Russia in XXI century conducts intensive scientific, economic, transport research in the Arctic zone, which is facilitated by certain climatic conditions. Our state is making great efforts to develop this region and protect its richest natural resources. The subject of this research is a set of legal norms regulating social relations that arise in the context of use and protection of the Arctic zone of the Russian Federation. The goal lies in formulation of the conclusions and recommendations for the improvement of legal regulation in this sphere. The relevance of the selected topic is substantiated by interest of the state in the development of Arctic Zone as a strategic resource base for accelerating the economic growth of the Russian Federation. Among the priority national interests are also the environmental protection of region, conservation of the native habitat and traditional way of living of the indigenous small-numbered peoples. This emphasizes the importance of intensification of use and preservation of the vulnerable areas of the region. The author dwells on the current issues of the formation of territories of traditional management of natural resources and legal status of their lands; rights of the indigenous peoples to land in their native habitat and traditional economy; provision of land plots to entrepreneurs who are the residents of the Arctic Zone; protection of the Arctic lands, etc. The conclusion is made on the existence of gaps and contradictions in legislation of the indicated sphere, which requires revision and improvement. This pertains to the questions of formation of the territories of traditional management of natural resources, maintenance and modification of their boundaries, establishment of the special protection regime in the federal law, etc. The scientific novelty lies in the fact that the adopted simplified procedure for providing entrepreneurs who are residents of the Arctic Zone with land plots aimed at expansion of the development of natural resources of the Arctic, may negatively affect the status of lands and overall fragile environment of the Arctic Zone, and thus, lead to infringement upon the interests of the local population, including the indigenous peoples. The author formulates a number of recommendations for the improvement of legislation, among which is the amendments to the Paragraph 2 of the Article 39.34 of the Land Code of the Russian Federation on the establishment of highly restricted cases of termination of permits using the land plots by the indigenous small-numbered peoples.

The study focuses on long-term migration in the Arctic zone of the Russian Federation. The Arctic migration trends are very different from those observed in the rest of the Russian Federation. All attractive Arctic territories are washout ones, which means that people do not stay there forever. Migration trends in the Arctic are understudied, almost all demographic studies with a few exceptions have been carried out by regions of the Russian Federation. The analysis was based on the data from the Rosstat Database of indicators by municipal formations. We used indicators of population number, number of arrivals and departures by flows (migration in total, inter-regional, intra-regional, international) and by 69 municipalities that make up the Arctic zone of the Russian Federation. The purpose of the study is to show heterogeneity of the Arctic municipal formations and to develop a typology of the territories. The paper singles out the correlation between migration preferences of young people aged 15-19 years and the access to a university in the municipality. In general, the Arctic is unattractive for young people, and even the access to a university does not correlate with migration growth in all cities, except for Arkhangelsk. We have discovered which territories are the most attractive for different age groups of migrants. This information is important for territorial development strategies. Based on the research results, we can identify several important trends: concentration of population in big multi-profile cities, depopulation of inter-city territories, symmetry of economic and migration attractiveness of the region, relative stability of already developed territories with rather favorable natural and climatic conditions.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
