On June 3, 2018 the Volcán de Fuego (Fire Volcano) in Guatemala erupted killing 300 people and leaving close to two thousand people homeless and relocated to temporary shelters.  Lava flows buried the towns of Alotenango and San Miguel Los Lotes.  El Rodeo was also highly impacted.   The government, NGO and international response was focused on relocating villagers to safe locations and providing health care, medicines and food, as well as initiating a formal plan to move entire communities that would not be able to live in those high-risk areas again.   However, the emergency response made no effort to listen to the people affected by the eruption or to provide them with a space where they could find emotional support and release some of the emotions around the trauma they suffered.  Asociación para el Liderazgo en Guatemala (ALG), a local NGO that trains NGO leaders in the country, offered an intervention that provided a space for both people displaced by the eruption and emergency response teams to find support in the use of restorative circles.  This article will examine ALG´s intervention and offer some lessons learned about providing circles to people affected by natural disaster and how this can be helpful in coping with the aftermath of such a traumatic event.

Before the 1990s, Mongolia had a health care system that largely depended on hospital-based services. The country’s hospital sector was characterized by the extensive use of an excessive number of acute beds, a large number of medically unjustified admissions, and lengthy hospital stays. In the early 1990s, the Government of Mongolia started socioeconomic reforms as part of the transition to a market economy. It requested the Asian Development Bank (ADB) to support health sector reforms in the country. This paper describes the hospital sector in Mongolia along with the reforms and results achieved, challenges that remain, and ongoing and future directions for ADB support to better respond to the needs of the people.

The research study focuses on the impact of Covid-19 on Tourism in Nepal and looks into the challenges to face in the path of recovery and to bring to light the lessons learned from COVID 19. It is qualitative in nature including both primary and secondary sources. 50 respondents were chosen as samples. The results showed that, there was drastic impact on tourism sector affecting national economy, It has brought to light various challenges to be faced in path of recovery and the greatest lesson learnt is that the government should develop its health sector and the people should always be strong and prepared to face any disaster or pandemics at all times. Solutions are provided in form of recommendations.

AbstractOver the past years, the frequency and scope of disasters affecting the United States have significantly increased. Government agencies have made efforts in improving the nation’s disaster response framework to minimize fatalities and economic loss due to disasters. Disaster response has evolved with the emergency management agencies incorporating systematic changes in their organization and emergency response functions to accommodate lessons learned from past disaster events. Technological advancements in disaster response have also improved the agencies’ ability to prepare for and respond to natural hazards. The transportation and logistics sector has a primary role in emergency response during and after disasters. In this light, this paper seeks to identify how effective policy changes and new technology have aided the transportation and logistics sector in emergency response and identify gaps in current practices for further improvement. Specifically, this study compares and contrasts the transportation and logistical support to emergency relief efforts during and after two major Hurricane events in the U.S., namely Hurricane Katrina (which affected New Orleans in 2005) and Hurricane Harvey (which affected Houston in 2017). This comparison intends to outline the major steps taken by the government and the private entities in the transportation and logistics sector to facilitate emergency response and the issues faced during the process. Finally, the paper summarizes the lessons learned from both the Hurricane events and provides recommendations for further improvements in transportation and logistical support to disaster response.

Food and nutrition policy activities directed toward improvement of the nutritional status of the people of Bangladesh began in the 1980s. The government formulated a national food and nutrition policy and approved it in 1997. Qualitative methods, including observational techniques, in-depth interviews of the key informants, and focus group discussions, were used to collect information on the strengths, weaknesses, opportunities, and threats (SWOT) of the policy. The information obtained has been transcribed and analyzed using this model. The strengths of the policy are that it is a consensus document that emphasizes human rights, was formulated by a multisectoral approach, complements other government policies, and has broad goals and wide-ranging objectives. The weaknesses include lack of implementation, monitoring, and evaluation guidelines; lack of strong government commitment; inadequate support of policy makers; perhaps an excessively ambitious target; and ignorance of past lessons learned. The opportunities include the scope of social mobilization, the wide scope of the policy, suggested programs and measures to improve nutritional status, a congenial policy environment, and the ability to modify the scope of the policy as needed. The threats to the policy are lack of knowledge of the policy, lack of resources to implement the policy, tension between technical people and bureaucrats, vested business interests, and, possibly, discontinuity of political commitment. The key to reducing the weaknesses of the food and nutrition policy of Bangladesh and minimizing the threats to it is for the stakeholders in the policy to coordinate efforts to use the strengths and opportunities of the policy to effectively implement it.

The long civil war in the Sudan between the government and the rebel Sudan People's Liberation Army (SPLA) is usually simply described as a war between ‘the Arab North’ and ‘the African South.’ Equally simply, it is understood as a continuation, by new means and in new circumstances, of nineteenth-century and earlier inequalities between free people and unfree people, and of hostilities between slavers and those they preyed upon. In the twentieth century these asymmetries came to be represented by a religious distinction between Muslims and non-Muslims. However, these apparent distinctions between free and unfree, and between Muslim and non-Muslim begin to blur when we ask who is making them. Likewise, at closer inspection, the division into “the Arab North” and “the African South” begins to fragment and reconstitute into a complexity of alliances and interest groups. These complexities become more evident as engagement moves from hostile encounters in the remote vastness of the Sudan to peace negotiations and press conferences in hotels and offices in capital cities. In the latter settings marginalized populations can be heard. Of special here interest are the three culturally ‘southern’ populations whose homelands are in the geo-political North: Abyei, the Nuba Mountains, and South Blue Nile. In January 2003, a public statement, headed “Let us not be denied the right to decide on our future,” was delivered to the North-South peace conference in Kenya by a local NGO, the Relief Organisation of Fazugli (ROOF), on behalf of “the people of South Blue Nile.” It demanded that their representatives, along with those of the Nuba Mountains and Abyei be included in the current peace negotiations.

In Indonesia, law reform is one of the important mandates of the national reform agenda, including the restructuring of various legal and political institutions at all levels of government, the regulatory implementation of the 1945 Constitution at the village level, and the ideological renewal necessary to make these changes real in Indonesian society. The policy direction of the People's Consultative Council (MPR) has changed from domination by the central authority toward freedom, autonomy and local government empowerment. Laws that were once imposed from the top now reflect power-sharing with local governments. In particular, the government has granted special (and virtually unlimited) autonomy to the province of Nangroe Aceh Darussalam (NAD, also known as Aceh). This article will explore how that autonomy has been influenced by a more robust adoption of Shari'ah law in Aceh.When the New Order rule fell on May 21, 1998, Indonesia moved from a centralized power to democratization, a process of legal development “from, by and for the people” through a decentralized system. The promulgation of Law 22 (1998) providing for local autonomy (which was amended in 2004 by Law 32) and Law 25 on the respective financial authority of the central and local governments is concrete evidence that decentralization is real in Indonesia.

ABSTRACTThe essence of this study describes the theoretical study of the phenomenon transfortation services online. Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The establishment of the KPPU is to control the implementation of the Act. No. 5/1999 on Concerning the Ban on Monopolistic Practices and Unfair Business Competition in Indonesia. Various duties and authority of the KPPU contained in Article 35 and Article 36 of the Act. But in reality, KPPU does not have executorial rights so that the various decisions of the commission often could not be implemented. Therefore internally strengthening of institutional existence by way of amending the Law Commission is very appropriate to be used by the government and parliament agenda. Externally, stakeholder participation is something very urgent and that the KPPU’s strategic optimally capable of performing their duties according to its motto: “Healthy competition Welfare of the people”.
