Children with special needs disproportionately receive child welfare services in out-of-home placements, such as foster and adoptive homes. This theoretical model has been developed to describe or explain exigencies of adoptive and foster families of children with special needs (n = 82). A web content analysis, including theme, feature, link, exchange, and language analyses, of online discussion forums of adoptive and foster parents of children with special needs using a phenomenological framework was conducted. Inductive and quantitative web content analyses were conducted on themes. Parenting concerns were clustered into two main themes, disability and placement issues, and focused on children’s pre and post placement needs. A phenomenological analysis resulted in the development of the Special Needs Adoption and Foster Exigencies (SAFE), which outlines exigencies of adoptive and foster parents of children with special needs during engagement, assessment, and intervention phases of case management.

In the area of foster care concerning children and youth with special needs due to disability or medical fragility, there is a paucity of knowledge and research. In Germany, these groups in foster care who have high special needs are an invisible and neglected population at risk. These children and youth are mostly cared for in residential homes; however, some are living in foster families and benefit from a familial setting. The purpose of the study was to understand how foster parents manage their lives with a child or youth who has special needs, and how they meet the challenges that arise. The qualitative research design used the method of narrative inquiry through in-depth interviews, which were conducted in the German state of Saxony-Anhalt with 19 foster parents from 15 families. Within the framework of grounded theory, the author developed a theoretical structure of the strategies foster parents use for coping. Results showed that foster parents dealt with this new and often unpredictable situation by applying one of three patterns of strategies — action-, resource-, or reflection-oriented — based on their personal experiences and worldview. Understanding these behavioral patterns gives administrative and supportive entities like child welfare systems and agencies a unique and tailored approach to recruit, retain, train, and counsel foster families adequately, and to strengthen their well-being and their ability to perform well for themselves and their children and youth.

The article presents a theoretical analysis of scientific literature on the problems of foster families raising children with disabilities, identifies the difficulties of parents in effectively solving the health problems of a child with disabilities caused by weak motivation, stress, and lack of experience, competencies, and relevant knowledge. This work investigated and identified the grounds for developing a typology of foster families raising children with disabilities and proposed a typology according to them. To achieve the research objective, the methods of interviews, expert assessments, and classification were used. The conclusion is that the developed typology can serve as the basis for representatives of the guardianship and wardship authorities when selecting an appropriate foster family for a child, and foster parents will be able to provide an appropriate training and education model for effective rehabilitation, correction, and health recovery of this category of children.

The purpose of holding counseling in the form of a talkshow with the theme Role of Families in Bridging the Affect of Rare Disease with Optimal Health Services is to increase public awareness of children with special needs, especially rare diseases, and foster parents' enthusiasm in bridging children with rare diseases with optimal health services Thus, it is expected that children with special needs will get support both physically and psychologically, so that they can develop their own potential, grow to become empowered individuals, and get the best quality of life. This event is also a form of our support for parents with children with special needs, especially with rare diseases. This ceremony was held at the 6th Floor Hall of RSI Aisyiyah Malang on Saturday, March 2, 2019.

ABSTRAK Penelitian ini dilatarbelakangi oleh adanya pendidikan yang diperuntukkan bagi semua anak, termasuk anak berkebutuhan khusus. Anak berkebutuhan khusus memiliki karakter yang berbeda-beda, khususnya slow learner dalam pembelajaran mengalami keterlambatan dalam memahami materi. Oleh karena itulah diperlukan peran orangtua dan guru pembimbing khusus untuk membantu memberikan pendidikan yang lebih baik sesuai dengan karakternya. Rumusan masalah penelitian ini yaitu bagaimana peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Tujuan penelitian ini yaitu untuk mengetahui peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Jenis penelitian ini yaitu penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi dan triangulasi sumber. Hasil penelitian ini menunjukan bahwa terdapat beberapa peran orangtua yaitu meliputi: orangtua sebagai pendamping utama, orangtua sebagai advokat, orangtua sebagai guru, orangtua sebagai diagnostian. Serta peran guru pembimbing khusus yang meliputi: merancang dan melaksanakan program kekhususan, melakukan identifikasi, asesmen dan menyususn program pembelajaran individual, memodifikasi bahan ajar, melakukan evaluasi, dan membuat laporan program dan perkembangan anak berkebutuhan khusus. Dengan peran peran tersebut, maka sebagian besar anak berkebutuhan khusus di SD Negeri 5 Arcawinangun dapat memberikan layanan dengan baik. Saran untuk penelitian ini orangtua senantiasa mendorong anaknya untuk belajar bersungguh-sungguh di rumah dan di skolah, serta menyediakan fasilitas belajar yang mendukung perkembangan pendidikan bagi anaknya. Children with special needs have different characters, thus affecting their learning achievement. Therefore, the role of parents and special tutors were needed to help them improve learning achievement. The research question of this research was how the role of parents and special guidance teachers towards learning achievement of children with special needs in SD Negeri 5 Arcawinangun. The focus of this research was the role of parents and special guidance teachers on learning achievement of children with special needs in grades 1, 2 and 3 of SD Negeri 5 Arcawinangun. The purpose of this study was to determine the role of parents and special guidance teachers on the learning achievement of children with special needs in Arcawinangun 5 Public Elementary School. This type of research was qualitative research with a case study approach. Technique of data collection was observation, interviews, documentation and source triangulation. The results of this research indicated that there were several roles of parents, namely: parents as the main companion, parents as advocates, parents as teachers, parents as diagnostics. As well as the role of a special mentor teacher which includes: designing and implementing specific programs, identifying, assessing and arranging individual learning programs, modifying teaching materials, evaluating, and making program reports and development of children with special needs.With this role, most of the children with special needs in SD Negeri 5 Arcawinangun can improve their learning achievement well.Suggestions of this research were parents always encourage their children to study seriously at home and at school, and provide learning facilities that support the development of education for their children. ABSTRACTChildren with Special Needs are children who have special behaviors that require guidance and special education from his parents and teachers. Like children in general, children with special needs also have the development and growth of the physical, mental, psychological and sexual. Based on the research conducted by researchers together with some teachers in individuals investigated, if the children with special needs get therapy sustained every day about sexual behavior and patterns of life, then they tend to have a positive sexual behavior, but if the therapy is not done, then they tend to a negative behavior. This study used the name Parents Therapy, in which the children with special needs who have negative sex in schools (respondents one child), as is often held his cock, embraced by aggressive children of the opposite sex therapy is given not only to their children but also their parents through counseling services. This treatment method is given for 30 days, but there are three days of therapy which is not performed as comparison changes in deviant behavior in children. The results of this therapy are very positive and significant, in which the child has calmness in his mental condition and the negative sexual behavior decreased (changed in his behavior).Keywords: Children with Special Needs, sexual behavior, Parents Therapy and counseling servicesABSTRAKAnak Berkebutuhan Khusus adalah anak yang memiliki perilaku khusus yang memerlukan bimbingan dan pendidikan khusus dari orangtua maupun guru. Seperti layaknya anak pada umumnya, Anak Berkebutuhan Khusus juga memiliki perkembangan dan pertumbuhan dari sisi fisik, mental, kejiwaan maupun seks. Dari penelitian yang dilakukan oleh peneliti bersama dengan beberapa guru pada individu yang diteliti, apabila anak berkebutuhan khusus mendapatkan terapi yang berkesinambungan setiap harinya tentang perilaku seks dan pola hidup, maka anak memiliki perilaku seks yang positif, namun apabila terapi tidak dilakukan, maka anak memiliki perilaku yang negatif. Penelitian ini menggunakan nama Parents Therapy, di mana, anak berkebutuhan khusus yang mengalami perilaku seks negatif di sekolah (responden satu anak), seperti sering memegang kemaluannya, memeluk dengan agresif anak-anak yang berlawanan jenis diberikan terapi bukan hanya pada anaknya namun juga orangtuanya melalui layanan konseling. Metode terapi ini diberikan selama 30 hari, namun ada tiga hari terapi tidak dilakukan sebagai pembanding perubahan perilaku menyimpang pada anak. Hasil terapi ini sangat positif dan signifikan, di mana anak tersebut memiliki ketenangan dalam kondisi jiwanya dan perilaku seks negatifnya mengalami penurunan (ada perubahan perilaku).Kata kunci: Anak Berkebutuhan Khusus, perilaku seks, Parents Therapy, dan layanan konseling
