Aim. To evaluate the state financial guarantees for providing medical care to prisoners of penitentiary institutions. Methods. The general assessment of actual state funding of penitentiary healthcare as well as the shares of separate sources in funding of penitentiary healthcare at facilities of Russian Federal Penitentiary Service. Results. The combined funding of penitentiary healthcare increased up to 3 861 568.7 thousands of rubles in 2011 (twofold compared to 2009). Per capita funding was equal to 3844.0 rubles per year per Russian Federal Penitentiary Service facilities prisoner - 2.34 times higher compared to 2009. Hence, despite the total funding increase, the handicap compared to national healthcare funding is still huge. Conclusion. The gained data provides a real-time picture of the penitentiary healthcare funding and is necessary for improvement of medical and sanitary services in the Russian Federal Penitentiary Service institutions.

The article analyzes the existing problems that impede the effective safety management of the flights of the air forces of the Armed Forces of the Russian Federation. As a result, this analysis revealed the contradiction between the need to build a safety management system and the lack of effective mechanisms for assessing the state of the aviation system and taking into account the influence of the human factor of aviation professionals on flight safety. The contradiction identified the need for developing a set of methods to estimate the actual state of the aviation system protection from the effects of threats associated with the human factor of flight personnel. A methodological apparatus was developed for assessing the security status of an aviation system against hazardous factors, which is based on applying a personality-oriented approach to assessing and managing the state of an aviation system. The method of assessing the state of flight safety allows you to quantify the state of protection of the crew-aircraft system from the impact of hazards caused by the personal factor of a particular pilot before the flight and to assess in near real-time the state of protection of the crew-aircraft system during the flight. The method of assessing the state of safety in aviation formation allows you to assess the status of safety during the organization and conduct of flights, taking into account the influence of the human factor of flight personnel in  near real time.

The article is devoted to the features of the organization and accounting of payment for medical care provided by medical institutions. The article highlights the trends in reforming the system of payment for medical care, which include the use of per capita payment based on the principles of Fund maintenance. The review of the current regulatory framework in the field of financial support of medical care was conducted. Based on the analysis of models of per capita financing of primary health care in the subjects of the Russian Federation, their insufficient focus on achieving final results is noted. The article deals with the organizational mechanism and accounting mechanism of payment for medical care in health care institutions.

The article analyses the directions and volumes of state financial support for the agricultural sector of Ukraine. The urgency of the problem is caused by the addition of the Cabinet of Minister’s of Ukraine Resolution «On approval of the Procedure for using funds provided in the state budget for financial support of agricultural producers» daed 08.02.2017 № 77 by Resolution dated 07.04.2021 № 315 and the corresponding expansion of state support, namely: development of stock-raising and processing of agricultural produce; financial support of development of farms; partial indemnification of cost of agricultural technique and equipment of home production; financial support of measures in an agroindustrial complex by reduction of prices of credits; financial support of development of gardening, viticulture and hopgrowing; grant to the domestic farms of additional financial support through the mechanism of additional charge in behalf on the insured persons – members/chairman of domestic farm of single payment on obligatory state social. The peculiarities of the state support mechanism for the agrarian sector have been researched in the part of functional and programmatic charges, financing of the programmes for period 2017-2020 and its general efficiency. The state of implementation of programmes of credit subsidies, support of farming, partial financing of purchase of equipment by regions has been revealed. According to the results of the correlation analysis, the closeness of the connection between the budget programs and the state of the agrarian economy in the part to which the expenditures of the State Budget of Ukraine are directed is described. Approaches to the redistribution of GDP through the budget have been clarified, according to the analysis of the industry’s contribution and the received funding. Based on the research for improving the mechanism of state support, the paradigm of state funding of the agricultural sector has been proposed as a scientific and methodological approach that allows to adjust the existing mechanism of subsidies, assess the effectiveness of support, improve monitoring and identify control points for budget use. The obtained data can be used while forming budgetary regional requests and forming the strategy for sustainable development of rural areas.

LANGUAGE NOTE | Document text in Chinese; abstract also in English.中國農村貧困地區衛生保健面臨籌資與組織等方面的問題,尤其是貧困地區經濟發展滯後,嚴重影響了衛生保健需求的購買力,因而形成了因病致貧和因貧致病的惡性循環,嚴重阻礙着生產力的發展。儘管貧困地區的政府對衛生保健的投資力度不大,但衛生資源的利用極不充分,表現為人力過剩,業務量不足,設備閑置。調查中發現,貧困地區農民在煙酒、求神拜佛、請客送禮等方面的開支甚大,故仍存在保健籌資的潛力。在保健制度方面,合作醫療比例不大,婦幼保償制和免疫保償制覆蓋面低,病人流向在不同保健制度之間差別較大。調查中發現,經濟與保健有着雙向互制作用。衛生保健應與經濟發展同步。政府應承擔發展保健事業的主要責任,加大對保健的投入,引導農民調整消費結構,改善籌資環境,普及健康教育,同時採取分步到位的辦法,逐步建立合作性質的保健制度,並建立相應的法規。Approximately sixty million Chinese people live in China's poverty-stricken rural areas (annual income per capita is lower than 400 Chinese yuan, or US $50). Most people in these areas do not have any level of health insurance. About 72.6% of the individuals who need to visit physicians are not unable to do so because of financial difficulties. The death rate of newborns is as high as 10%. Many households are caught up in a vicious circle: they contract disease because of poverty, and they become poor because of disease.It is vitally important to establish a basic level of health care insurance for these people. According to our investigation and calculation, it requires about 18 hundred million Chinese yuan per year in total (based on medical prices in 1993) to provide a minimum amount of health care for these people, including four prenatal care visits and delivery service, vaccine shots for children (thirteen times total for every child before the age of 13), and basic medical care (including three clinic visits and half a day hospitalization per capita per year). In our investigation, most people in these areas support such a plan for basic health care insurance and express their willingness to pay part of premium.Currently, the average health care spending per capita per year in these areas is 17.40 yuan, or 3.75% of the annual income per capita. Accordingly, there should be no serious difficulty for everyone to pay 2.50% of their annual income for health insurance, except for those whose annual income is lower than 200 yuan. In addition, our investigation found that about 28% of the average household expenditures in these areas are spent for tobacco and liquor. Individuals can be encouraged to save this type of spending for their medical care. Currently, from individual premiums (2.50% of annual income), particular funds from villages and towns, and special government financial subsidies, the total amount of funding can reach about 10 hundred million yuan yearly. In order to obtain 18 hundred million yuan as required, about 8 hundred million yuan a year needs to be raised.China used to attempt to provide basic medical care for people by way of providing financial support to health care providers, i.e., hospitals and clinics, so that they could offer cheap medical care for patients. This has not turned out to be a good strategy. The government should, instead, directly provide financial support to health care recipients, especially those living in poverty-stricken rural areas, so that they will financially be able to set up basic health care insurance for themselves. Subject. This article discusses the issues of innovative and digital development of the economy. Objectives. The article aims to justify the benefits of cluster cooperation and networking between different structures. Methods. For the study, we used systems, logical, structural, and comparative analyses, generalization and statistical methods, and the cluster-network and institutional approaches. Results. The article substantiates the role and position of small business in the innovation development of the Sverdlovsk Oblast and identifies trends of innovation and digital advancement. Conclusions. The cluster theory, supplemented with the Triple Helix concept, can be a basis for rationale for effective ways of integrating economic agents. Small innovative business has significant potential for sustainability, but it needs additional financial support from the State.

This research is interested in studying the reality of translation from Hebrew to Arabic, especially the translation of novels. The research relied on translated and published novels, from certain publishing houses, and it includes about 29 novels translated from Hebrew to Arabic. The first translation in this field was Ahavat Zion )loving Zion(, a novel by Abraham Mapu (1808-1867), translated by Salim Al-Dawoodi, and published by the Al-khidewiah Press in Cairo in 1899. Translations from Hebrew to, and vice versa, had Flourished after the establishment of the State of Israel, in particular after 1967 War, and resumed after the peace agreement with Israel. The largest wave of such translations was carried out in newspapers, magazines and academic research in part. The eighties and nineties of the last century were a period of translation activity in regard of partial translations in newspapers. The numbers of translations of full novels published so far have not exceeded thirty in most cases, and the number of translations published in Israel is approximate to the translations published in the Arab countries. The trends of novels that were translated inside Israel were of specific trends, and the translated works that were chosen were initiated, encouraged, and financed by organizations supported by the Israeli establishment. In addition, the translators also had a role in choosing the translated novels into Arabic to obtain financial support. As for the translated Hebrew works in the Arab countries, their focus was on the conditions and sufferings of the Israelis from Arab descent in Israel, and on the failure of Zionism and the issues of existential anxiety the Israelis are experiencing.

Real-time monitoring of the economy is based on activity indicators that show regular patterns such as trends, seasonality and business cycles. However, parametric and non-parametric methods for signal extraction produce revisions at the end of the sample, and the arrival of new data makes it difficult to assess the state of the economy. In this paper, we compare two signal extraction procedures: Circulant Singular Spectral Analysis, CiSSA, a non-parametric technique in which we can extract components associated with desired frequencies, and a parametric method based on ARIMA modelling. Through a set of simulations, we show that the magnitude of the revisions produced by CiSSA converges to zero quicker, and it is smaller than that of the alternative procedure.

Abstract The modeling of counter-current leaching plant (CCLP) in Koryo Extract Production is presented in this paper. Koryo medicine is a natural physic to be used for a diet and the medical care. The counter-current leaching method is mainly used for producing Koryo medicine. The purpose of the modeling in the previous works is to indicate the concentration distributions, and not to describe the model for the process control. In literature, there are no nearly the papers for modeling CCLP and especially not the presence of papers that have described the issue for extracting the effective components from the Koryo medicinal materials. First, this paper presents that CCLP can be shown like the equivalent process consisting of two tanks, where there is a shaking apparatus, respectively. It allows leachate to flow between two tanks. Then, this paper presents the principle model for CCLP and the state space model on based it. The accuracy of the model has been verified from experiments made at CCLP in the Koryo Extract Production at the Gang Gyi Koryo Manufacture Factory.
