EVALUATION OF EUROPEAN SOCIAL FUND SUPPORT FOR THE EDUCATION OF THE UNEMPLOYED IN LATVIA

The unemployment rate in Latvia was continuing to decline in recent years, but it is still high, especially in the regions. In order to improve the existing skills and to master new skills of the unemployed, the European Social Fund's investments are used. The author of the paper is studying the support provided by the European Social Fund to the unemployed for raising their qualifications, which could help them to return to the labour market. The research aim is to investigate the active employment opportunities for unemployed people to take part and how it affects the return of the unemployed to the labour market. The result of the research study shows that the number of training programmes is large and varied. However, it has been concluded that improvements are needed in the implementation of the European Social Fund's co-funding in order to reduce the risk of its misuse.

Bordering area of the Banat region consists of nine municipalities. These municipalities border with Romania and have the furthest, peripheral eastern position in Vojvodina. Demographic situation of this area is generally not favourable and one of the main problems is high unemployment rate. In order to improve the current demographic situation, it is necessary to offer certain proposals for revitalisation. The unemployment rate could be changed with a long-term plan and its realisation conducted in several stages. What needs to be taken into account is proper planning of all activities at different levels. A research study conducted in the period from January 2007 to October 2008 shows that all bordering municipalities of Banat decreased the number of unemployed people in relation to the beginning of the year 2007. Municipality Bela Crkva has the highest percent of the unemployed, whereas Coka and Novi Knezevac have the lowest percentage. The unemployed people are mainly older categories with a lower level of education. .

The COVID-19 pandemic has not significantly affected the increase in unemployment, including the change in the structure of long-term unemployment. Long-term unemployment increases with some delay after the recession. This article analyses the changes in the situation of long-term unemployed people in Poland before and during the COVID-2019 pandemic, presents actions taken at that time by employment and social services, and presents recommendations for the future, considering information collected from employees of poviat labour offices. In Poland, the reasons for the persistence of a relatively high level of long-term unemployment in general may include the following factors: registration in labour offices of people who, mainly for health reasons, are not ready to participate in processes of restoring the ability to work, a limited amount of funds allocated to activation of the unemployed activities and, finally, the lack of mechanisms rewarding the public employment services (PES) for bringing the long-term unemployed back to the labour market.

El barrio del “Vallet” es un barrio obrero fruto de la industrialización del municipio de Puçol, en los años 60, concretamente surge de las viviendas construidas para los trabajadores de la fábrica italiana de calentadores Cointra y que comenzó su declive durante la crisis económica española del año 2008 hasta cerrar sus puertas en el 2012. En la actualidad, en el barrio existen altas tasas de desempleo que provocan un aumento del nivel de pobreza, además, durante estos años ha habido un considerable aumento de la población inmigrante. Todo ello, ha influido en la decisión de Ajuntament de Puçol de implementar un proyecto denominado “Vallet, un barri responsable i solidari”, cofinanciado por el Fondo Social Europeo y la Consellería d´Igualtat i Polítiques Inclusives de la Generalitat Valenciana. La finalidad del proyecto es aumentar la inserción sociolaboral de la población desempleada del barrio, a través de la implementación de itinerarios sociolaborales con el objetivo de mejorar el bienestar social y la calidad de vida de la comunidad, realizar acciones de concienciación en materia de inmigración, contribuir al desarrollo personal, a través de la participación social e intentar disminuir las desigualdades sociales. En este estudio, a través de un trabajo etnográfico, analizamos el proyecto de intervención implementado en el año 2019 y 2020 durante la pandemia provocada por la COVID-19, cuando las personas en situación de vulnerabilidad han sido las más afectadas. The “Vallet” neighborhood is a working-class neighborhood as a result of the industrialization of the municipality of Puçol, in the 60s, specifically it arises from the houses built for the workers of the Italian heater factory Cointra and that began its decline during the Spanish economic crisis from 2008 until closing its doors in 2012. Currently, in the neighborhood there are high unemployment rates that cause an increase in the level of poverty, in addition, during these years there has been a considerable increase in the immigrant population. All of this has influenced the decision of the Puçol Town Council to implement a project called "Vallet, a responsible and supportive neighborhood", co-financed by the European Social Fund and the Consellería d'Igualtat i Polítiques Inclusives of the Generalitat Valenciana. The purpose of the project is to increase the socio-labor insertion of the unemployed population of the neighborhood, through the implementation of socio-labor itineraries with the aim of improving the social well-being and quality of life of the community, carry out awareness actions on immigration matters, contribute to personal development, through social participation and try to reduce social inequalities. In this study, through an ethnographic work, we analyze the intervention project implemented in 2019 and 2020, during the pandemic caused by COVID-19, where vulnerable people have been the most affected.

The study described a Nigerian Government program called the Need for Power (N-Power) in reducing the unemployment rate. Questionnaires were distributed to 115 respondents sampled using an accidental sampling technique, and a descriptive analysis was conducted to determine the influence of N-Power in generating employment opportunities. The reliability of 0.81 was obtained with the use of the Cronbach alpha formula. From the result, N-Power Volunteer Corps, N-Power Builds, N-Power Creative, and N-Power Knowledge generated employment to a high extent. It was also concluded that males' employment opportunities generated by N-Power did not significantly differ from females'. Consequently, this study recommended that the Government listen to the beneficiaries' complaints to declare their actual income voluntarily, increase the monthly stipend of N10,000 per month to encourage more youths to participate in the program, and link training to job and labour market opportunities.

The idea of ‘active inclusion’ was embraced by the European Commission in 2008 and supported financially through the European Social Fund, inspiring national and subnational reforms throughout Europe. This article analyses the role played by social partners in its implementation, using three comparative case studies to assess its transposition at the local level in Spain, France and Sweden. Despite convergence in the vocabulary used by actors involved in labour market governance, translation into local measures is different, with significant implications for policy-making. To explain the varieties of active inclusion, I focus on the interplay between structure and the agency of competing local political and social actors who participate in labour market governance.

Graduate unemployment exhibits a clear increasing global trend, and Malaysia is no exception. The unemployment rate among graduates is witnessing a considerable upsurge, growing from 43,800 in 2000 (15% of total unemployed) to more than 175,500 in 2017 (35%). Numerous programmes have been implemented in order to secure jobs for the unemployed in the labour market; however, the number of unemployed graduates keeps on increasing. It is significant to recognise the main reason behind this issue to tackle the risk of long-term unemployment, specifically from the supply side. Using the Relative Importance Index (RII), this study investigated 402 respondents at selected job fairs to identify the cause of their difficulty in entering the labour market. The findings revealed that the unemployed people believe that the principal cause of their unemployment is the lack of suitable jobs for them in the market. This circumstance sends a signal of asymmetric information between demand and supply in the labour market, especially to young graduates.

Long-term unemployment is a persistent problem for Slovakia. Despite the number of long-term unemployed people in Slovakia has decreased significantly in recent years, it still presents a high proportion of the total unemployment rate. According to the European Commission Report about Slovakia in 2019, while the long-term unemployment rate fell to 4% on a year-on-year basis, it is still well above the EU average of 2.9%. Although growth is expected in the upcoming years, spending on active labour market policies in Slovakia has been one of the lowest in the EU. The study aims at investigating the current situation of long-term unemployment among risk groups in the labour market in Slovakia and labour market measures taken to curb it. It also examines the consequences of unemployment on the family and to seek solutions for the long-term unemployment in Slovakia. The data has been analyzed by a statistical method and proposes solutions to reduce long-term unemployment in the northern part of Slovakia
