Kirov Military Medical Academy (from 1975 to 1982), Chairman of the State medical Commission for selection of cosmonauts, Chairman of the State Commission for the preparation and launch of a series of biosatellites Cosmos, co-chair of the subgroup Space medicine joint Soviet-American working group on space exploration (1988-1991), member of the International Academy of Astronautics, a member of the fighting in Afghanistan, Chevalier of the order of the red Star, For service to Motherland in the Union of Soviet Socialist Republics Armed forces III degree, and numerous medals, veteran of the Armed forces of the Russian Federation, honorary doctor of the State research and testing Institute of the Ministry of defense of the Russian Federation (aviation and space medicine) and honorary Professor of the Voronezh N.N. The article reviews creation of the departmental archive of the National Commissariat of the Navy (1937) and its functioning to this day. ‘The Statute of the Branch of the Central Archive of the Ministry of Defense of the Russian Federation (Archive of Navy)’ was adopted on February 20, 2013. According to this document the Archive of Navy became a subdivision of the Central Archive of the Ministry of Defense, deployed separately and functioning independently. The departmental archive began its acquisition in September 1940. Satisfactory execution of functions by Archive was impeded by multiple changes in the structure of the Directorate of the Peoples’ Commissariat of the Navy, which complicated processing of documents entering the storage. Tasks of the Archive were reduced to the following: to control files condition and document destruction; to compile lists of documents with terms of their storage; to inspect the state of archiving in the Navy; to advise archives and records management offices of central directorates (departments) of the Peoples’ Commissariat of the Navy on formation and registration of files and their transfer to archive; to enter documents of the central directorates (departments) on storage; to track and safeguard documents. On the eve the Great Patriotic War transfer of document from fleet, flotillas, and naval bases was in its initial stage. The first months of the Great Patriotic War prompted evacuation of archival fonds from Moscow to Ulyanovsk (August 1941). By January 1945 these numbered 26550 files and 1234 bags of unsorted documents. At the end of war the Archive was relocated from Ulyanovsk to Leningrad, and then to Kronstadt (1947). In 1950s the Archive continued moving to new places — to Pushkin, to Leningrad, to Gatchina (1961). The fonds of the Archive store unique documents of the Peoples’ Commissariat and Ministry of the Navy, governing bodies under the Commander-In-Chief of the Navy, research establishments, Navy schools, river flotillas, materials on ships and submarines, air force, marines, coastal and anti-aircraft defense, rear, hydrographic, medical and sanitary, and other services. Of great interest for researchers are documents of the General Staff of the Navy.

The article raises the issue of state sovereignty in a federal state and reveals its legal nature. The authors draw attention to the diversity of approaches to the concept and essence of sovereignty, reveal its correlation with related categories, describe the concepts of unity and divisibility of state sovereignty. The paper proves that sovereignty is not a quantitative, but a qualitative characteristic of a state, which is either present or not. The authors substantiate the exclusive possession of state sovereignty by the Russian Federation. Based on the analysis of the doctrinal, regulatory sources and the practice of the Constitutional Court of the Russian Federation, the authors show that the Russian constitutional model explicitly outlines the principle of solid and indivisible state sovereignty spreading throughout the whole territory of the Russian Federation. Recognition of the principle of state sovereignty of Russia presupposes a clear definition of the scope of rights that the Federation should possess in order for its sovereignty to be ensured. The article examines the main features of the state sovereignty of Russia enshrined in the Constitution of the Russian Federation, among which are the supremacy of federal law over the law of the subjects of the Federation, the inviolability of borders and territorial integrity, the unity of the economic space, fiscal, banking and monetary systems, common army (Armed Forces), the right of the state to protect its sovereignty and rights of citizens. Despite the unequivocal decision on the integrity of state sovereignty of the Russian Federation expressed the Constitution of the Russian Federation and by the Constitutional Court of the Russian Federation, this fundamental principle is not completely ensured since the idea of the sovereignty of the republics as components of Russia continues to retain its potential threat to Russian federalism, taking into account the provisions of Art. 73 of the Constitution of the Russian Federation that provide for the full state power of the constituent entities of the Russian Federation

Modern automotive engineering is closely related to the implementation of information systems. In automobile transport, the range of such developments is considerably wide: from driver assistance systems (ADAS — Advanced Driver Assistance System) to full autopilot systems. The article provides a brief overview of the state of the problem and presents the main directions of development of the State Research Center of the Russian Federation FSUE “NAMI” in the field of ADAS and highly automated (unmanned) vehicles. Descriptions of on-board vehicle systems of a high level of automation are given developed by the State Research Center of the Russian Federation FSUE “NAMI” with the participation of manufacturers. The article also describes the key technologies of machine vision systems, test sites for highly automated vehicles.

In the article, the authors disclose the impact of the crisis caused by the pandemic of the coronavirus COVID-19 on the activities of the armed forces of foreign armies, including the Armed Forces of the Russian Federation to carry out defense tasks. A detailed analysis of the ability of the armed forces to withstand a new coronavirus infection and to help neutralize it both domestically and in the international arena is presented. Separately, the issue of managing forces, means and resources under these conditions was considered and a list of additional requirements for the state and military command and control system in the interests of neutralizing the pandemic was proposed.

Abstract The article reviews issues related to the use of the Armed Forces of Ukraine in the anti-terrorist operation (ATO) in eastern Ukraine (2014-2018), which became a form of repel and deterrence of Russian aggression, began in Crimea in February 2014 and subsequently continued in eastern regions of Ukraine. According to the nature and consequences of hostilities, the Russian-Ukrainian armed conflict is divided into initial and two main periods, within which a number of stages are defined, distinguished qualitatively in the nature and content of hostilities. The article shows how this affected the change of forms of the Armed Forces of Ukraine employment in the anti-terrorist operation. During the initial (Crimean) period, units and subdivisions of the Ukrainian army were not actually used to repel hybrid aggression of the Russian Federation, but later, when the Russian leadership began using a similar scenario of aggression in the eastern regions of Ukraine, the state responded with the armed fight. The authors believe that despite the swiftness of the first period, its events were characterized by frequent changes in the use of the Armed Forces of Ukraine - from patrolling and guarding important facilities to offensive, raid and search operations. The second period, according to the authors, was characterized by the conduct of the Ukrainian army’s defensive actions with the active use of maneuvers in various dangerous areas.

Plans of Russia to return on the international arena as a strategic power effect the aggressive foreign policy including military engagements into local conflicts all over the world. Modern armed forces is a necessary tool of such activities. The Russian Federa-tion successively increases the financial as-sets for development, production and supplies of the ordnance in the frame of the State Armament Programs (SAP) to provide efficient operation of the army. Currently two state armament programs exist in the Russian Federation: the first prepared for years 2011–2020 (SAP- 2020) and second for years 2018-2025 (SAP-2025). The two plans are complementary and the funds not used by SAP-2020 will be shifted to SAP-2025.

The epidemiological situation for acute respiratory diseases, chickenpox, meningococcal infection in the garrisons, as well as in the whole regions of Russia, is unstable. Group and flash morbidity are registered, which determines the relevance of this pathology. Diseases of the X class occupy a leading position in the structure of the overall morbidity, both among conscripts and contract soldiers. The prevalence of infectious diseases in the structure of morbidity of servicemen of the armed forces of the Russian Federation is due to the combined effect of factors of communal and domestic arrangement and military labor. The article summarizes the experience of organizational, methodological and practical work of doctors- specialists of strengthening the staff of the Department of infectious diseases of the Military Medical Academy. S.M. Kirov in the organization of medical-evacuation support of patients with infectious diseases in military units (training centers) and military medical organizations of the military districts (Northern Fleet) in the context of daily activities of troops (forces) in the period of the seasonal rise of morbidity. The problematic issues of the organization of medical and evacuation support of infectious patients, the task of improving the level of work as a medical service (especially pre-hospital level) and doctors- specialists strengthening groups to prevent the spread of infectious diseases among the personnel. It is established that the level of General morbidity increased during the analyzed period, mainly due to respiratory diseases. In the structure of infectious diseases, the most relevant are adenovirus diseases, chickenpox, meningococcal infection. Currently, in the military units (training centers) of the armed forces of the Russian Federation, there is no single guide (position) for the organization of additional (non-standard) insulator. The order of actions of commanders (chiefs) on the organization of its deployment and functioning is not defined.
