Technical Note on Road Safety in Haiti

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.

The article assesses the interaction of objects of the road transport complex, presents a sys-tematic approach aimed at developing effective and targeted solutions in the field of road safety, reducing accidents and achieving «zero mortality». The necessity of a systematic approach to en-suring research of places of concentration of road traffic accidents, interacting connections, fac-tors and causes of their occurrence in the proposed system «road user - vehicle - road network - ex-ternal environment» is substantiated.

The article deals with the geographical organization of the Czech transport system and with the changes in the transport hierarchy of settlement centres of Czechia during the transformation period. This paper focuses on long-term development tendencies in the transport hierarchy of settlement centres development, which create the basic framework for further research. It also considers changes of significance and structure in the transport hierarchy of settlement centres between 1990 and 2005 with regard to the trends in the development of the transport sector. The analyses mainly result from the Road transport census and are focused only on changes in the transport system of Czechia at the national level.

The current situation is considered on the development of safe and secure parking areas for trucks in Europe. The reports of the International Road Transport Union were analyzed on the European Union-funded project on Safe and secure truck parking areas for trucks in Europe and a final report on the study of safe and secure places for truck parking in the EU. The analysis of European regulations is carried out on road infrastructure safety management, specification of truck parking zones, rules of working time and rest of the driver, as well as Ukrainian legislation on these issues. With a view to provide a consistent definition of secure truck parking areas and a quality framework, an EU-wide rating system and security and service at SSTPAs has been defined during the study that included participation by all key stakeholders within the road transport and logistics sector. This rating system should now be implemented as a standard by a newly created EU expert group. The quality of the entire system and of the individual secure truck parking areas shall be guaranteed by ensuring that independent third party audits will occur for all secure truck parking areas within the system. In the future this quality system could also link to ITS solutions for the road transport sector. The implementing the study results in both existing truck parking areas and in new truck parking areas and thereby increasing the number of available secure parking areas throughout Europe, there is a strong probability that cargo crime and incident rates will be reduced significantly and that the security and well-being of truck drivers will be improved, thereby benefitting road safety as well. Recommendations for possible measures to improve the legislation of Ukraine are provided in terms of establishing the SSTPA in view of the EU-Ukraine Association Agreement provisions. Less than ten years ago, Algeria embarked on an energy transition with the objectives of sustainable development. Although it concerns all economic sectors, efforts made in the field of road transport, as the main polluter and energy consumer at the national level, are far from being sufficient despite its inclusion in policy statements. This sector is operational exclusively on fossil and exhaustible energies whereas its atmospheric pollutants and gaseous emissions are highly harmful to the environment, public health and the economy. Thus, this paper points out the emergency of an energy transition in the road transport sector to clean and renewable energy as a necessity rather than a choice. It highlights, first, the characteristics of the Algerian automobile fleet and its various impacts and damages on the environment, public health and the economy. Furthermore, it evaluates the various policy initiatives towards sustainable transport and their deficiencies. Hence, the right attitudes and regulatory instruments towards sustainable transport in Algeria are recommended.

The work, based on previously little available for research, as well as materials and documents found in archival institutions, reflects the legal basis for ensuring road safety in 1948-1953, the state and organizational and legal measures taken in the field of combating accidents in road transport at the republican level by the example Ukrainian Soviet Socialist Republic. Attention is focused on the key problems that determine the development of the road safety system, the measures taken, their effectiveness, mistakes and achievements. Measures to counteract accidents in vehicles are investigated from a historical and legal standpoint, a critical and detailed analysis of decrees and orders of the government, departmental regulatory legal acts. It was found that the presence of a significant number of administrative decisions of the republican authorities of Soviet Ukraine, although it was a rather progressive step for its time, did not fully take into account the reality of achieving the set goals, local conditions and peculiarities. At the same time, the functioning of the emerging road safety system was significantly hampered by the lack of a unified national policy in the context of the rapid growth and development of the country’s automobile and road complex.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

A cluster analysis of field observation data was performed using the Statistica 12 software, connections were established in the middle of the data set, and the obtained data were organized into certain structures. As a result of the clustering, groups of clusters that have the greatest impact on speed were identified. Determining the hierarchy of factors influencing the speed and safety of the transport process shall improve approaches for modeling traffic flow velocity dependences. The paper describes an analysis of road safety risk factors.Problem Statement. The need to modernize approaches for traffic flow prediction, traffic volume distribution on the road network, means and methods of traffic management, traffic management systems in connection with quantitative and qualitative changes in the transport sector of Ukraine.Purpose. Road safety risk factors validation and ranking.Materials and method. Mathematical modeling and cluster analysis using survey data.Results. The dependence of speed on road conditions was improved using mathematical modeling.Conclusions. The aim of this article is to describe educational activities concerning improvement of road safety taken by the [Polish] Road Transport Inspection. In order to build awareness of our society some actions should be taken at the earliest age and involve many different institutions, not only schools. The authors show how the Road Transport Inspection fulfils this assumption by creating “Bezpieczna Szkoła Krokodylka Tirka” (‘Crocodile Tirek's School of Safety’), organising lessons about road safety in hospitals, high schools or lectures on conferences, fairs and other events concerning transportation, logistics and shipping. The Engagement of the Road Transport Inspection in education and media campaigns involving road safety has been discussed in the range of years 2018-2020 and it shows the dynamic development of the unit on this field. Our analysis indicates that the most effective in education is combination of both theory and practise or sharing by officers, their knowledge and work experience with the audience. The biggest challenge, on the contrary, is to bring all this activities to the Internet, which is necessary especially because of coronavirus pandemic.
