The Council of People's Commissars of the RSFSR issued a decree on the training of medical personnel on the basis of the report of the NKZ on August 22/XIII (Izvestia of August 28). In this decree, after indicating that the transfer of medical and pharmaceutical educational institutions to the NKZ contributed to a number of achievements, it is decided: 1) a significant increase in the enrollment of students in 1932, the opening of new medical institutes and a medical pharmacist. technical schools; 2) introduction of correspondence training of doctors and average medical staff, at least 4 thousand doctors and 15 thousand average staff; 3) to put secondary medical education in such a way that it serves as a corresponding transition to higher education; 4) to put the training of physical education doctors on a wide scale; 5) to improve the teaching of sanitary and hygienic disciplines in Medical schools; 6) to open a pharmaceutical faculty at the Perm Medical Institute; 7) to bring the time of industrial practice in Medical Schools to 50% of the total time, ensuring the payment of teachers for the management of industrial practice; 8) develop measures to improve pedagogical qualifications and Marxist-Leninist education of teachers of Medical institutes and Medical schools, as well as develop a system of short-term training of teachers of theoretical disciplines (physics, chemistry, etc.), releasing appropriate allocations; 9) increase the content of graduate students for 1932 to 1300 people. for medical schools and up to 700 people. on Teach, Internet.; 10) to provide in 1932 the necessary allocations for the construction of educational institutions. institutions and dormitories; P) to urgently improve the housing conditions of graduate students, both by building special dormitories and by allocating places in student dormitories; 12) to ensure the publication of new training manuals; 13) to work out the issue of the professional and legal status of the average medical staff;.. 14) organize special preparatory departments, as well as national groups at the faculty to maximize the involvement of students from national minorities.

The tremendous shifts in production relations in the country, both in the field of its industrialization and in the socialist sector of agriculture, have called for ambitious plans for the socialist reconstruction of health care. By the end of the five-year plan, you need to have approximately 60 thousand medical personnel, about 140 thousand nursing staff. And not only doctors and medical staff, not only who received medical education in general, but practical specialists in the field of medicine and health care. This led to a grandiose restructuring of the entire medical education, to the transfer of medical universities and medical schools to the health authorities with a close connection of the new curriculum with the production itself. In other places (see "On the front of health care", No. 4, 1930, "Soviet doctor", 1930 and "Medical business", 1930) I dwelt in detail on how this reform of medical education would affect the state improvement of doctors, and tried to show that the new installation of medical universities and the new huge tasks facing the health authorities in connection with the unprecedented growth of cultural needs of the masses not only does not diminish, but significantly increases the importance of institutions with the task of raising the qualifications of a Soviet doctor

As a part of dissertaion research entitled “Developing A Model Of Business English Teaching Material For Students Of Politeknik Negeri Padang”. This article tells about the needs of Business English in workplaces from the graduate students persperctive. The information gottten can be used as inputs is designing Business English curriculum which in based on Link and Match concept between the needs of workplaces and educational institutions. A survey was done by spreading online questionnaires by using Google drive to the graduates of accounting department, who work for some companies in Indonesia. By using descriptive analysis, finding of the research obtains an overview that four language skills (speaking, listening, reading, and writing) are very impportant in business communication. It menas that they must be taught in Business English class. Next, it is also obtained that grammar, vocabulary, pronounciation, and translation are also very important to be taughy. Besides, this study can determine some business topics that are needed for Business English class.

Abstract Background During the outbreak of new coronavirus pneumonia, many hospitals in China became the designated hospitals for the treatment of new coronavirus pneumonia. The goal was to develop rapid and effective prevention and control methods for blood purification centers. Research design and methods The medical department, hospital department, nursing department, and blood purification center jointly set up a multi-department integrated COVID-19 prevention and control management team to manage the blood purification center. The efforts included the establishment of the continuous renal replacement therapy (CRRT) team for COVID-19, the integrated training and assessment of medical personnel, the integrated education of patients and their families, and the integrated management of the workflow of the hemodialysis room. Results No infected persons, including medical staff, patients, and their families, have been found in the dialysis center. After multi-departmental integrated training, the theoretical performance of medical staff in our dialysis center has increased from 82.36 ± 8.10 to 95.29 ± 4.95 (p < 0.05), and the unqualified rate dropped from 23.21 to 1.78% (p < 0.05). In addition, the three operational skills evaluation scores have also been significantly improved, from 86.00 ± 4.02, 88.01 ± 6.20, 92.01 ± 2.46 to 95.90 ± 0.30, 97.21 ± 0.87, 96.00 ± 1.00 (p < 0.01), and the passing rate from 80.36 to 100% (p < 0.05). Conclusion Medical staff’s knowledge of novel coronavirus pneumonia prevention and control can be improved by multi-sectoral integrated management, and CRRT treatment of COVID-19 patients is effective.

The article discusses the features of the influence of the design features of the modular hospital building on the observance of the temperature regime necessary for the comfortable work of medical personnel and the placement of patients. The author concludes that Modular Design can provide an energy efficient and convenient solution to the urgent need for additional hospital beds. However, evidence from this study suggests that better ventilation systems are needed if such buildings are to provide a safe and comfortable summer environment for patients and medical staff.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

Based on different concepts of nation-states, the article tries to demonstrate through the analysis of decisions of national courts that despite the same wording of the constitutional text, supreme and constitutional courts may come to totally differing conclusions in light of the constitutional history and doctrine of the respective country. The first part of the article gives an overview on case-law denying effective participation through non-recognition of ethnic diversity as a legal category, for instance through the ban of the formation of political parties along ethnic lines or through interpretative preemption of the legal status of minority groups. The second part of the article gives an overview of various legal mechanisms in order to enable, support, or even guarantee the representation and process-oriented effective participation of minorities in elected bodies, such as exemptions from threshold requirements in elections or reserved seats in parliament, and through cultural and territorial self-government regimes in those constitutional systems which legally recognize ethnic diversity. Nevertheless, the case-law demonstrates how difficult it remains to reconcile the notion of "effectiveness" with a positivistic and formal-reductionist understanding of terms such as equality, sovereignty, people or nation. The Lund Recommendations have served as an important guideline for a new, "communitarian" understanding of "effective" participation so that the author argues in conclusion that it requires more intra- and inter-disciplinary dialogue between law, politics and (legal) philosophy as well as between national and international minority protection mechanisms to "constitutionalize" this philosophy.

Material and methods. Questionnaire survey for the estimation of the Quality of life was done in 796 students. 419 students of Arkhangelsk State Medical Institute were tested in 1979-1984, including 205 males and 214 females with an average age of 22.2; 203 students of higher educational institutions of Severodvinsk in 1998-2005 including 85 males and 118 females with average age of 18.7; 173 students of M.V. Lomonosov Northern (Arctic) Federal University (Arkhangelsk and Severodvinsk) including 85 males and 88 females with average age of 19.5. Meaningfulness of differences in studied indices is calculated using Fisher’s exact test. Results. The decline in quality of life and lifestyle indices (dissatisfaction with living conditions, food quality, summer holidays) in 1998-2005 is shown in comparison to 1979-1984 period; in 2014-2015 they significantly increased. Nevertheless, no more than half of the respondents (45%-34%-53%) characterize their diet as adequate and regular. Increase in adherence to healthy lifestyle in modern students is noted: relatively large amount of them regularly takes exercises (10%-13%-39%), toughens up (8%-4%-9%), swim a lot in natural bodies of water (20%-15%-23%), never consume alcohol (12% -13% -35% of males 30%-5%-30% of females). However the proportion of smoking students has increased compared to the first stage of research (57%-70%-65% of males and 6%-75%-53% of females), and the proportion of those toughening themselves up regularly doesn’t exceed 9%. An increase in the number of students with no chronic diseases is shown. More students have complaints about precardialgia while complaints about gastrointestinal dysfunction and headaches became less frequent. Majority of the students are satisfied with their lives. Almost half of the respondents noted good mood as a predominant one.

The aim of work was the objective coverage of the 1930s events, associated with the opening of Medical Institute in Voroshilov (Stavropol), revealing the background of its creation, analysis of the problems accompanying decision implementation. Using the comparative analysis method in the archival sources study common trends and patterns of regional development and their cause and effect relationships, which contributed to pauses in the university organization, were identified. The main prerequisites for the institute creation were general tendency to increase the medical schools number in the country to provide the population with medical staff of expanding network of health care institutions; regional features, reflected in the fact that the Stavropol was one of the major administrative, cultural and scientific centers in the region, which had a favorable equidistant position from the cities with already existing medical schools. In addition to that, Voroshilov Medical Institute was not established on the basis of the department or by already established institution transfer to the city, as it has been originally planned by the RSFSR Council of People’s Commissars. Although the decision to open a medical school in Stavropol has been made, the city did not have the necessary areas for its placement. Local authorities petitions on medical school establishment were of adventurous nature, the measures they took were not implemented in time. The university organization proceeded in difficult conditions: academic buildings, dormitories for students and teachers were lacking; premises surrender to medical institute from other organizations was delayed for objective reasons. Thanks to the university administration persistent efforts, with the higher authorities support Medical Institute was opened and began its work. We can not say that with the opening of the Institute the stage of its organization was completed as abovementioned problems had to be solved in the future. Otherwise, liquidation threatened to the university.
