Despite the efforts of the state and non-profit organizations (hereinafter — NPOs), the problems of orphans’ adaptation and integration into the society persist. Studies of speech behavioral models in graduates of child care institutions of some non-profit organizations reveal the antinomic nature of their programs and goals. These contradictions revolve around the process of formation of dependent social attitudes in orphaned children. The task of our research is to assess the role that NPOs play in the formation of certain social attitudes of graduates of child care (boarding) institutions (ex-orphanages).Using the verbal and communicative method of interviewing and through the analysis of the outreach programs provided by NPOs we show that the existing programs of post-orphanage adaptation, regardless of their universal yet relevant character and the diversity of the employed tools, cannot address the whole variety of emerging problems and challenges.

There is a steady trend in the wide range of literature on the study of institutions: the definition of theoretical judgments often does not coincide and is not combined with the definition of general connections and patterns, which leads to ignoring the principle of systematic analysis of socio-economic processes. Indirectly, this means the priority of the random (individual) over the whole and general. Meanwhile, the concept of an institution correlates with the specific content of a phenomenon or process and is supplemented by a generalized and systematic approach. The study of such an urgent problem of the market economy as institutional choice through non-profit organizations requires the extension of the analysis not only to governmental but also to non-governmental structures, which are an element of the whole. In this regard, the article provides a historical overview of the development of nonprofit organizations and charitable activities as a large-scale social phenomenon, which made it possible to draw attention to the possibility of using the experience of past years for the purposeful organization of non-state institutions of charity, including by improving social partnerships. Analysis of the current state of non-profit organizations in Ukraine, despite the growth in their number, shows a decrease in the volume of charitable activities. In recent years, the country has taken certain steps to improve charity. However, this is not enough. The institutional environment for philanthropy needs to be improved. The solution to this problem is possible with the active influence of the state on the management of non-commercial activities. Improving the tools of functioning, financing, as well as increasing attention to the development of statistics in this area of activity is considered relevant. In this regard, the purpose of the article is to identify pressing issues and ways to improve charitable organizations. The solution to this problem is possible with the active influence of the state on the management of non-profit activities. The development of the institutional framework of the nonprofit sector of the economy means the improvement of financial reporting, greater openness of charitable organizations, streamlining of their legal relations, liberalized taxation and strengthened control over the activities of non-profit organizations. The article pays special attention to the problem of accumulation and distribution of charitable funds. The potential of charitable organizations can be expanded by shifting the focus of their regulation away from predominantly corporate to regional administration, which increases the importance of the institution of partnership in the development of charity. The article uses historical and logical methods, which allowed to study the formation and development of non-profit organizations in the evolutionary aspect.

The article considers the main economic and legal incentives that determine the development of fish farming companies in Russia. The authors analyzed the main legal acts that form the institutional environment in the industry. Among them: the Doctrine of food security, the Federal Law on aquaculture, the state program for the development of the fisheries complex, the industry program for the development of commercial aquaculture and the strategy for the development of the fisheries complex. The study presents the results of an analysis of incentives for the development of fish farming companies in various Russian regions. The role and significance of non-profit organizations in the development of aquaculture is determined in the research.

At present, the financial relations of non-profit organizations in Russia with different levels of government, as well as the business community, characterize the degree of social, moral and cultural situation in society. The relations of non-profit organizations in terms of their financing are associated with support from the state, its interest in their functioning thanks to the budgetary funds received from it and receipts from extra-budgetary funds. At the current level of development of Russian society, and due to the aggravated situation with the pandemic, the topic of the sphere of activity of non-profit organizations, obviously, acquires special relevance.

This chapter notes that vicarious warfare, in simple terms, refers to the prospect of war on the cheap, fought at a reduced price in blood, treasure or political capital relative to ambition. It determines the future shape of vicarious warfare, and the evolving social attitudes toward the state, war and the idea of sacrifice. The chapter argues that the future of vicarious warfare might be determined more by the extent to which it is judged to be an effective instrument for achieving security — in other words, the extent to which it is judged to offer strategically sound approaches for solving pressing problems and threats. Ultimately, the chapter points out the deeper self-harm being inflicted on the nation through its ongoing prosecution of vicarious warfare. It aims to catalyze further debate around modern US military practice.

The article focuses on the importance of educational mentoring for older adolescent orphans that involves community-minded non-profit organizations. The authors have sufficiently substantiated and developed a technology of educational mentoring for orphans of school leaving age to be applied in centres for helping childreninvolving representatives of community-minded non-profit organizations in order to form the orphans’ skills and competencies necessary for living on their own, increase their level of hardiness and actualize the value and moral contexts. The effectiveness of the developed technology is ensured by the creation of such a pedagogical space in which, in the interaction of employees of the center for helping children and mentors-volunteers of a non-profit organization, a huge impact is made on the indicators of the formation of personal characteristics of the resilience of graduates and, in the future, on the results of their social adaptation and integration in society. The author comes to the conclusion that the system of pedagogical mentoring of orphans allows to increase the level of their social adaptation. The indicators of this technology are the spiritual and moral values inherent in the Russian family, and the mentoring technology is a pedagogical tool for the formation of model characteristics of a resilient graduate in orphans.

The article analyzes using the normative and systematic methods, as well as analysis and synthesis, the content of the statements of the Civil Code of the Kyrgyz Republic, the Budget Code of the Kyrgyz Republic, the Laws of the Kyrgyz Republic "On State and Municipal Services", "On Non-Profit Organizations", "On Basic Principles of Budget Law", Regulations "On Special Funds and Deposit Amounts of Institutions on the State Budget of the Kyrgyz Republic" 1998 and 2000, approved by the Government of the Kyrgyz Republic, as well as other acts of this body and Model Civil Code of the Commonwealth of Independent States, as well as practice the application and improvement of these acts and the works of legal scholars, in addition, the judicial practice of the Supreme Court of the Kyrgyz Republic related to the subject of the research was studied, the data of the Accounts Chamber of the Kyrgyz Republic on audit of annual republican budgets were analyzed. The article reveals essence of state institutions of the Kyrgyz Republic as legal entities, their role and significance, place in the system of non-profit organizations. Particular attention is paid to the trends in the theory of public legal entities. The authors conduct historical analysis of existence of the state institutions of the Kyrgyz Republic. The revenues of this institutions, ratio of the norms of civil and budgetary legislation in the regulation of activities of institutions, which generate income, are investigated, and importance of legislation on public services in the regulation of the provision of paid services is revealed. Importance of special funds as a source of profitable activity is considered. Comparative analysis of the norms of the budgetary and civil legislation governing activities of the state institutions with income has been carried out.

Subject. This article considers the activities of international environmental and other non-profit organizations, in the context of continuing economic integration of countries. Their humanitarian reputation, potential, and pervasiveness are increasingly being used by the West in unfair competition in the markets for natural resource extraction and territory development. Objectives. The aim is to identify and assess possible threats to the economic security of the State, associated with the activities of environmental and other non-profit organizations in its territory. Methods. The study employs the dialectical method, systems approach, and tabular interpretation of empirical and factual information. In view of little knowledge of the problem in economic science, for our empirical reasoning and hypotheses, we perform the analysis of resonant examples of the influence of international organizations on economic processes in the State. Results. We examined negative aspects of activities of environmental organizations, potentially posing a threat to the economic security of the State. We analyzed examples that confirm the illegal actions of such movements, predicted their possible consequences, assessed resonant situations associated with the functioning of Greenpeace, WWF, and attempts to establish external control over political, social, and economic projects of the State. Conclusions. International non-profit organizations have a direct impact on government processes in the Russian Federation. It is important to establish and develop national environmental structures, implement awareness-raising activities, and support domestic science.
