Transformative Digital Learning (TDL) is a progressive form of fully online, problem-based, constructivist learning, developed by research associates of the Educational Informatics Lab (EILAB), University of Ontario Institute of Technology, Canada. TDL transforms higher educational practices from: authoritarian instruction to democratized learning, individualistic learning to socially distributed and tool-mediated, knowledge building, a mechanism of the status quo to a catalyst for social progress, offer a truly novel approach to the theory of teaching and education, introduce new methodology and practical techniques to learners of all ages. Moving from lecture- and book-based, classroom learning to TDL proved to be a significant adjustment requiring a good level of participant readiness. The main aim of the project “Implementation of Transformative Digital Learning in Doctoral Program of Pedagogical Science in Latvia” is to create new pedagogical knowledge and technological know-how in the field of transformative digital learning (TDL) in higher education in Latvia based on Canadian experience and to ensure transfer of knowledge and skills in the further development of the doctoral study program "Pedagogy", as well as the development of scientific, academic and practical capacity of researchers and educators.The specific objectives of the research meet the main challenges and priorities of the project, originality and novelty in the field of research:Implementation of interdisciplinary research, capacity building and the creation of a new knowledge base by studying the situation and transferring innovation to implement TDL in doctoral studies;Development of new prototypes: e-platform, innovative methodologies (approaches, methods, techniques) for completing experiments, approbation, implementation and provision of new services in the context of higher education, which will provide world-wide recognized knowledge transfer in the development of innovative and advanced didactic materials which meet the most topical priorities of the Smart Specialization Strategy set out in Latvia:Productive innovation system; modern ICT; Modern education; Knowledge base; Information and Communication Technologies for Education and Economics.

The Program “Educational and pedagogical paradigm shift in theory and practice” is implemented in Applied Research Implementation of Transformative Digital Learning in the Doctoral Study Program “Pedagogy” in Latvia (DocTDLL). This program is developed in cooperation with University of Ontario, Institute of Technology, Canada (EILAB) which is appropriate for implementation in higher education of Latvia and help to develop theoretical basis and practices of tertiary pedagogy. Transformative Digital Learning (TDL) transforms higher educational practices from: authoritarian instruction to democratized learning, individualistic learning to socially distributed and tool-mediated, knowledge building, a mechanism of the status quo to a catalyst for social progress, offer a truly novel approach to the theory of teaching and education, introduce new methodology and practical techniques to learners of all ages. The discourse changes concepts of education because technologies change the learner, ‘what how’ of this process, democratizes learning, communication, cooperation, interpersonal relationships and emphasizes the presence of moral values in education (Mykhailenko, Blayone, Žogla Ļubkina, 2019); Žogla, Prudņikova Mykhailenko,2019;  Žogla, Ušča, Kijaško,2019).The purpose of the article is to analyse main results of approbation for the Program “Educational and pedagogical paradigm shift in theory and practice” for further investigation by the above mentioned project.

Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

The needs for continuous quality improvement resulting in the more complex. The research aims to develop system of quality assurance evaluation using rule based system to monitor the quality of higher education. This process of the research begins by documenting the daily activity of study program which consists of lecturer data, research data, service data, staff data, student data, and infrastructure data into a database. The data were evaluated by using rule based system  by adopting rules on quality standards of study program of National Accreditation Board for Higher Education as the knowledge base. Evaluation process was carried out by using the forward chaining methods by matching the existing data to the knowledge base to determine the quality status of each quality standard. While the reccomendation process was carried out by using the backward chaining methods by matching the results of quality status to the desired projection of quality status to determine the nearest target which can be achieved. The result of the research is system of quality assurance evaluation with rule based system that is capable of producing an output system in the form of internal evaluation report and recommendation system that can be used to monitor the quality of higher education.

In 2017, through the Research and Community Service Program, the Bandung Institute of Technology funded a proposal for a data and analysis center for Indonesian visual art studies. The proposal came from the Aesthetics and the Art Sciences, part of the research group of the Faculty of Art and Design at Bandung Institute of Technology. The project subsequently developed into a digital repository containing data related to the works, studies and profiles of artists from Bandung School (now the Visual Art Study Program) from the 1940s to the 1990s. Even though new initiatives proceed at a slow pace, CIVAS (Center for Indonesian Visual Art Studies) operates two of its functions, to preserve knowledge and to disseminate knowledge as a center for archive and art studies. It also serves to build organizational memory as an institution. This research is a qualitative study using an analytical approach and applying it to a case study descriptively. To conduct an analysis, this study uses several theoretical approaches including digitization as an attempt to preserve and disseminate knowledge. This study seeks to identify the opportunities and problems faced by practitioners in digital art archiving activities especially in higher education organizations. This paper concludes that the main purpose of digitizing art archives is to produce an effective method for the disseminationof knowledge. Keywords: Digital, archiving, preservation

There has been a concern over a high unemployment rate among graduates of Islamic higher education and a low proportion of entrepreneurs in Indonesia. In fact, a high proportion of entrepreneurs is one of indicators of a country’s welfare. This has generated a question: to what extent do Islamic values cultivate entrepreneurial culture among its adherents? How to cultivate entrepreneurial culture in Islamic higher education? This paper will investigate this matter using a case study of Faculty of Islamic Law and Economics at Banten State Institute for Islamic Studies.  The paper argues that the curriculum at the faculty of Islamic Law and Economics has not been oriented towards building entrepreneurial culture. The curriculum consists of subjects to enhance the students’ competence and skills to prepare them as bachelors of syari`ah economics for the professions such as manager, lecturer, researcher, syari`ah auditor, etc, instead of preparing them for entrepreneurs who are capable to build his or her own business from the scratch.    To propose Islamic entrepreneurship study program at the FSEI of IAIN SMHB, it is important to have a strong political will not only from the internal IAIN but also higher authoritative body such as the Ministry of Religious Affairs to facilitate this from not only the accreditation process but also financial support. A further feasibility study needs to be undertaken to build its infrastructure such as qualified lecturers, appropriate curriculum structure, and recruitment student system. Since this field has a strong link with a ‘real sector’, there has been an urgent need to build cooperations with business sector to enable the students to undertake their apprentice and build their networks to facilitate their ability to develop their own business.     Keywords: Islam, entrepreneurship, entrepreneurial education.

In the era of digital learning, multimedia-based classroom has been commonly used in higher education including Malaysian higher education institutions. A case study has been performed to evaluate web-based learning using Level 1 to 3 of Kirkpatrick's model in a multi-disciplinary course at Multimedia University, Malaysia. In this study, mixed method research was employed in which triangulation was performed from multiple sources of data collection to give deeper understanding. Students perceived that learning with multimedia was enjoyable. They were also motivated in learning and engaged through the use of web module as multimedia was perceived to motivate them and make learning fun. Students showed significant improvements in their knowledge based on the pre-test and post-test results on learning evaluation. Students were perceived to transfer the learning from web-based learning into the learning outcome. The systematic evaluation can provide the feedback that educators and institution as a whole need to improve the learning environment and programme quality. This study contributes to the research field by adding another perspective in evaluations of web-based learning. It also provides empirical evidence on student perspectives, learning and behaviour in a private university. It demonstrated that the Kirkpatrick's model is useful as an evaluation tool to be used in higher education.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The COVID-19 pandemic outbreak has forced online teaching and learning to be the primary instruction format in higher education globally. One of the worrying concerns about online learning is whether this method is effective, specifically when compared to face-to-face classes. This descriptive quantitative study investigates how students in higher education institutions in Hong Kong evaluated their online learning experiences during the pandemic, including the factors influencing their digital learning experiences. By analysing the survey responses from 1,227 university students in Hong Kong, this study found that most of the respondents felt dissatisfied with their online learning experiences and effectiveness. Meanwhile, this study confirms that respondents’ household income level and information technology literacy affected their online learning effectiveness. Moreover, this study highlights the significant contributions of the community of inquiry, which places social presence on the promotion of a whole person development that could not be achieved when relying mainly on online learning. Findings encourage university leaders and instructors to search for multiple course delivery modes to nurture students to become caring leaders with the 21st century skills and knowledge set.
