Of course, even one case should make us think about the shortcomings in the methods of physical education and sports, and in the absence of timely provision of medical care

The results of research of feeding, physical training and medical care of the teenagers who are trained in the establishments of primary professional education are presented. It is established that the hygienic assessment on an indicator “the characteristic of beading” is reflected by UNPO in percentage compliance to standard sizes which fluctuate from 20% to 78%. In the majority of UNPO the equipment of medical offices doesn’t conform to standard requirements. In many UNPO there is a faulty sports equipment, work on physical culture with pupils preparatory and special medical groups isn’t organized.

The article presents the results of a sociological survey of parents of children aged 3-5 years in the regions of the Russian Federation to determine individual needs (motivation) in conditions for physical culture and sports. A detailed study of the issue of physical education of children aged 3 to 5 years made it possible to determine its impact on the demographic situation, as well as to highlight the main problems of involving children in activities related to physical development and to establish the main reasons that impede physical education and sports. It has been determined that physical education of children in Russia aged 3-5 years is advisable to be carried out systematically, using a complex of programs that takes into account the needs of the child under his age, providing for the organization of sports and entertainment events and compliance with sanitary and hygienic standards.

Introduction. Physical training is the most important element of the combat readiness of the troops, its goals and objectives are defined by the Manual on Physical Training in the Armed Forces of the Russian Federation. The solution of these tasks should contribute to the formation of military personnel's readiness to endure extreme physical and mental stress during the preparation and conduct of combat operations. Comprehensive provision of physical training in the troops requires the hard work of various services, including the medical service.The purpose of the study. Identify problematic issues of medical support for physical training and sports events in the Armed Forces of the Russian Federation and identify ways to solve them.Materials and methods. The article uses the materials of the work of medical and nursing teams in the medical provision of physical training of units of the Southern Military District from 2016 to 2019. Additionally, the data of an in-depth medical examination of the personnel of some units of the district subordination for 2018 were used.Results and discussion. When analyzing the work of visiting medical and nursing teams during the medical support of passing the standards for physical training, a number of problematic issues were identified. First, there are always military personnel who regularly do not engage in physical training and during the delivery of standards make excessive efforts and work at the limit of their capabilities. Secondly, some exercises are very dangerous, either in terms of injuries or the likelihood of developing complications from the cardiovascular system. All this applies to the medical support of the competition. As an example, the championship of the Armed Forces of the Russian Federation in fire and rescue sports, held from 3 to 6 September 2019 in Rostov-on-Don on the territory of the garrison fire brigade, is given. The program of the competition included passing the obstacle course, climbing the training tower, extinguishing the fire, etc., all very traumatic. Therefore, for the medical support of these competitions, a medical and nursing team of the resuscitation profile was allocated on a reanimobile with specialized stowage, respiratory and oxygen equipment.Conclusion. It is necessary to strictly monitor the correctness of the definition of the group of physical training and the gradual increase in physical activity in order to avoid complications and further progression of diseases or even deaths in military personnel. It is impossible to approach formally the conduct of an in-depth medical examination of military personnel.

This article discusses the main issues of legislative and legal aspects of the provision of primary health care, emergency, including specialized medical care to foreign citizens who are studding in state, municipal and non-state organizations of higher education of the Russian Federation on various programs. The paper comprehensively analyzes the legal nuances of medical support for foreign students compared to their Russian counterparts. The rights and obligations of foreign citizens studying in Russian universities, as well as the possibilities for them to receive full medical care in the Russian Federation are described in detail and step by step. According to the results of the analysis, the authors propose a number of measures for the possibility of equal medical care for foreign students in relation to their Russian colleagues. The analysis was based on regulatory documentation on this topic.

Introduction.. The main purpose of pre-university educational institutions of the Ministry of Defence ofRussia, e.g. Suvorov Military Schools, Nakhimov Naval Schools, presidential schools and cadet corps, is to educate graduates, who are highly motivated and sufficiently prepared for military vocational activities, including graduates’ general physical fitness. Successful performance of the task is complicated by the fact that educational process in such organisations has a general educational orientation, which is common for the entire system of school education. However, it is obvious that the specifics of the mission of preuniversity educational institutions of the Ministry of Defence of the Russian Federation requires more intensive physical activities, which improve health and increase physical endurance of students, taking into account their age-specific physiological characteristics. In this regard, it is necessary to develop a variable methodological block as a supplement to an invariant part of the main programme of physical culture, which will be aimed at stimulating the development of motor and power capabilities, skills and professionally significant qualities of future military personnel.The aim of the research was to select and scientifically justify the introduction of appropriate and effective means for high-school students’ physical education in pre-university educational institutions of the Ministry of Defence ofRussia.Methodology and research methods. To identify the appropriate ways of solution of the problems of profile physical education of potential officers at the stage pre-professional development, the methodological framework was based on the theory of physical culture and sport, individually-modular approach to the development of the system of professional and applied physical training, its principles and regularities, conceptual provisions of health preservation in adolescence and youth. In the course of the research, the authors thoroughly studied the scientific and methodological sources, regulatory and legal base of the organisation of educational process, questions of its planning and control of all forms and activities of students’ physical training in military schools. The following methods were applied: interview, pedagogical observation, questionnaire survey, technique of entrance and final testing of selection of the research participants, formative experi ment, monitoring, comparative analysis and systematisation of indicators (resultant scores) of sports achievements of examinees. Experimental data were processed by the methods of mathematical statistics.Results and scientific novelty. The selection of means of physical training in pre-university all-service military and naval educational institutions was made on the basis of theoretical and statistical material of analytical review and collected empirical data and pedagogical experience in 17 pre-university educational institutions of the Ministry of Defence of Russia (n = 607). The list of the most productive means is made. The quantitative ratio of military-applied methods, which positively influence the system of physical training in the 10th-11th grades, is established. The pilot testing showed that systematic use of special training exercises of military-applied orientation significantly improves the indicators of physical training of students. The analysis of students’ questionnaires before and after the experiment revealed strengthening of students’ moral stability, growing interest in military science and motivation to studying of an applied training material, as well as significant increase in the number of applicants seeking to continue their training in higher educational institutions of the Ministry of Defence of the Russian Federation and to dedicate their lives to military service. The proposals and practical recommendations on purposeful introduction of complexes of specialised physical exercises and elements of disciplines of military-applied sports to educational process are formulated.Practical significance. The results of the research can be employed to plan and organise physical training of high-school students of pre-university educational institutions of the Ministry of Defence ofRussia as additional programme and methodological support at the initial stage of military-applied physical training of future military specialists.

Relevance. Currently, the solution to the problem of medical support for troops (forces) and the population during the liquidation of the health consequences of emergencies by forces and means of the medical service of the Armed Forces of the Russian Federation does not lose its relevance.Intention. The system-morphological method to create a multidimensional morphological matrix with the corresponding morphological features and develop solutions to the problem of medical support in responding to the health consequences of emergencies.Methodology. The methodology of system-morphological analysis is presented, which allows creating alternative solutions. Variants of medical support for troops (forces) and the population were developed during the liquidation of the health consequences of emergency situations of a natural, technogenic and social nature: “Departmental”, “Interdepartmental”, “International”. In relation to each option, 9 indicators (criteria) are proposed: normative legal regulation; system controllability; complexity of organizing the system; resource (material) cost; staffing; the adequacy of medical care; efficiency; experience and innovation; autonomy of action. To achieve the goal of the study, the original MPRIORITY 1.0 dialog system (MY PRIORITY) was used which implements a method for analyzing hierarchies through repetitions (iterations).Results and Discussion. The results characterize each of the considered alternative options with an appropriate weight priority, and their preference is determined. During the first iteration, priorities were identified for a system of indicators and criteria that are characteristic for achieving a result with an emphasis on normative legal regulation of activities with its organizational structure and management system. In the second one, the priorities for the system of indicators and criteria were changed with a focus on the organization of medical care with the existing system of material and technical support, medical supply, as well as the proper level of training of medical personnel.Conclusion Proposals have been developed for the medical service of the Armed Forces of the Russian Federation, in particular for the Service for Disaster Medicine of the Ministry of Defense of Russia, on the organization of a medical support system for troops (forces) and the population during mitigation of the health consequences of emergencies.

Article is devoted to the analysis of the Order of the Russian Ministry of Health of 19.03.2020 № 198n (an edition of 29.04.2020) “About a temporary order of the organization of work of the medical organizations for implementation of measures for prevention and reduction of risk of spread of a new koronavirusny infection of COVID19” regarding formation of the temporary staff list of the division of the medical organization providing medical care to citizens with a koronavirusny infection of COVID-19 and also the requirement with the staff of this division. The criteria recommended by the Ministry of Health of the Russian Federation for determining the number of rates of medical workers in these divisions, requirements for medical workers of the division have been considered, a practical example of calculation of rates has been given.

В статье подробно изучены и проанализированы нормативно-правовые акты Российской Федерации, охраняющие жизнь и здоровье каждого человека, так как данные нормативно-правовые акты в такой же мере распространяются и на лиц, находящихся в местах лишения свободы. Актуальность данной проблемы, на наш взгляд, обусловлена тем, что в своей практической деятельности администрация учреждения часто сталкивается с вопросом такого характера. Это в свою очередь порождает ряд проблем современной УИС: медицинское обеспечение УИС, сокращение численности штата, плохо организованное сотрудничество с государственными медицинскими учреждениями, что также было рассмотрено в данной работе. Авторы, проанализировав вышеупомянутые пробелы в УИС, предложили свои пути решения, которые, по их мнению, позволят решить как основную проблему - организацию безопасных условий во время охраны осужденных и заключенных под стражу лиц в медицинских учреждениях, так и сопутствующие проблемы. In this work, the author examined in detail the problematic issues of organizing safe conditions during the protection of convicted and detained persons in state and municipal medical institutions. For this, the author thoroughly studied and analyzed the regulatory legal acts of the Russian Federation protecting the life and health of each person, since the data of the legal acts apply to persons in prison to the same extent. In my opinion, the problem of this article in prisons is relevant today, since in its practical activities the administration of the institution often faces a question of this nature. I believe that the relevance of this article gives rise to many gaps that are inherent in penal correction systems, such as: medical support of Penal System, downsizing, poorly organized cooperation with state medical institutions, which was also considered in this paper. Having analyzed the above-mentioned gaps inherent in the Penal System, the author proposed his own solutions, which, in his opinion, will solve both the main problem, the organization of safe conditions during the protection of convicted and detained persons in medical institutions, and related gaps in general.
