East Kalimantan is a province full of paradoxes. This region has considerable economic potential measured in terms of its abundant endowments of natural resources, including oil, natural gas, gold, coal and forestry. Yet, East Kalimantan still lacks infrastructure, has poor human resources and high levels of unemployment, factors that condemn much of the population to a life of poverty and hardship. The new system of regional autonomy, which has been implemented since 2001, was expected to give more benefit to the regions, as regional governments have held relatively more power and fiscal capacity. Law 22/1999, which has been revised twice, has provided more authority to regional governments to manage their respective regions. The introduction of fiscal decentralisation through Law 25/1999, further revised in Law 33/2004, has favoured regions rich in natural resources such as East Kalimantan. As it has abundant natural resources, this region has received greatly increased funds from the central government due to the implementation of sharing revenue formula generated from the exploitation of natural resources. These supposed to give more opportunities for the rich regions such East Kalimantan to accelerate regional development and bring their people to greater prosperity. Nevertheless, East Kalimantan has realized neither the objectives of regional autonomy nor the community aspirations for a more prosperous society. This paper aims to examine the extent to which regional autonomy laws have impacted people's welfare in East Kalimantan.

Economic growth is an important indicator of the success of development. The ability of resources is a determining factor driving economic growth. Belu Regency is a regency in East Nusa Tenggara Province, located on the Indonesia-Timor Leste border, has economic and political strategic value. Human resources, natural resources and the budget are the real sector of the economy in driving economic growth. The research objective was to analyze the effect of resources on the economic growth of Belu district. The study was conducted using secondary data and SmartPLS was the analysis tool. The results of the study, the relationship of natural resources directly with welfare is negative and will be positive when the indirect relationship through the budget. The direct and indirect relationship of human resources with welfare through the budget is positive, but the direct value relationship is smaller when compared to the indirect relationship. This shows that the budget that is formed from the wealth of natural resources and human resources is an important factor in creating public welfare as measured through economic growth. Budgets sourced from local and central government are increasing every year. The creation of the government and elements of society make the most of resources. The attention of the central government through balancing funds is very high. This is because Belu district located on the Indonesia-Timor Leste border is a macroeconomic picture of the border country

Abstrak: Dengan diberlakukannya otonomi daerah di Indonesia, maka urusan pembangunan pun tidak lagi dijalankan satu arah dari Pemerintah Pusat. Keberadaan dari otonomi daerah ini memberikan kendali kepada Pemerintah Daerah untuk mengatur daerahnya masing-masing. Namun, pelaksanaan dari otonomi daerah yang terkesan terburu-buru menimbulkan beberapa kendala dalam pelaksanaannya. Kendala yang dihadapi meliputi ketidakmerataan sumber daya manusia, berkembangnya kesenjangan antar daerah, dan sulitnya menyinkronkan pembangunan daerah dan pusat. Sehingga, untuk mengurangi permasalahan yang muncul tersebut, maka perlu dilakukan seleksi atau rekrutmen ketat terhadap sumber daya manusianya dan dilakukan pendampingan secara seksama terhadap proses pembangunan di daerah. Abstract: With the enactment of the regional autonomy in Indonesia, some of the development affairs are no longer implemented one-way from the Central Government. The existence of regional autonomy has given some controls towards the Regional Government to manage their region. However, the implementation of regional autonomy that seems to be rushed has resulted in the emergence of problems during its execution. The issues that emerged are the discrepancy of human resources between regions, regional inequality, and the difficulty in synchronizing the development between the area and central. To reduce the number of problems that arose because of that, there should be a strict recruitment process for human resources and implementation of a careful accompaniment for the development process in the region.

The central government has implemented a government fixed asset revaluation policy. The main objective of the policy is to present the fair value of fixed assets in the government's financial statements. However, the results of fixed asset revaluation are not accepted by the BPK and must be corrected and recorded in the government financial statements for the 2019 fiscal year. Competent human resources and the use of information technology are considered two factors needed to achieve the revaluation objectives. This study was conducted to determine the level of significance of these two factors by distributing questionnaires to BMN officers and assessors from 82 ministries/agencies throughout Indonesia. The research data were processed by path analysis method using the Structural Equation Model (SEM) partial least squares (PLS) through Smart PLS 3.3.2 software used to assess measurement models and research structural models. The results of data processing concluded that the competence of human resources and information technology has a significant effect on the revaluation of government fixed assets. However, information technology needs to be improved again because the significance value is only half that of the human resources competency value.

As the leader of the implementation of governmental affairs which become the authority of regional government, based on the mandate of Law Number 23 Year 2014 on Regional Government, the Head of regional government is obliged to prepare Regional Government Administration Report (RGAR) which by the central government will be used as material for evaluation and guidance to implement the administration of regional government. Batang Regency is the only Regency which for the last respective three years (2016, 2017 and 2018) has been in the 5th rank (the lowest five) in Central Java. The results of this evaluation are used as material for the Ministry of Finance in determining the Regional Incentive Fund and for the Ministry of Home Affairs in approving additional income for state civil apparatus. However, Batang Regency has not yet optimized its reporting system and Evaluation of Regional Government Administration Performance. Due to this unoptimal evaluation results on the implementation of regional Government, organizational capacity and the evaluation of the Governmental Division at Batang Regency regional Secretariat as the division who conducted the report preparation activities became the focus of this research. Qualitative descriptive method was used to describe all the symptoms / conditions which exist during the research. Moreover, the analysis was carried out through data reduction, display data and conclusion drawing / verification. Based on the results of this research, it can be concluded that the Organizational Capacity of the Government division of the Regional Secretariat of Batang Regency which involves some resources (human resources, infrastructure, technology and financial resources) and management (leadership, program and process management as well as cooperation and relationships among organizations) needs to be improved, such as conducting job analysis, increasing the quantity and quality of human resources, making more detail activities planning and budgeting as well as defending them during budget discussions, making Terms of Reference and improving effective communication skills.

Central government expenditures as the largest component of state expenditures have an important role in determining national output and affecting allocation and efficiency of economic resources. The increase of state expenditures, both for central government expenditures and transfer to local governments, are ideally followed by responsive budget absorption pattern. The high remaining budget at the end of the year indicates that the budget implementation is not optimal, which could lead to economic losses. This low budget absorption pattern has also occurred at the spending units at the State Treasury Service Office (KPPN) Jakarta V. This study aims to determine the factors that cause a low budget absorption pattern of the state budget (APBN) at the end of the fiscal year at KPPN Jakarta V. This study used method of data analysis in the form of factor analysis. The results show that the low budget absorption pattern of the state funds at the end of the fiscal year is caused by eight factors, namely treasury administration, procurement implementation, budget planning, technical support requirements, procurement schedule, human resources, competencies, and job rotation. This study uses method of data analysis in the form of factor analysis. The results showed that the buildup of disbursement of state funds by the end of the fiscal year at the working units within KPPN Jakarta V caused by the eight factors, namely the treasury administration, procurement implementation, planning, supporting technical requirement, procurement scheduling, human resources, competencies, and mutation of officers in charge. Abstrak Belanja pemerintah pusat sebagai komponen terbesar belanja negara memiliki peran penting dalam menentukan output nasional dan mempengaruhi alokasi dan efisiensi sumber daya ekonomi. Peningkatan belanja negara, baik belanja pemerintah pusat maupun transfer ke daerah, idealnya diikuti dengan pola penyerapan yang responsive. Penyerapan anggaran yang masih menumpuk pada akhir tahun mengindikasikan bahwa pelaksanaan anggaran belum optimal, bahkan dapat menyebabkan kerugian negara secara ekonomis. Penumpukan pencairan dana tersebut juga terjadi pada Satuan Kerja lingkup Kantor Pelayanan Perbendaharaan Negara (KPPN) Jakarta V. Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab penumpukan pencairan dana APBN pada akhir tahun anggaran. Penelitian ini menggunakan metode analisis data berupa analisis faktor. Hasil penelitian menunjukkan bahwa penumpukan pencairan dana APBN pada akhir tahun anggaran pada Satuan Kerja lingkup KPPN Jakarta V disebabkan oleh delapan faktor, yaitu administrasi perbendaharaan, pelaksanaan pengadaan, perencanaan anggaran, persyaratan teknis pendukung, jadwal pengadaan, sumber daya manusia, kompetensi, dan  mutasi pejabat.

Position the village in a country is very important, because the village is the spearhead of a government. The existence of the village only as a supplement to administrative, so the existence of a very backward village either of its human resources and in terms of management of natural resources are owned and infrastructure development tends to be slow. It makes villagers to make an exodus to urban areas for improvement of life. Recognition of the structure provided in the central government through a law on village administration look encouraging, but the relation to the welfare of the government does not pay attention. No wonder if the government runs a program is often different. The workload is heavy village government is not matched by right. The village as a vanguard of government, the village government should be able to overcome all the problems that arise in the community, with peace and peaceful village can increase unity and national unity of Indonesia

Governance has become an interesting field of study in public administration. The shifting of authority from central government to local government and even to village level becomes a challenge as well as an opportunity for bureaucrats to provide community services. It justifies why understanding of ideal and relevant governance is needed to solve current problems. As a bureaucracy aiming to serve the community, Nagari is expected to be able fulfilling the society’s needs. Based on this condition, this initiative was conducted in Nagari Talang Anau, Kecamatan Gunuang Omeh, 50 Kota Regency, West Sumatera Province to solve the problems of limited understanding of local government employees regarding state administration (government). To achieve this goal, the program began by contacting and making confirmation with Wali Nagari and then followed by training and socialization regarding state administration system (government), public policy formulation in Nagari, and community services. The result indicated that there were several problems in Nagari Talang Anau administration, such as limited access to information and technology sector, lack of programs by Lembaga Pemberdayaan Masyarakat (LPM) and insufficient human resources. Based on these problems, the authors and the team members suggested that Nagari administration should focus more on the issue of improving the quality of human resources.

National development in education is essentially carried out in order to improve the quality of human resources. In practice, this is established in a series of programs and activities involving the central and regional governments related to authority and funding capacity. One of the efforts to reduce fiscal inequality in education, the central government allocates special allocation funds (DAK). This transfer fund is needed because up to 2019 efforts to improve access and quality of education services through the fulfillment learning facilities and infrastructure standards. This paper analyse the planning and implementation of the DAK 2019 for physical assignment in education from the perspective of development evaluation. This study uses a mixed method with numerical data even secondary and primary. Data collection was obtained through discussion and questionnaires. The content analysis method is used to find gaps in central-regional planning. The study also analyse news analysis by using Intelligent Media Monitoring (IMM) tool. The results of the study found several obstacles, including: 1) Disparity in the ability of human resources in preparing proposals as well as differences in information accessibility between vocational high school (SMK) managers in urban and rural areas; 2) Budget planning is not optimal in the DAK proposal; 3) Student Practice Room (RPS) is not optimal due to the unavailability of practical equipment and equipment; 4) Determination of the allocation does not fully reflect the magnitude of the needs of school accreditation; 5) Lack of transparency and public audits in the management of DAK of Education Sector.

Health Operations Assistance  fund management for improving maternal and child health in particular in K1 – K4 is not optimal, Because most of the management of BOK funds are used for supporting activities and public health efforts, in this case the central government assistance to local governments to support the operation of Puskesmas in the framework of the achievement of health programs National priorities, in particular preventive promotive activities as part of public health efforts. This research is a qualitative study with a case study approach. The informant in this research includes the head of Public health service, head of Puskesmas and midwife of Kordinator as key informant. Data collection is done by the method of interview indepth. The findings in this study are the 4 main problems of human resources limitation, especially in the management of health operations assistance and increase the coverage/activities of maternal and child health in each area of Puskesmas, Workload of human Resources health care which is not comparable to the number of resources, is limited to the health operational assistance for the financing of activities and the delay of health operations assistance for liquids. This is due to reports of late health clinics. Based on the results of the analysis of Urgency, Serious and Growth (USG), and Strategies Planning Matrix (QSPM) obtained the priority of alternative proposed operational policy recommendations to increase the scope of K1-K4 on maternal and child health program: proposed Alternative recommendation is selected BOK's fund allocation policy in particular for KIA, the proposal for routine activities of GEMPOR S2 policy (completion of the report 1 Hour 1 day).
