The article covers the consideration of the "Korean Wave" as one of the manifestations of dialectical laws of culture development. The interpretation of the phenomenon only as a situational model of state cultural policy is refuted through the analysis as an incorrect and unreasonably narrowed understanding. We consider the "Korean Wave"as a variant of the cultural wave, which is a constant element in general processes of cultural development of mankind; we substantiate the grounds for its studying from the point of view of dialectical unity of internal and external factors. We show that the features of its formation and functioning determined by this way have expert ability in the analysis of the processes of culture creation, which are extremely accelerated today. In this connection, essential comprehension of the culture as living organism, caused by spiritual and generic motivations of a man and connected with his continuous self-development, displays its principality. In this sense, the "Korean Wave",a phenomenon of modern stage of culture development, shows itself as its regular stage, connected with its dynamicmorphological features. It displays an example of the cultural wave as a component of general cultural cyclicality, caused by permanent motionfraught with excitationand wavyoutbursts. Every such wave, having its historically specific motivation, is transparent regarding general mechanisms of cultural development. The absence of direct studies of culture dialectics, one component of which is shown by the phenomenon of the cultural wave, is the cause of dominating in modern culture studies of a descriptive factology principle. From the position of understanding the dialectics of general cultural movement, the appearance of a new one, the"Korean Wave"in this case, is a result of complicated multistage processes happening in the public culture body, where quantity is transformed into quality, trends into laws in response to spiritual needs of a man. It completely concerns the "Korean Wave"as well, as in collisions of its appearance, the complicated relations between the old and the new, tradition and situationality, closeness and openness, emotional and rational issues are involved.

Taking into account the cultural potential of each region, the identification of criteria of the effectiveness of cultural policy, current trends of economic and socio-cultural development allows to solve urgent problems. Among them - identification of priority directions of regional cultural policy; formation of programs of social and economic development of the region based on use of cultural potential of the region; formation of cultural identity; assistance in development of cultural industries and cultural initiatives; development of mechanisms for involving the entire population in cultural activities. The article considers the difference between the scenarios of cultural policy, in particular, Chelyabinsk region on the basis of comparative analysis of the state programs of cultural policy of the subjects for 2011-2018 of the Ural Federal district (Tyumen, Chelyabinsk, Sverdlovsk, Kurgan regions, Yamal-Nenets Autonomous area and Khanty-Mansi Autonomous Area). The study of cultural problems in the countries of the socialist community has acquired considerable relevance in historical research recently. At the same time there are considerable gaps in the study of culture of German Democratic Republic. For the period from 1945 to 1949 it is especially true. Appeal to the sources of the Soviet period can make it partly up. Nevertheless, this is insufficient. A modern view of the culture of East Germany after Second World War is ne-cessary. The policy of Socialist Unified Party of Germany at the socialist culture formation period is the subject of this research. The consideration of the influence of Soviet Union and ideas of Oc-tober Revolution on the postwar cultural development of East Germany (1945–1949) is the aim of this research. The realization of research tasks based on the using of Soviet and German books, newspapers and magazines is achieved. Sociopragmatic method, that allows to objectively investigate the processes in Soviet occupation zone of German is the main in this work. Social processes that occurred from 1945 to 1949 in East Germany are investigated. The degree of influence of Soviet Union and the ideas of October Revolution on the cultural policy of Socialist Unified Party of Germany is determined. The study of the Soviet influence on the cultural policy of Socialist Unified Party of Germany in the German society allowed to determinate its level as quite high. The study confirms the conclusions of researchers that party persons of SUPG sought to conduct cultural policy in East Germany based on the Soviet sample.

The paper is devoted to the analysis of the state cultural policy in the context of development of socio-cultural space. Scientific research is based on understanding of the basic values, the place and role of culture in the modern world, its true significance for the state, which claims the title of civilized, and therefore understanding of culture as a priority of the state policy. Therefore, the aim of the paper is the generalization of the Ukrainian experience of state cultural policy and identification of the significant achievements in this area. Methodology. The methodology of science of interdisciplinary level is applied in the research. The integration of interdisciplinary knowledge and the unification of disparate characteristics into the system allowed to obtain the new scientific knowledge in part of cultural policy characteristics on different sides and of view of the Ukrainian cultural policy in its entirety. The paper analyzes the main milestones of the Ukrainian cultural policy formation from independence to the present. The main achievements and imperfection of the state cultural policy in the political, cultural, institutional and financial aspects are summarized. Results. It is concluded that despite the failure of systemic cultural reforms in the past, a number of important changes have taken place in the cultural policy of Ukraine. The state cultural policy acquires signs of integrity and system. An organic entry into the context of the European system of values with the preservation and development of the own cultural heritage takes place. Value / originality. Analysis and systematization of the reformist projects and institutional decisions of the cultural policy of Ukraine in 1990-2020 can be used as the theoretical addition to research of the field of state cultural policy of Ukraine. Practical implications. From our point of view, the practical implications of the cultural policy research will help to get closer to understanding the reasons of the many reforms failures, to find the new effective practical solutions and to develop optimal approaches for the future state cultural policy of Ukraine.

The use of culture and art for socio-economic development and the formation of a positive image of Ukraine abroad require highly skilled specialists. The cultural development of society depends to a large extent on the effectiveness of artistic education, which functions as a streamlining of spiritual life and aesthetic education of a person. The article emphasizes that the characteristic feature of the artistic institutions of higher education in modern conditions is the ability to take into account the demands of society, to carry out an assessment of all internal and external factors that provide favourable conditions for their normal functioning. It is also necessary to take into account the requirements of cultural and artistic institutions to the quality of training specialists and to make carefully thought out management decisions. It is emphasized that the specificity of the preparation of creative personnel at the level of postgraduate education in artistic higher educational establishments requires further development of the normative base, the establishment of clear requirements for the competences of the applicant of the degree of doctor of arts. In this context, it becomes relevant to study the problems of artistic education as a component of public culture and cultural policy of the state, and allows considering possible ways of development of artistic higher educational institutions, taking into account their peculiarities.

The article discusses the problems of evolution and the formation of the ideology of an enlightened monarchy in Russia. In this regard, the philosophical and political ideas of Catherine the Great, as well as their theoretical and ideological premises, are analyzed. It is noted that the philosophy of education in Russia was closely connected with the concepts of Voltaire, Didro, Montesquieu, Beccaria, Bentham, their views on natural law and human freedom, humanism and the rule of law. These concepts in the philosophy of Catherine received a specific interpretation, due to the sociocultural conditions of Russia. This was manifested in the famous work of Catherine the Great “The Nakaz”, which recognized Montesquieu's argument in favor of the autocracy, but at the same time, his point of view on the separation of powers was rejected. The specificity of the doctrine of enlightened monarchy lies in the combination of liberal and conservative values, which form eclectic forms. This was the dialectic of the supreme power, the difference between the enlightened monarchy and the ideology of absolutism. The article also notes that education in Russia is associated with fundamental socio-political reforms, processes of secularization of culture. At this time, the natural and human sciences are developing. The changes positively influenced the development of medicine, beautification of towns and public education. Also considered are the views on the autocracy of the opposition nobility intelligentsia: A. N. Radishchev and noted that his criticism of the autocracy was determined by an alternative cultural policy, proceeding from the protection of the interests of the people. The doctrine of enlightened monarchy is characterized by internal worldview inconsistency and political inconsistency, which did not allow solving the pressing social problems of the establishment of legal state, democratization of society and the abolition of serfdom.

В статье речь идет о роли произведений Чингиза Айтматова в воспитании молодежи. В условиях перехода в новый социально-экономический период меняется нравственно-духовный мир молодежи, в том числе у студентов. С этой точки зрения на первый план выходит задача формирования общечеловеческих ценностей, которые должны стать главным объединяющим фактором дальнейшего социокультурного развития общества. Обогащение опыта глубокого понимания общечеловеческих ценностей у будущих педагогов в профессиональном обучении способствует формированию подготовленности будущих педагогов профессионального обучения в будущем, также важно привить в них систему общечеловеческих ценностей. Ключевые слова: общечеловеческие ценности, гуманность, нравственно-этические принципы, духовные ценности, рыночная экономика. Annotation. the article touches on one of the pressing problems of our time - the decent education of the younger generation. The article considers the issues of youth education and the formation of universal values. The article deals with the role of the works of Chingiz Aitmatov in the education of youth. With the transition to a new socio- economic period, the moral and spiritual world of young people is changing, including among students. From this point of view, the task of creating universal human values comes to the forefront, which should become the main unifying factor in the further socio-cultural development of society. The enrichment of the experience of a deep understanding of human values in future teachers contributes to the formation of preparedness of future teachers of vocational training in the future, it is also important to instill in them a system of universal values. This article considers the place of youth arts and cultures in the cultural industries approach to cultural policy. It argues that the ‘covert economic overlay’ (Brokensha, 1996: 101) of the Australian National Culture–Leisure Industry Statistical Framework privileges certain processes in a ‘government convenient’ model of industry inputs and outcomes, and that the assumptions of this model are challenged by youth-specific and community-based modes of production. Furthermore, it argues that the philosophies and practices of contemporary youth-specific arts organisations have the potential to redefine ‘culture industry’ and contribute to a ‘coherent new paradigm’ of cultural policy (UNESCO, 1995: 232). This paper makes these arguments by examining the place of youth arts and cultures in the existing environment of cultural industrialisation, by considering recent government policy responses to young people's cultural activity and by addressing long-term policy issues for the support of young people and cultural development.

Establishment of every urban element in its appropriate position requires advanced technology and science from geographical and climatic point of view. This is accompanied and synchronous with modern culture born by supreme and high level of training and education in the society. In this regard, one of the main objectives of the architectures' union is to establish science and Technology Park with the aim of facilitating and accelerating science and technology transmission from university to the society and country.Tabriz city is considered as one of the most important academic and industrial cities in the country. Establishing science and technology parks can be effective in scientific, economic and social development of the country and province. Employing organic methods in architecture to use natural energies is an effective and useful method and its structure produces less pollution. Using philosophical and introductory issues and views of technology and establishing technology parks, present article proceeds on issues of organic architecture with new approach which is inspired by ants' nest algorithm and presents a new experience of architecture in the form of Science and Technology Park.

The subject of this research is modern celebratory culture in the context of impact of globalization processes upon festivities. The author explores a new phenomenon that emerged in the early XXI century – a “global holiday” within the framework of sociocultural transformations related to transition of humanity towards the Digital Age, and formation of the global information space. Special attention is given to the following aspects: creation of media and post-mythological global holidays of the Digital Age, and transformation of the traditional holiday into new metanational forms. The methodological foundation for studying the holidays that received the status of "global" in modern culture became the adaptation of “head page method” applied in sociological, cultural and futurological research and sociocultural monitoring, including overt observation. The conclusion is made that modern culture marks the formation of several types of global holidays that carry metanational character: the first group includes media-produced holidays associated with post-folklore and post-mythology of modern society, or represent celebratory events as award ceremonies in the field of politics, art and science; the second group includes ethnic traditional holidays that received the global status (Halloween, St. Patrick's Day, Mexican Day of the Dead, Holi “Festival of Spring”, etc.). The phenomenon of global holidays should be taken into account in creation of the national strategies of cultural policy, and the global holiday itself may become one of the "soft power" tools in the Digital Age.
