The aim of the research is to evaluate the competitiveness of Fishery Sector in Latvia. Based on the author developed Model of the Factors influencing Competitiveness of the Fisheries Sector Cluster and methodology of the Index of Fishery Sector Competitiveness the authors determined the competitiveness level of Fishery Sector in Latvia and identified spheres influencing competitiveness: facilitating and promising spheres as well as procrastinatory and stagnating spheres, moreover the possibilities of further development were established. The author has developed the evaluation methodology of the Fishery Sector Competitiveness that can be used in any country in the Fishery Sector for the evaluation of competitiveness. The elaborated methodology for evaluation of competitiveness may assist the institutions involved in the Fisheries' policy formation to work more successfully and improve the common policy in the Fisheries sector.

Aquaculture belongs to the fisheries sector, which is evaluated as a highly productive, competitive and eco-friendly sector. The EU’s and Latvia’s economic breakthrough is related to the aquaculture sector. Participating in the establishment of the Common Fisheries Policy of the EU and using the support provided by the EU’s financial instruments, have given the Latvian aquaculture sector wide opportunities in the facilitation of competitiveness. This paper will aim to evaluate the competitiveness of the Latvian aquaculture sector, providing suggestions for its further development. On the grounds of the Model of the Factors Influencing Competitiveness of the Fisheries Sector Cluster, Aquaculture Competitiveness Index and the offered types of strategies developed by the author, was evaluated and analyzed the competitiveness of Latvian aquaculture sector and provided suggestions for further development of the sector. Significance of the factors and their influence upon competitiveness was checked through Principal component and regression analysis. In the framework of the research was evaluated and analyzed the level of competitiveness in Latvian aquaculture sector, identified ensuring spheres influencing competitiveness and provided suggestions for further development of the sector. The methodology developed within this paper can be used for evaluation of competitiveness of fisheries and its sectors in different countries. The results of the research can be used in elaboration, planning and improvement of the common policy of the sector.

Abstract: In the development of Latvia’s economy, the fish processing sector has played an important role, historically and traditionally, because of its ability to produce competitive products for the world market. The aim of this research is to evaluate the competitiveness of the fish processing sector in Latvia. Methodology involving the Model of Factors Influencing Competitiveness of the Fisheries Sector Cluster and the Index of Fish Processing Sector Competitiveness are developed as part of the research. The study also identifies the spheres influencing competitiveness, as well as the possibilities of further development. The methodology created in the study can be used to evaluate competitiveness of the fish processing sector in any country. It may also assist institutions involved in developing Fisheries’ policy to work more successfully and improve the common policy in the Fisheries sector.

Studying the current state of cartography and ways of further developing the industry, the role of the map in the future of the society, new methods of promoting cartographic products is impossible without a deep scientific analyzing all the paths, events and factors influencing its formation and development throughout all the historic steps of cartographic production in Russia. In the article, the history of cartographic production in Russia is considered together with the development of private, state and military cartography, since, despite some differences, they have a common technical, technological and production basis. The author describes the stages of originating, formation and growth of industrial cartographic production from the beginning of the XVIII century until now. The connection between the change of political formations and technological structures with the mentioned stages of maps and atlases production is considered. Each stage is studied in detail, a step-by-step analysis was carried out, and the characteristics of each stage are described. All the events and facts are given in chronological order, highlighting especially significant moments influencing the evolution of cartographic production. The data on the volumes of printing and sales of atlases and maps by commercial and state enterprises are presented. The main trends and lines of further development of cartographic production in Russia are studied.

Visas are specifically aimed at controlling admission at the stage of pre-departure and constitute one of the essential requirements for entry under the Schengen Borders Code. This chapter examines the common policy of the EU, conceptualizing them as pre-authorizations of entry granted before arrival in the territory of the Member States. Visa requirements, as introduced in the Visa Regulation, are perused at the outset, taking account of periodic revisions of the visa lists and the criteria for amendment considered relevant by the EU legislator. The key features of the uniform visa format and the Visa Information System (VIS) are briefly presented, highlighting their contribution to the securitisation of migration flows. Then, the visa issuing procedure, as governed by the Community Code on Visas (CCV), is examined. The final section is reserved to the analysis of the implications of the different components of the policy regarding access to asylum in the Member States.

A study was conducted to characterize the common Pythium spp. in greenhouses in Oman and their level of resistance to hymexazol, a widely used fungicide in the country. Pythium isolates were obtained from soil samples, cocopeat bags, and cucumber roots collected from seven regions in the country. Identification of 80 Pythium isolates to the species level using sequences of the internal transcribed spacer region of the ribosomal RNA showed that they belong to four species: Pythium aphanidermatum (77 isolates), P. spinosum (1 isolate), P. myriotylum (1 isolate), and P. catenulatum (1 isolate). Investigating the aggressiveness of three Pythium spp. on cucumber showed that P. aphanidermatum, P. myriotylum, and P. spinosum are pathogenic. Phylogenetic analysis of P. aphanidermatum isolates showed that most of the isolates obtained from cocopeat clustered separately from isolates obtained from soil and roots. This may indicate a difference in the origin of the cocopeat isolates. Evaluating the resistance of 27 P. aphanidermatum isolates to hymexazol showed that most isolates were sensitive (0.9 to 31.2 mg liter−1) whereas one isolate was resistant (142.9 mg liter−1). This study is the first to report P. myriotylum and P. catenulatum in Oman. It is also the first to report the development of resistance to hymexazol among P. aphanidermatum populations from greenhouses. Growers should use integrated disease management strategies to avoid further development of resistance to hymexazol.

This article proposes effective methods of measurements and computations of internal temperature of the dies of the Insulted Gate Bipolar Transistor (IGBT) and the diode mounted in the common case. The nonlinear compact thermal model of the considered device is proposed. This model takes into account both self-heating phenomena in both dies and mutual thermal couplings between them. In the proposed model, the influence of the device internal temperature on self and transfer thermal resistances is taken into account. Methods of measurements of each self and transfer transient thermal impedances occurring in this model are described and factors influencing the measurement error of these methods are analysed. Some results illustrating thermal properties of the investigated devices including the IGBT and the antiparallel diode in the common case are shown and discussed. Computations illustrating the usefulness of the proposed compact thermal model are presented and compared to the results of measurements. It is proved that differences between internal temperature of both dies included in the TO-247 case can exceed even 15 K.

The main causes of cholangitis are hypertension in the biliary ducts and infection. In order to determine the place of the infectious factor in the acute cholangitis development, a retrospective and prospective analysis of case histories of 176 patients with choledocholithiasis and manifestations of acute and chronic cholangitis was performed. Bile from the common bile duct in the patients with obstruction of the biliary tract was studied. In the patients with mechanical jaundice without and with cholangitis, the intraductal pressure in the common bile duct averaged 227.3±26.1 mm of water column, in the patients without signs of cholangitis that was 97.5±8.3 mm of water column. With mechanical jaundice without acute cholangitis, it was slightly elevated if compared to normal. This suggests that the increase in pressure in the bile ducts in acute cholangitis is not influenced by the fact of obstruction of the biliary tract, and the development of the inflammatory process in them. In the patients with cholangitis, the initial values of the number of colonizing units were much higher than in "pure" choledocholithiasis. After endoscopic papillosphincterotomy in the patients with vivid clinical cholangitis, in whom decompression was achieved, in the control study, this value decreased by 100−500 times, which was accompanied by clinical improvement. According to the results of the study, it was noted that in the patients with a manifested clinic sign of cholangitis there is a significant decrease in the number of colonizing units on the third day after endoscopic papillosphincterotomy. At the stone stuck in a papilla the choledoch turns into so−called analog of an abscess. The opening of the papilla provides a free passage of the contents of the choledochus (i.e. pus) into the duodenum, so there is an almost instant therapeutic effect. The increase in pressure in the bile ducts in acute cholangitis is influenced by the development of an inflammatory process, which indicates the manifestations of biliary infection. The presented research has a prospective character and needs further development. Key words: cholangitis, biliary infection, intraductal pressure, bile.
