The paper focuses on the role of teachers’ psychological culture in supporting the implementation of the Federal State Educational Standard for Basic Education.The authors stress that formation of personal educational outcomes in students is a task closely associated with the level of psychological culture of teachers.Using a questionnaire designed to explore the teachers’ need to improve their psychological competence, the authors carried out a survey of 69 teachers and outlined the priority areas of psychological culture improvement for the teachers basing on the outcomes of the survey.The paper analyses the relationship between the professionally significant qualities of the teachers (such as communicative and organizational skills) and their views on the formation of personal educational outcomes in students.Finally, the paper outlines the possibilities of developing psychological culture in teachers as a system of means allowing them to fulfill the requirements of modern educational standards, in particular, to resolve the task of forming personal educational outcomes in students.

The article discusses the relationship between autopsychological competence and self-knowledge of adolescents in order to determine the scientific basis for the development of self-knowledge through group developmental psychological work. The author focuses on the need to use autopsychological competence as a target reference point (result) of the development of self-knowledge of adolescents in the framework of the implementation of new educational tasks of the national project "Education" and the Federal state educational standard of basic education. The article clarifies the concept of autopsychological competence, makes sense of its structural and content characteristics, and determines the place of self-knowledge in the development of autopsychological competence of adolescent children. Based on the analysis of modern domestic research, the author determined that self-knowledge is the basis for the formation of autopsychological competence, which in turn is the result of self-knowledge and reflects the degree of its development. It is noted that autopsychological competence is a necessary tool and mechanism for the formation of subjectivity, the formation of which is due to the accumulation of autopsychological experience of internal activity. The article defines the scientific basis for building a program for the development of autopsychological competence of adolescents as a target for the development of their self-knowledge. In conclusion, the author presents the conclusions that the use of the construct "autopsychological competence" in the development of programs for the development of self-knowledge of adolescents allows structuring and algorithmizing this work, translating it into an instrumentally understandable applied sphere of developmental work with adolescents, observing the competence approach in education and upbringing of schoolchildren, set by the state as a new task in new educational conditions.

This article focuses on the problem of the relationship between the procedure for state final attestation in postgraduate study and the readiness of a thesis. The presence of contradictions in the normative legal acts of the Ministry of Education and Science of Russia, which regulate the issues of training scientific and pedagogical personnel in postgraduate study, was noted. The author suggests possible ways of solving the problem related to the preparation of scientific and qualification work and the completion of postgraduate study in the part of normative language in the educational standard. The offered formulation “scientific qualification work being prepared (Thesis)” orients the federal state educational standards towards “qualification”, which enables a greater number of postgraduates to get access to state final attestation.

The following issues are considered: the transition to the Federal State Educational Standard of the new generation in accordance with the professional standard; the Federal State Educational Standards analysis in the previous and new edition; the competence approach to formation the professional qualities of young experts; dependence of the qualification level on the level of education and practice; the need to revise the innovative educational programs in order to increase the motivation of students to self-education and the formation of personal competencies that ensure the demand for young professionals in the labor market. Arguments are given in favor of practice-oriented and project-based methods of education in the preparation of architects and design engineers.

The article reveals the possibilities of home schoolwork for the formation of search activity skills in younger schoolchildren, the development of their cognitive motivation, aspirations and abilities for educational independence, the development of universal educational actions, which meets the requirements of the Federal State Educational Standard of Second Generation Primary General Education. Properly organized home study work is considered by the author as a necessary element of developmental education. In this regard, a methodology is described for the formation of students at the first stage of school education of the skills necessary to complete home school assignments.

The project of the updated federal state educational standard of the master’s degree in the direction of «Technosphere Safety», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. The features and problems of training of master’s degree specialists are considered. It is proposed to create the list of master’s degree educational programs. At the same time, it is necessary to complicate the procedure for introducing new educational programs into educational practice by introducing the requirements to justify the impossibility of training personnel with new professional competencies within the framework of the variable part of already implemented programs.

The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.
