In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. The paper provides evidence on the implementation of China’s trade commitments into its institutional and legal environment, which influenced its agricultural trade. The contribution to the trade balance index and the revealed comparative advantage index are used for the identification of changes in China’s export competitiveness in agricultural products between 2001 and 2015. The World Trade Organization (WTO) trade liberalisation, followed by changes in the structure of economy, contributed to China building a trade deficit in the area of the agricultural products and losing competitiveness in some products. China gradually liberalised its agricultural trade in compliance with the WTO commitments. However, relatively high protection or state regulation of the domestic market has remained in products that China exports with a revealed comparative disadvantage. The existence of the state trading can also have a negative impact on the results of China’s revealed comparative advantage in its exports of agricultural products.

Emphasis has been made on some regions (CIS, Africa, Latin America) where activities are intensified. The effectiveness of the existing system of military-technical cooperation of Russia and particular aspects of its functioning are evaluated.

The study aimed to reveal the competitiveness of the world dried sector for some selected products such as dried apples, prunes, apricots, figs, and grapes. In the study, the data was subjected to the Revealed Comparative Advantage (RCA), Relative Export Advantage (RXA), Relative Import Advantage (RMA), Relative Trade Advantage (RTA) and Relative Competitiveness (RC) indices. RCA is an index developed by Balassa to determine the competitiveness of a specific country for selected products or goods. To demonstrate the economic outlook for the world dried sector, the 2007 to 2017 data of China, USA, Chile, Germany, Iran, the Netherlands, South Africa, France, Uzbekistan, Argentina, Spain, Turkey, and India were compared, these countries dominating the sector of selected dried agricultural products. The results demonstrated that the world dried sector is very responsive to economic crises and to local currency rate. The RCA index was found to be 4.66 in 2007 for Turkey and it decreased to 4.45 by 2009 during the world economic crisis. The other breaking point was 2013 when Turkey experienced both economic and political crises.

Abstract The use of pesticides such as aluminium phosphide (AlP) has increased in the recent years and improved the quantity and quality of agricultural products in a number of developing countries. The downside is that AlP causes severe chronic and acute health effects that have reached major proportions in countries such as India, Iran, Bangladesh, and Jordan. Nearly 300,000 people die due to pesticide poisoning in the world every year. Poisoning with AlP accounts for many of these deaths. Unfortunately, at the same time, there is no standard treatment for it. The aim of this article is to give a brief review of AlP poisoning and propose a treatment flowchart based on the knowledge gained so far. For this purpose we reviewed all articles on the management of AlP poisoning published from 2000 till now. Using a modified Delphi design, we have designed a handy flowchart that could be used as a guide for AlP poisoning management of patients in emergency centres.

The article uses the methodology of systemic global analysis and the theory of systemic cycles of capital accumulation to argue that we are now at a turning point of the modern era in connection with the unfolding change in the dominant world economic order. Based on the methodological approach, within the framework of which there is a hegemonic country and the rest of the world, the forecast regarding the forthcoming multipolarity of the world economy is rejected. Various stages of capital and financial expansion with their inherent, respectively, dirigistic and liberal models of state regulation of the economy are compared to each other. A chronological overview of the Spanish-Genoese, Dutch, British, American and Asian accumulation cycles is presented. The patterns of their change in the course of the formation of new technological structures are revealed. The place of Russia in the process of natural evolution of world economic structures is also identified. The objective and subjective reasons for the longterm hegemony of the United States, as well as factors of the upcoming completion of the American cycle of capital accumulation in the foreseeable future, are revealed. The author outlines the tactics employed by the American authorities to counteract the objective hegemonic cycles. The reasons for the movement of the center of the world economy to the East Asian region are revealed, with the justification of the need for a natural inclusion of Russia in the functioning of the Asian world economic order.

The main purpose of the article was to assess the regionalization of agricultural production in the world and the changes occurring in this aspect. The article presents the concentration level of agricultural production in the world by continent. The source of materials was data from FAOSTAT. The research period covered the years 2004 - 2016. In the analyzed period, the value of gross agricultural production doubled. Various trends were observed within the period studied. In the years 2004-2010, in all regions of the world, there was an increase in gross production of agriculture, while in the period 2010-2016 only in two – North America and Asia. It was noted that there was a high concentration of agricultural production, mainly concentrated in Asia and Europe. In the analyzed period, there was a relative increase in the share of agricultural production in Asia and South America as compared to other regions. Individual groups of agricultural products, such as cereals and animal production, were also analyzed. In both cases, concentration was different. The pace of concentration in animal production was higher than in plant production.

Problems of state regulation of agriculture in Ukraine are analyzed. It is shown that all problems will be solved automatically in the initial stages of agricultural reform on a market basis. It was believed that market levers operate automatically. Without the established agricultural market and its infrastructure, the liberalization of economic activity has only exacerbated the problems. In the following periods, regulatory acts were aimed at solving certain problems without defining strategic goals for agricultural development. The efforts of state agricultural management bodies are aimed at bringing regulatory policy closer to the model used in the European Union. Similar approaches are often copied without regard for the state of agriculture in Ukraine and the level of market relations. A feature of agriculture in Ukraine is the inadequate level of infrastructure of the agricultural market. Because of this, prices for agricultural products are not generated by the market, but they are formed under the monopoly influence of certain structures. Prices are very variable. It is very difficult for manufacturers to adapt to such prices. In such conditions, especially large business entities are developing rapidly. Their activities are aimed at bringing products to foreign markets where prices are more stable. State farm support programs do not provide the necessary results. There are not natural processes of transformation personal farms into commodity farms. It is proposed that the state regulatory policy can be aimed at creating self-regulatory economic systems in which prices would be formed to all participants in market relations without direct state influence. It is acceptable to organize product processing and branded trade in sales cooperatives. The need to expand the functions of wholesale markets for agricultural products is substantiated. It is expedient to direct the funds of state support for wholesale markets for agricultural products to establish branches of these markets. They would provide transport services to small producers, store products, at the direction of the owners, organize auctions. This will ensure the overcoming of isolation from market relations of small businesses, their production of competitive products.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.
