In contemporary world the effect of globalisation and information technologies cause transformational processes of states` public management that promote the application of new managament approaches and principles in public institution management.The changes in the public managament have effected and still effects processes of management also in education. The increase of school autonomy, a stronger focus on the process of education and its results created the need to expand the application of contemporary public management principles also in the managament of education institutions. The main goal of the report is to analyze the principles of public management and their implementation in the management of comprehensive schools of Latvia in the context of public management of Latvia and the world, and education reforms.

Abstract Recently, scholars have claimed that public management theory has too much ignored law. Consequently, the under-legalized conception of public management has produced a flawed understanding of public management theory as well as public management practices, threatening public institutions’ legitimacy. In this article, we argue that law never left public management theory. Rather, the link between government and law has been redefined twice. We refer to the assumptions that constitute this link as the law-government nexus. This nexus changed from lawfulness in a public administration paradigm, to legal instrumentalism in a (new) public management paradigm, and to a networked concept in the public governance (PG) paradigm. In order to prevent a faulty over-legalized conception of public management, bringing the law back in should be built on lessons from the past. This article elaborates on three strategies to reconnect law and public management. We map the strengths and weaknesses of each law-government nexus and illustrate these with the case of the Dutch tax agency. In our strategies that aim to reconceptualize the current law-government nexus, we incorporate the benefits of each paradigm for public management theory. The revised law-governance nexus enables the PG paradigm to correspond to contemporary issues without encountering old pathologies.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.

Public organizations have become increasingly network-like units with various governance relations with actors from the public, business, and voluntary sectors. Their organization is based more on networks than on traditional hierarchies, accompanied by a transition from the command-and-control type of management to initiate-and-coordinate type of governance.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

In the paper carried out the analysis of e-government as a means of interactive and communicative interaction of public authorities and the public allowed to identify it as a self-organizational tools for effective public-management decisions, to ensure transparency mechanisms for monitoring their implementation. Analyzed the history of creation and international documents that contain recommendations, the requirements for States parties that intend to build or develop at an effective information society. It is shown that the rate of introduction of E-governance in Ukraine is considerably lagging behind the leading countries of the world.

Due to complex socio-economic structural factors education seen as a public task (executed by the State governmental administration and local government) becomes subject to privatisation and deregulation process, in line with the subsidiarity principle. The article discusses theoretic grounds for the issue of performing public tasks according to the classic perspective as well as the concept of new public management; it also presents doubts and concerns related to privatisation of public tasks and privatisation of performing public tasks. Basis problems of school management (instituting, administering and closure) have been outlined in light of doctrine and administrative courts’ jurisprudence. The articles sketches alternative institutional forms of educational tasks’ execution, including schools administered by non-public entities. Trends in the public and non-public compulsory school sector have been exemplified by the relevant statistics. Furthermore, the article describes the prospects of developments in schooling run by local government units as well as possible legal amendments and examples of already taken initiatives. Finally, the Author attempts to assess the proposals for legal foundation of privatisation of educational tasks, in terms of ensuring equal access to education and achieving social cohesion.

Democratic management as a way of organizing the public school can be translated in its contemporary historicity as a collective action that demands changes in the autocratic and hierarchical structure of the school unit. In this article, we analyze the process of constructing legislation on democratic school management in contexts of local educational reforms, based on Brazilian and Spanish cases. Methodologically, we understand educational legislation as documents that incorporate discourses with legitimate authority, especially of the State, and that spread conceptions of the world as a result of disputes over hegemony in the field of educational policies. In terms of results, our study points out that throughout the process of producing legislation for the democratic management of schools, the two countries showed advances and setbacks regarding the specification of the school actors who should participate in decision-making processes, as well as the instances of participation in school management.

El presente trabajo es una reflexión académica sobre la situación actual por la que atraviesa la evaluación económica de proyectos de inversión pública en el Ecuador. Se toma como ejemplo emblemático el caso del Banco del Estado, que es, sin lugar a dudas, la institución pública llamada a fomentar y liderar el uso de esta metodología, por ser precisamente el banco que financia la obra pública de desarrollo del país. La importancia de someter a una rigurosa evaluación económica a los proyectos de inversión pública, radica fundamentalmente en que estos proyectos se financian con dinero público, que son recursos económicos que pertenecen a todos los ecuatorianos, y por lo mismo, todos debemos estar vigilantes de que estos recursos escasos se usen en aquellos proyectos que sean de mayor prioridad, es decir, se debe invertir fundamentalmente en los proyectos y actividades que generen un mayor impacto social (que representen un mayor beneficio para la sociedad). En tal sentido, y para asegurar que la elección entre proyectos alternativos, que tienen que realizar los gestores públicos, sea realizada con criterios de eficiencia económica y equidad, es que se propone la utilización de una evaluación económica, pero con una mayor rigurosidad que la que se viene aplicando en la actualidad.Palabras claveEficiencia en el gasto público, evaluación económica de proyectos, gestión pública, inversión pública. AbstractThe current work is an academic reflection about the actual situation that economic evaluation of public investment projects in Ecuador is going through. Taking as an emblematic example the case of the State Bank, which is undoubtedly the public institution that is called to encourage and lead the use of this methodology, by being precisely the one that finances the public developing work of the country. The importance of submitting a rigorous economic evaluation to public investment projects resides basically in the fact that these projects are funded with public money, which is an economic resource that belongs to all Ecuadorians, and because of this we should all be alert that this scarce resource is used in those projects of main priority; that is to say, it should be invested basically in projects and activities that generate a greater social impact (that represent a greater benefit for society). For that matter and to ensure that the election between alternative projects (that public managers have to do) is performed with economic efficiency and equity criterion, the use of an economic evaluation is  proposed, but with greater rigor than the one that has been applied up until today.Key wordsEfficient public spending, economic evaluation of projects, public management, public investment.
