IDENTITY OF LATVIAN AND LITHUANIAN CITIES ON THE BALTIC SEASHORE

The Baltic seashore cities Liepaja, Ventspils and Palanga people’s relationships with the sea had an impact on architectural quality of surrounding, which reflect understanding of the economic, culture and art. One of the sustainable development preconditions is identity, which can be achieved by identification, preservation and restoration of cultural heritage, natural objects and specific landscape. Identity of city environment is formed by cultural heritage that encodes information about many processes in the past. There is limited knowledge of the identity of coastal cities in the Baltic countries, where living environment is rich with forms and structures, which can satisfy individual's physical and mental needs, and inspire new ideas. To realize sustainable and balanced development of the Baltic seashore cities Liepaja, Ventspils and Palanga, structural changes are carried out using different spatial development models.The goal of this research is to compare models of sustainable spatial development of the Baltic seashore Latvian cities Liepaja and Ventspils, as well as Lithuanian city Palanga, and to assess their effects on the citizen quality of life.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

In Latvia, after restoration of independence on May 4, 1990, the economy was restructured. In Liepaja, without analyzing city's historical planning and not finding successful solutions for inhabitants, many factories closed down. Not getting to know with the Detailed Plan of the residential area "Green Grove", professionally developed by architect Irena Rubauska, and lobbying individual interests, specialists of "Group 93" Ltd. produced a new territorial plan for Liepaja. In 2007, Latvian in prison reform was started. The first prison was decided to build in the residential area "Green Grove". The object of research – Liepaja residential district "Green Grove". Research problem – functional and structural changes of "Green Grove" are implemented without performing the analysis of earlier urban development concepts and do not ensure harmonious development of inhabitants’ living environment. The goal of research – analyze the influence of Liepaja Economic Zone and city development strategies on quality of inhabitants’ living conditions in residential areas of "Green Grove". Main methods applied – this study is based on analysis of archive documents, projects, cartographic materials of urban planning, study of published literature and inspection of buildings in nature.

The article uses the socio-cultural methodology and comparative studies to examine the results of the transformation of national higher school systems in the former USSR on the eve of the post-Soviet thirtieth anniversary. It is established that over the past decades of the post–Soviet transformation, the higher school of 15 States of the former USSR has gone through two main stages: the first was primarily a stage of structural changes, and the second was integration into the European higher education space. A classification of the realities of organizational orientation of higher education systems is proposed, dividing them into westernized (the Baltic countries, Ukraine, Georgia, Moldova, Azerbaijan, Uzbekistan, Kyrgyzstan), systems with specific educational balances (Russia, Kazakhstan, Belarus, Armenia), and outsider countries (Turkmenistan, Tajikistan). It is shown that during this period unique cases of transformation of national higher schools emerged. They evolved from divergence in the direction of convergence through E-education and global unification. The purpose of the study was to show that in the near future post-Soviet structures of higher education will have to respond primarily to universal post-industrial challenges based on the identification of stages of higher education evolution.

Under the conditions of modern European integration processes, the quality of providing tourism services, which should meet the requirements of the population as much as possible, gains momentum. The regulation of tourism development in Ukraine according to European standards and regulations impose the task of upgrading the tourism industry, search for innovative instruments to improve its functioning based on the best European practices example of the Baltic States. Marketing approaches in managing the demand for tourism services by means of innovative technologies are insufficiently defined. Among the scholars who investigated the marketing aspects in the field of tourism activities should be distinguished the following: N. E. Kudla, I. Yu. Martynov, O. M. Pravyk, I. M. Shkoda and so on. The methodology is based on a systematic approach to the market for tourist services, marketing analysis as a management concept for this market, on the use of modelling as a methodological principle and a method of scientific knowledge. The mechanisms of increasing the efficiency of marketing activities in the field of tourism through the structural-functional model and model of management of the marketed approach system are determined. At the present stage, the issues of finding and implementing modern mechanisms for the formation and management of demand for a tourism product remain unsolved. Results. The article is aimed at developing innovative methods for managing the process of implementing marketing approaches to the market for tourist services in Ukraine. Priority is the development of mechanisms for the formation of demand for tourism products through marking technologies. The authors developed a system of marking approaches, which includes the factors of the effectiveness of travel services; marking methods and techniques; forms of realization of tourist services. The mechanism of formation and management of demand for a tourist product, as well as communicative and social methods of increasing the efficiency of marking activity in the tourist services market in Ukraine, is determined. Practical implications. The article considers mechanisms of increasing the efficiency of marketing activities in the field of tourism. The expediency of using the European experience of the Baltic States for the development of tourism in Ukraine is emphasized. Directions of further researches are offered. The structural-functional model of the system of marketing approaches and the organizational model of operational management of the process of realization of marketing approaches to the market for tourist services are developed. Value/originality. The use of the proposed models will more effectively increase the efficiency of marketing activities in the modern market for tourist services. The authors prove that modelling, development, and implementation of models of marketing approaches is a powerful mechanism for achieving a new quality of tourism services market and Ukraine.

Urbanization is a necessary trend of human development. Urban landscape design, as an important means for improving people's living environment, plays a significant role in social economy, ethics and cultural heritage. Rural landscape can not only provide wider and more flexible space configuration, but also offer diverse perspectives for regional cultural heritage. The study of ecological green landscape in urbanization is beneficial to people's landscape aesthetic, the improvement of the sustainable development of landscape design in urban beautification as well as creation of harmonious and favorable modern city environment. Through discussing the artistic aesthetic of rural landscape from the perspectives of ecology, ethics and culture, this paper manages to cultivate the values and functions of rural landscape's urbanization and to provide feasible transformation plans for the environment during the process of urbanization. Creating rural environment in cities can meet people's demand of being closer to the nature and at the same time can strike out the geographical features, cultural heritage and moral ethics environment as well as bring the returning of humanity, establishment of new social order and the creation of harmonious ecological environment and ideal homes.

Abstrak Kondisi Kampung Aur yang memprihatinkan dari segi sosial, ekonomi, lingkungan, psikologi, mental, dan pendidikan masyarakat yang jauh dari kemapanan hidup banyak menimbulkan berbagai permasalahan. Masalah utama yang terlihat jelas yaitu lingkungan permukiman yang padat, kumuh, kurang sehat, tidak asri dan nyaman. Keterbatasan lahan dan ketersediaan ruang hijau yang minim semakin memberi kesan lingkungan yang kumuh. Untuk itu, perlu dikembangkan langkah-langkah nyata untuk menciptakan lingkungan permukiman yang lebih asri, hijau, dan nyaman tersebut. Upaya pengembangan berkelanjutan yang didengung-dengungkan, baik dalam lingkup lingkungan maupun arsitektur, menuntut setiap individu untuk waspada atas bahaya yang mengancam kelangsungan hidup manusia di masa mendatang akibat mengabaikan permasalahan lingkungan. Salah satu bahaya yang mengancam adalah praktek konstruksi dengan limbah yang dihasilkannya. Dalam upaya mendukung program berkelanjutan, maka kegiatan ini direncanakan untuk memanfaatkan limbah konstruksi seperti batu-bata, pipa paralon, bambu dan atau kayu untuk dimanfaatkan sebagai green wall yang dapat diaplikasikan sebagai pekarangan vertikal menggantikan pekarangan yang tidak tersedia karena keterbatasan lahan yang ada. Melalui pemberdayaan komunitas yang ada di Kampung Aur dalam memanfaatkan limbah konstruksi ini diharapkan dapat meningkatkan kualitas lingkungan permukiman yang lebih baik lagi dari kondisi awalnya. Dengan begitu, anggota masyarakat memiliki wawasan baru, inisiatif dan kreativitas untuk mengembangkan konsep serupa secara mandiri di masa-masa mendatang. Kata kunci: Kampung Aur, komunitas, limbah konstruksi, green wall  Abstract Many problamatic conditions of Kampung Aur concern in terms of social, economic, environmental, psychological, mental, and educational communities far from the establishment of life. The clearly main problem show the  neighborhoods are crowded, unsanitary, not beautiful and comfortable enough. The limitation of land use and the less availability of green space are gives the impression of a polluted environment. Therefore, it is necessary to develop real ways to create a more beautiful living environment, green, and comfortable. The sustainable development efforts that was touted, both in environmental and architectural, require individuals to be aware of the dangers that threaten human survival in the future as a result of ignoring environmental problems. One of the dangers is practice of construction with the waste it generates. The  effort to support the sustainable program by doing activities are planned to take advantage of construction waste such as bricks, the pipe, bamboo or wood to be used as a green wall which can be applied as vertical garden. It can be replacing its grounds are not available because of limitation of land use which exists. Through the empowerment of communities in Kampung Aur in the use of construction waste is expected to improve the quality of the living environment better than the initial conditions. PurposeThe article seeks to contribute to a better understanding of older people's situation in the labour market in three Baltic countries – Estonia, Latvia and Lithuania. Three Nordic countries are taken as a reference point to compare the countries in order to better understand the situation from a comparative point of view. The article asks the questions: Does a longer working life for older people contribute to their better economic situation? How satisfied are they with a longer working life and their working conditions? Do they experience any discrimination in the labour market because of their age?Design/methodology/approachIn order to understand the situation of older people in the labour market, the authors employ welfare state models and the Active Ageing Index. The welfare state models help us to understand the context in which the working life of older people is taking place. The Active Ageing Index helps to gain a better understanding of the employment domain of active ageing. The analysis is based on several Europe-wide data sources: statistics on earnings from Eurostat database, information on income, job prospects, occupational safety and health, training, working life perspectives from the European Working Conditions Survey as well as a special survey, conducted by the authors, of Lithuanian, Latvian and Estonian residents aged 50 years and older.FindingsAnalysis conducted reveals that in the Baltic countries older employees, although actively participating in the labour market, face unfavourable material, physical and psychological situation in the labour market more frequently than their younger colleagues. The findings show that the most important factors influencing older employees' decision to stay longer in the labour market in the Baltic countries are linked mostly to welfare state-related issues, i.e. financial benefits, healthcare, possibility to reconcile work and family obligations. These welfare state-related issues are even more important for those who are going to stay longer in the labour market after reaching the retirement age.Originality/valueThis article contributes to a better understanding of older (50+) people's situation in the labour market. It suggests that, while the increasing employment of older people increases the Active Ageing Index and is generally viewed positively, in some countries with less developed welfare states high employment rates of older employees, although providing them with an additional means of livelihood, do not ensure a higher quality of life and, on the contrary, act as a factor reducing the quality of work and, at the same time, the quality of life.

The article considers modern approaches to ensuring sustainable development of territories.The analysis of publications that set out best practices for harmonizing the socio-economic processes of several regions of the world is carried out.In general, they ensure the satisfaction of the population needs ofdifferent localization territories, has been carried out.The empirical part of the study shows the opinion of the regional community of the South of Russia with respect to the possibilities of implementing various approaches to ensure the balanced development of the strategically important territory of Russia.The role of developing regional brands, including rural tourism, for the sustainable development of the Stavropol Territory and improving the quality of life of the population is determined. The competitive potential of the Stavropol Territory, according to the expert community, is focused on the production of grain crops. On the second place are the resort and sanatorium services and opportunities for the development of rural and ethnic tourism. Not enough attention is given to the development of organic food production.

The problem of municipal solid waste (MSW) has been a serious threat to the health of residents and the ecological environment of city. Waste classification can maximize waste resource utilization, reduce the amount of garbage disposal, improve the quality of the living environment, and is the fundamental solution to the problem of "garbage siege" phenomenon. However, over the years, our country MSW classification recycling work remains stagnant. It is proposed that the classification recycling of MSW in China can choose the clearest, simplest and most harmful areas, start from the household appliances, electronic waste, vegetable waste, packaging and kitchen waste recycling, to recycle social resources effectively and realize the sustainable development of city.

Lviv Oblast can be proud of most favourable conditions for the development of various forms of tourism. It is a region of unique environmental features, characterized both by lowlands and mountain ranges with large share of protected areas. Tourist functions of the region are proven by numerous cultural heritage sites, especially in such a centre as the city of Lviv. In Lviv there are over three thousand monuments, which makes it a unique “city – museum”, recognized by UNESCO within its list of World Heritage Sites. Lviv Oblast is one of the most important spa regions in Ukraine, with the main spa resort of Truskawiec, which has been recently undergoing a whole range of structural changes. For many years a deficit of tourist accommodation has been observed, both in Lviv itself and in other areas of the region. Another drawback is low quality of the offered services, which is caused by the low standard of available facilities.
