<p>Since 90s of the 20<sup>th</sup> century sustainable development has become a global issue which is receiving increasing attention. Successful sustainable development is only possible from the bottom to the top, which means that the human and environmental mutual relations must be taken into account not only on a global scale as a whole, but also focus on the much smaller territorial units.</p><p>The role of the city as the administrative territorial unit has significantly increased in recent years, the acknowledgment for that can be found in the European Union Cohesion Policy, polycentric development policy, spatial planning policy, etc., in the figures of the rapid population growth in urban areas, about joining of separate scientific disciplines in order to study current issues in the cities.</p><p>In sustainable development studies special attention is paid to mega cities or capitals, which have the most significant impact on the environment, based on certain key indicators - CO2 emissions, the amount of municipal solid waste generated in cities, etc.</p><p>The planning documents, that provide a picture of the specific urban sustainable development priorities, play an important role in ensuring sustainable development.</p><p>The aim of the article is to explore the sustainable development strategies of the city of Rezekne for 2013-2030 in conformity with the five dimensions of sustainable development and to assess the development possibilities of Rezekne.</p><p>During the study the sustainable development strategy of Rezekne for 2013-2030 was evaluated, strategic aims, long-term priorities, and actions were established. As a result, it was concluded that they meet all five dimensions of sustainable development, but in the strategy for these actions, it is necessary to focus on the essence of the concept of sustainable development, that meets the needs of the present without compromising the ability of future generations to meet their own needs [1].</p><p>The evaluation of current performance shows that the strategy of planned targets may not materialize and as a result have a significant impact on sustainable development, so it is necessary to make appropriate adjustments in the operational plans.</p>

The Sustainable Development Strategy implies a targeted long-term process that affects economic, social, environmental and institutional aspects of life. The goal is to meet the social and economic interests of citizens, reduce poverty, reduce unemployment and gender inequalities and reduce negative impacts on natural resources and the environment, resulting in long-term economic growth with economic efficiency, technology and innovation. Accordingly, in 2015, the United Nations adopted Resolution A / RES / 70/1 - Transforming our world: the 2030 Agenda for Sustainable Development, based on three dimensions of sustainable development: economic growth, social inclusion and environmental protection. At the end of the 20th century, parallel with the theory of development, which turned into the concept of sustainable development, there was globalization that integrated the entire world regions in order to gain as strong economic and financial positions as possible on the world stage. Today, Serbia is not in a position to choose whether to engage in modern globalization processes, but it must continue the initiated transitional reforms and accession to the European Union, regardless of the economic, political or environmental consequences. By implementing national policies, Serbia should aim at national and economic sovereignty, which will further influence sustainable development. Only by changing the current economic policy, by creating a national strategy based on the exploitation of domestic economic and industrial potentials, by reducing unemployment, social responsibility and individual freedom, economic growth and sustainable development can be achieved. This work, besides the introduction, consists of materials based on the presentation of the sustainable development strategy of the Republic of Serbia and also presents the results and discussion that draft the current situation with possible solutions to achieve sustainable development in the future. Finally, the final ratifications are provided.

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

To provide a good level of the quality of life of the city inhabitants, it is indispensable to follow sustainable development strategy, allowing to create social capital. This is important especially for local authorities, which should govern society by cooperating with them. Therefore, the main purpose of the article is to present implementation process and its conditions of the sustainable development strategy within the structures of local government units in Poland. Analysis is based on the authoress’ own qualitative research conducted in four voivodships in the Southern of Poland.

Abstract Since 1972, at the level of the European Community, as a result of the Stockholm Conference, a series of successive programmes have been adopted, which have established both future legislative proposals and prospects on environmental policy. The programmes were aimed at setting goals that will be achieved in environmental protection field in the European Community. So far, seven such programmes have been established, called Environmental Action Programmes.

Problem setting. Urban revitalization is a complex process of overcoming spatial, economic, social, cultural, ecological crisis phenomena of degraded urban territories functioning. Despite the growing attention in the development of urban policy on sustainable development, substantiation in this context of the goals and effective tools for revitalization of degraded urban areas remains an urgent task of theory and practice in public administration at the present stage. Recent research and publications analysis. Among native scientists engaged in research of various aspects in public management of sustainable territories development, it is necessary to point out: M. Averkin, V. Babayev, Z. Buryk, M. Voychuk, Z. Gerasimchuk, I. Degtyarev, V. Kuybid, O. Matveyev, O. Petroe, O. Sych, D. Tarasenko, V. Udovychenko, A. Chechel. In general, scientists have developed theoretical and methodological principles of the public policy impact on sustainable development in regions and cities. Highlighting previously unsettled parts of the general problem. However, the further development of the public administration science requires the disclosure of methodological tools for specific local policies to ensure sustainable development, particularly the revitalization of the city. This problem has not yet been covered in native science. The purpose of the article is to substantiate the goals and identify effective tools for sustainable development of the degraded territory, which should be used by urban governments in developing a policy of urban revitalization, based on the analysis of the evolution of the concept for world’s sustainable development. Paper main body. Since the end of the twentieth century the concept of sustainable development is reflected at the local level, emphasizing the responsibility of local authorities implementing its goals. In the adopted Agenda for the XXI century (2015) the territorial dimension of sustainable development was emphasized, particularly the importance of endogenous factors and mechanisms of development “from the bottom up”. At the same time, rapid urbanization in the world has highlighted the role of cities in which there is an urgent need to balance development. Thus, in economically developed countries, the revitalization of degraded urban areas is becoming widespread as an instrument of sustainable development policy at the local level. Given the inevitability of urbanization and the growing importance of cities in the global economy, for the first time a separate sustainable development goal – “11. Sustainable development of cities and communities” was identified. Therefore, the actions of public authorities should be aimed to ensure the openness, security and sustainability of cities. In turn, the revitalization of cities should contribute to the achievement of 11 global goals, as well as ensure the implementation of other goals of the Global Agenda. There are many tools to ensure the sustainable development of the degraded area in the process of the city revitalization. In countries, they differ according to their historical, legal, spatial and other conditions. Conclusions of the research and prospects for further studies. Local governments are key players in the implementation of the Global Agenda for Sustainable Development until 2030, including the Sustainable Development Goals. They must develop effective measures to address socially significant issues that hamper sustainable development, including overcoming the degradation of urban areas. The guidelines for the formation of the city’s revitalization policy should be 17 Sustainable Development Goals, as they contain the main tasks of economic, social and environmental nature for the territory development. All Sustainable Development Goals in the process of revitalization of degraded urban areas can be achieved using the following groups of tools: planning, support, market, financial, tax and other legal instruments. Further research should focus on the study of tools for public participation in the development of policies for the city revitalization, which in modern conditions belong to the basic methodological foundations of urban management.

In order to ensure the implementation of the “Strategy for the Development of the Construction Industry of the Russian Federation until 2030” and the implementation of the UN resolution on sustainable development, there is a need to develop new strategic management initiatives. They should allow authorities to make inter-city comparisons, considering specific cities and their objects against the background of others undergoing similar development processes. In this article, the authors propose strategic initiatives for the management of urban facilities. In particular, the authors’ approach to the assessment of the sustainable development of housing and communal service facilities in the city is proposed. According to the authors, the housing and communal city service objects mean capital construction objects in different forms of reproduction. Moreover, the article examines both residential buildings and structures, and utility networks. The authors’ approach consists in the constant assessment of the city’s housing and communal service facilities at different stages of their operation. For this, the authors use several types of analysis: ex post analysis, ex ante analysis, and foresight analysis. For each type of analysis, the authors form a set of assessment indicators and indicate the period of the analysis. The result of the study is the development of an indicator for the assessment of the level of sustainable development of housing and communal service facilities in the city, and a roadmap for their development strategy. The roadmap is formed considering the introduction of modern end-to-end technologies and digital tools into the work of state bodies. The proposed approach, on the one hand, considers the internal complexity and heterogeneity of the city’s housing and communal service facilities. On the other hand, it is a simple tool for the making of effective management decisions by power structures, as it uses data which are available on a regular basis.

The elaboration of City Development Strategies (CDS) helps cities to harness the potential of urbanization through strategic planning, and consequently to contribute to promoting development, balancing city growth, and empowering citizens. Continuous and sprawling development along with peri-urban areas has offered a vast and almost limitless nexus of villages–towns upon which the intensifying needs of development, initiatives, and infrastructures can be grafted. Considering the significant role of constructed nexuses in growth and resilience, and thus in planning for the sustainable development of such urban–rural areas, this study will advance the development of a model of the Urban–Rural Reef ecosystem through discovering its main attributes. In doing so, Aveiro has been distinguished as an urban–rural reef to describe such a case study’s characteristics and to extract the indicators of peri-urban sustainable development strategies. In the next step, the assessment of the peri-urban development strategy (PDS) has been accomplished by using the Multi-Criteria Decision Analysis (MCDM) method and applying the Analytic Hierarchy Process (AHP) approach. Finally, a conclusion has been presented based on the findings for Aveiro urban–rural reefs containing the analysis results and offering some solutions.

The research considers the socio-economic basics of the activities of Pobuzky Ferronickel Plant LLC (PFC) of the Golovanevsky District Kirovograd’s Region. The main factors of the city-forming plant for the urban village of Pobuzke are determined and disclosed. The main features are: the number of inhabitants of the village who work on it and the functional purpose assignment of the mentioned village since its development have been established. The basic role of this enterprise as a city-forming for the village is indicated. The major aspects of the activities of the Pobuzky Ferronickel Plant, as the single enterprise in Ukraine that produces an industrial scale ferronickel from poor oxidized nickel ores, are distinguished. Specific attention is paid to its role in the socio-economic life of the inhabitants of the urban village. The main indicators of participation and support of the Pobuzky Ferronickel Plant for the population of Pobuzhsky in the context of the sustainable development strategy are analyzed. It was revealed that it also occurs as the main environmental pollutant of both the Golovanivsky district and the Kirovograd region. At the same time PFC providing residents with jobs. However, in the context of sustainable development, the plant invests in environmental measures, namely, in the direction of improving the environmental component. In particular, in order to reduce the harmful effects on the environment, the project is realized. This project has several stages and as result the level of purification from emissions will increase. The enterprise actively supports the local population: it holds various cultural events, provides social assistance, promotes in educating youth and children of its employees, improves the infrastructure of the urban village of Pobuzke. It is equally important to support of a charitable foundation founded by the maintenance of PFC. The main problems of the socio-economic condition of Pobuzke are emphasized. The process of forming the Pobuzka united territorial community has been continued for more than a year. One of the principles of its existence is to be able to solve local problems independently. The base source of filling the budget of the community will be incomes from the city-forming enterprise. At the same time, there is a need to diversify the economy of the future community. The advantages and priority goals that the Pobuzka united territorial community will solve are determined.
