At present, China is facing the problem of breaking down the system and institutional obstacles that hinder the free flow of factors. The development of new urbanization and urban and rural industries depends on the independent flow, efficient and fair allocation of factor markets; market-oriented allocation of factors is the development and core issue of new urbanization; the market plays a decisive role in the allocation of factor resources. On this basis, it is of great importance to put forward suggestions to further promote the free flow of factors and accelerate the development of new urbanization.

At the stage where China’s economic growth has shifted from high speed to high quality, how to build a sustainable development system with complementary high-quality resources through the integration of culture and tourism industries is the core issue. Since the 26 proposals for the integration of Beijing’s culture and tourism industries were put forward, Beijing is gradually building a sample of integrated culture and tourism development. In this paper, the theory of physics coupling is applied to the research on industrial integration, and a comprehensive evaluation index system is formulated. At the same time, the relative development model, coupling degree model, and coupling coordination degree model were used to empirically analyze the integrated development of the culture and tourism industries in Beijing from 2005 to 2017. The research results show that the degree of coupling and coordination of Beijing’s culture and tourism industry experienced three phases of mild imbalance, primary coordination, moderate coordination during the statistical period, and the integration effect gradually improved. Based on this, this article puts forward policy suggestions that are conducive to the further coordinated development of Beijing’s culture industry and tourism industry.

Since the 1990s, China has gradually put forward the theories featuring new urbanization and coordinated regional development, and put them into practice. In the Report on the Work of the Government 2019, Chinese Premier Li Keqiang proposed that “We will promote coordinated development across regions and improve the quality of new urbanization”, drawing the public’s attention to new urbanization and coordinated regional development again. This paper first sorts out China’s research on new urbanization and coordinated regional development, mainly concentrating on the connotations, dynamic mechanism, strategic paths and models, and policy tools. Then it summarizes the major research results, including (1) the strategic theory and policy for spatial integration; (2) the theory and policy of main functional zones; (3) the urbanization theory and policy with city clusters as the major form; (4) the agglomeration theory and policy in the context of integration. And finally it proposes the major directions for further research: (1) innovation-driven cities and coordinated regional development; (2) compact cities with green, low-carbon, smart and humane features; (3) difficulties in the innovation of new urbanization system and mechanism; (4) leading research on the agglomeration theory and policy in the context of inter-connectivity.

Under the ecological perspective, the new type of urbanization, green and low-carbon coordinated development is a powerful engine for economic development. Based on the analysis of the existing results of the new urbanization green development and low-carbon development factors, a new index system of influencing factors for the coordinated development of green and low-carbon urbanization was constructed. And then concludes the results of the analysis by using the relevant statistical data of Heilongjiang Province from 2007 to 2017, using the principal component analysis method and using SPSS statistical software. Finally, puts forward some relevant countermeasures and suggestions on scientific and technological innovation, the industrial structure and cultural education, etc.

The implementation of the rural revitalization strategy can not only talk about the rural areas, but also combine with the new urbanization to drive the transfer of rural population to cities and towns. Taking Hanzhong city as the research area, taking industrial prosperity and ecological livability as the core, and based on the assessment of Rural Development Problems, the paper makes clear the theoretical logic and key tasks of rural revitalization in Hanzhong city. On the basis of evaluating the index system of Agricultural Ecology and urbanization in Hanzhong city, this paper studies the degree of coupling coordinated development by using the coupled coordinated development degree model. It can be used for reference in the construction of new urbanization in other similar areas of Shaanxi Province.

This paper selects the index data of population, economy and space from 2000 to 2019, establishes an evaluation index system for the level of new urbanization and environmental quality in Qinghai Province, studies the coordination between new urbanization and environmental quality in Qinghai Province by establishing a coupling coordination model, and puts forward countermeasures and suggestions for the coordinated development of new urbanization and environmental quality in Qinghai Province.
