The article is part of a more detailed study of a linguistic laughing personality (homo ridens) in British literature within the framework of the theory of anthropocentrism. The results of the scientific literature analysis aimed at the study of the concept of “linguistic personality” and “laughing linguistic personality”, in particular, are presented. From a wide range of examples starting from Chaucer up to the present we have selected the brightest characters in the English literature represented by W. Shakespeare and B. Shaw to highlight the main characteristics of the communicative style of homo ridens behavior. The analysis of the development of the personality is provided and the ways of achieving humorous effect in the process of communication in humorous discourse are given. The main factors of influence (psychological, social, cultural, etc.) on the formation of a laughing communicative personality are highlighted. The perception, understanding and interpretation of the world are covered within humorous discourse. Particular attention is paid to the intentions of comedians to use high-quality intellectual humor not only to create a humorous effect, but also for a philosophical explanation of the basic realities and laws of being. Shakespearean fools characterized as highly intellectual communicative people tend to influence their humor on the ruler and, thus, to the development of consciousness of the nation as a whole. Both linguistic and extra-linguistic means of expressing opinion by a laughing personality are analyzed. The analysis of the ‘quality’ of English humor has been carried out in order to show the influence of English fools as mimetic personalities on the British society in general. The ability of the communicative personality of homo ridens within the norms adopted by society to clearly reflect the realities of life of their era in a humorous form is characterized that further allows us to analyze the identity of the British comedian in diachrony.

The article discusses the importance of using open educational resources (OER) and the need to use the technology for the development of speaking skills in the foreign language as well. The concept of OER first emerged in the 1990s and Open Educational Resources Movement announced in 2001 that MIT's entire course catalog was being put online and the project was going to be launched at the Massachusetts Institute of Technology in 2002. This technology has a number of advantages. For example, the use of OER provides free access to textbooks, allows maximizing time efficiently, increases the interest and motivation of students and helps teachers transform classes. However, it is difficult to deny the existence of some problems regarding OER. The main disadvantages include the quality of the educational resource and the lack of Internet access in all regions of the world. But shortcomings are a ‘temporary issue’ and in the future OER will be adapted in all countries of the world to a greater extent. It will be productive to develop foreign language speech skills using OER, since it allows students to acquire new knowledge more quickly and effectively. The developments of such skills will undoubtedly occurre directly as a result of the continuing use of various authentic materials and the frequent use of these materials by foreign language teachers in the classes is a topical issue. As a result, teachers may encounter problems related to lack of suitable language teaching materials. An important condition for solving the problem is the use of OER, which helps the teacher to develop students’ required skills in the learning process.

With the rapid development of information technology and the gradual expansion of education, the construction of campus information is accelerating. The use of information technology to promote teaching reform is an important idea for the current school education reform, it is to improve the quality of teaching specifi c measures, especially new requirements is needed for colleges and universities as they continue to expand enrollment and teaching resources. Way to make full use of limited resources, use more scientifi c management methods and teaching methods, improve work effi  ciency, ensure the quality of teaching, improve the eff ectiveness of running a school, has become an important subject of university research. The application of computer in teaching management is the key to realize the scientifi c and modern teaching management. To improve the quality of teaching, we must grasp the various teaching links. The examination is an important part for the students to test the eff ect of learning. Objective evaluation of the students as a means of curriculum construction is also an important part. In the school teaching work, the traditional test questions management is usually in the form of questions or test paper set, and design manually by teachers, which is large, and complex. The automatically generation system for test paper integrated the traditional manual volume, which solves a lot of problems, such as avoid unnecessary duplication of eff ort, saving the human resources and time; the use of scientifi c measures to evaluate and evaluate the diffi  culty of harmonizing papers, the eff ective quality of test papers; and a signifi cant reduction in the probability of missing errors in the test paper, reduce unnecessary trouble

The world over, some common factors have contributed to the emergence and growth of open educational resources. These can be to increase access to educational materials, to reduce the costs, to enhance the quality of educational content through working collaboratively, and to be used for capacity building and research. The WikiEducator project has been the foremost initiative to turn digital divide into digital dividends through free content and open networks. WikiEducator was established on 1 May 2006, and since then, it has grown a very big network of more than 66,700 registered WikiEducators. Learning4Content is one of the flagship initiative of WikiEducator providing free training for teachers. In this chapter, the author discusses building a vibrant and sustainable global community contributing to design, development, and delivery of free content for learning and providing training to develop wiki skills for mass collaboration to create high quality learning resources.

Historians who have studied French primary education during the nineteenth century, Maurice Gontard, Jacques and Mona Ozouf, and Peter Meyer, have noted the great gains made by the instituteurs and their growing professional-ization from the time of the law of 1833 to the law of the 1880s. Improvements in the quality of teaching derived mainly from the introduction of a national system of normal schools (écoles normales primaires) by the Law on Primary Education of 1833. This article will discuss the history, programs, and organization of these schools and the origin and backgrounds of their students. It will also examine 280 essays written by schoolmasters in 1861 on the state of primary education in the towns and villages of France; these mémoires, written for the most part by graduates of the normal schools, provide first-hand insight into the teacher himself, his professional goals and sense of mission, and how he viewed the world around him in the middle of the last century.

Wider social, cultural and technological changes are precipitating transformations in higher education. There is increasing need for universities and specialist colleges to operate effectively in a global online environment. The development of accessible and re-usable online teaching and learning materials has provided challenges to staff and institutions. This article explores aspects of the UK Open Educational Resources Programme and, in particular, the Art Design and Media Open Educational Resources (ADM-OER) Project which has sought to examine the processes, challenges and opportunities open educational resources (OERs) present to these ‘creative’ disciplines. Part of the project has explored art, design and media tutors’ perceptions of the shift to ‘teaching in public’ and we share some preliminary findings.

The article examines the prerequisites and features of the SMART-economy. This new phenomenon is still insufficiently studied in the scientific literature. Different approaches and separate definitions of SMART-economy in the scientific literature are systematized. An understanding of SMART-economy in a narrow (as part of SMART-city) and broad sense (as a set of economic relations) is proposed. The main processes that determine the emergence of SMART-economy as an ecosystem are identified and disclosed. Digitalization (spread of ICT), institutionalization (penetration of ICT into public administration), urbanization (unprecedented growth of urban population and large cities), greening (increasing attention to environmental issues) and socialization (increasing the importance of solving social problems of the population) all contribute to the emergence of new quality of ecosystems. Based on the data, the trend of increasing the share of urban population in recent years is revealed, the data on the population of the largest cities in the world are given. The increasing in urban population highlights the problems of using ICT to solve the problems of greening, socialization, institutionalization in large cities.
