimos governos, ainda apresenta indicadores de C,T&I que evidenciam grande atraso relativo frente aos Estados mais desenvolvidos. Assim, conclui-se que, para a elaboração de uma autêntica Política de Estado para as áreas de C,T&I, além do aporte de maior volume de recursos, é necessário um mínimo de planejamento estratégico e ativa coordenação governamental para as referidas áreas, e a análise da elaboração e execução orçamentárias deve ser parte integrante deste processo.Palavras-chave: Orçamento; Ciência, tecnologia e inovação; Economia Capixaba.  ABSTRACTThe article evaluates the public policy of science, technology and innovation (STI) of the Government of the State of Espírito Santo, in the period 2012-2015, by analyzing the elaboration and execution of the budget, based on data from the Pluriannual Plan of that period. Based on theoretical and methodological analysis of STI and public budget components, the financial performance of the STI programs and actions is evaluated in order to identify the priority axes of public policy and its execution in budgetary terms. It is shown that substantial expenditures in the period were carried out with actions focused on the areas of work and professional education, which reveal a lack of focus of the policy, besides evidencing the strong disproportion of the volume of resources destined to scientific research to the detriment of the productive sector, facts that show the need for course corrections regarding how a mature system of STI works. This means that the detailed analysis of budget elaboration and execution, besides proving an important source of data on STI public policies, are fundamental requirements for the improvement of the policy for these areas, since they allow a greater refinement both in the planning and execution of such policy. The State of Espírito Santo, despite the efforts of the last governments, still presents indicators of STI that show a great delay in relation to the more developed states. Thus, it is concluded that, in order to elaborate an authentic state policy for the areas of STI, in addition to providing more resources, a minimum of strategic planning and active governmental coordination is necessary for these areas, and the analysis of budget preparation and execution should be an integral part of this process.Keywords: Budget; Science, technology and innovation; Capixaba economy.

Relato de experiência sobre o planejamento e o desenvolvimento da Campanha de Conscientização a Conservação e Preservação do Material Bibliográfico, organizada pela equipe da Biblioteca da Escola de Enfermagem da Universidade Federal Fluminense, cujo objetivo foi o de sensibilizar os usuários na conservação e preservação do acervo desta e de outras bibliotecas. A Campanha, realizada na XVIII Semana Científica da Escola de Enfermagem Aurora de Afonso Costa, parte integrante da Semana Nacional de Ciência, Tecnologia e Inovação da Universidade Federal Fluminense, ocorrida em outubro de 2011, teve, além da exposição dos livros danificados e orientações aos usuários, concurso, mostra de materiais, charges sobre o cotidiano das bibliotecas, custos para a reparação de livros, os profissionais que executam essa função, entre outras apresentações. Como resultados, além de relatos de experiência do público abordado, houve a aceitação e inúmeras demonstrações de incentivo escritas no livro de registros. Ações como essas são importantes não só em campanhas, mas através da constante promoção de atividades na biblioteca que sensibilizem o usuário sobre a questão da preservação do acervo. Abstract Experience report on planning and development of the Conservation Awareness Campaign and Preservation of library materials, organized by the staff of the Library School of Nursing, Fluminense Federal University, whose goal was to raise awareness among users in the conservation and preservation of the collection of this and other libraries. The campaign, held at the eighteenth week of the Scientific School of Nursing Aurora Afonso Costa, part of National Week of Science, Technology and Innovation, Fluminense Federal University, held in October 2011, had, besides the exposure of damaged books and guidance to users, competition, material shows, cartoons about the daily life of libraries, for the repair costs of books, the professionals that perform this function, among other presentations. As a result, and experience reports from the public addressed, there was acceptance and many expressions of encouragement written to the log book. Actions like these are important not only in campaigns, but through the constant promotion of the library activities that sensitize the user to the issue of preservation of the collection. <div>More than fifty years of conflict in Colombia has left a country with many needs. This article analyzes how Science, Technology, and Innovation (STI) can contribute to improving communities affected by violence in a post-conflict stage. This paper begins with an introduction focused on the processes of the generation of violence and the peace agreement, following the role of the UN in the post-conflict stage. A conceptual analysis of the actors involved in Science, Technology, and Innovation activities is also presented</div><div>with one analysis of the activities of STI that can contribute to the post-conflict, continuing with some financing strategies for the activities of STI and a brief description of the legal framework STI against the post-conflict. The paper concludes with some recommendations and opportunities in this new era for the country.</div>

It seems possible to consider the features of the “eastern” approach to the procedure for fi nancing scientific and technical research using the example of the current regulation of state support for these areas in China. A set of measures to fi nance science, technology and innovation in China, among other things, has now led to what is commonly called the “Asian miracle”, including due to reasonable measures for balanced support of research teams, research institutes and the establishment of a clear administration system.

Introduction: in the context of the implementation of the declared technological modernization of the EAEU economy, the issue of developing the legal framework for the integration in the field of science, technology and innovation, and especially the issue of developing a system of its legal principles, is being updated. The purpose of the study is to develop a comprehensive conceptual understanding of the nature, system and functions of the legal principles that are the core of the legal regulation of the integration cooperation of the EAEU member states in the field of science, technology and innovation. The objectives of the study are the following: 1) to relate the legal principles of the regulation of scientific and technological integration with the principles of the Eurasian integration in general; 2) to carry out a consistent analysis of the degree of consolidation of the principles of scientific and technological integration in Union law; 3) to carry out the doctrinal classification of the principles. Methods: general scientific methods (system, structural and functional), specific scientific methods (comparative legal, dogmatic legal). Results: a classification of the legal principles of scientific and technological integration is proposed, the system of which includes a subgroup of general principles, as well as a subgroup of industry (structural-institutional, integration-legal and organizational) principles. Conclusions: the systematized legal principles are conceptualized as the key legal tools for managing integration processes in the field of science, technology and innovation, the formal consolidation of which will serve as a factor for expanding and deepening the regional scientific and technological integration of the member states.

This study investigates how different segments of the public, with varying degrees of interest in S&T, could formulate opinions on a broader vision and the role they think STI should play in Japanese society through 2020 (Tokyo's Olympic and Paralympic year) and toward 2030. We conducted nine inclusive public engagement activities. Results indicated that the broad public opinions did not completely overlap with officials' opinions, a value of “open and appropriate” was mainly found from the unengaged public, and the visions and values based on their opinions could well be incorporated into the official document. Engaging the disinterested in S&T remains an issue.
