In the article the authors cover a theoretical analysis of scientific literature on the problems of using fundraising as a technology of social work in modern Ukraine. Non-profit organizations act as social intermediaries-implementers of social ideas and programs. They operate between the state, commercial firms and citizens. It is important to develop a comprehensive economy and the state, both for business and society. Fundraising area is a new field of activity for our country. For attraction of resources of sponsors and donors, there are first-rate specialists who are able to replenish the budget of public organizations. The introduction and use of fundraising technology will expand the financial capabilities of social institutions and, consequently, increase the efficiency of their functioning. The dynamics of fundraising development in Ukraine is fast and efficient. An important factor in accelerating this process is the highly skilled training of specialists in this field of activity, which will have the appropriate knowledge, skills, skills and competencies. Fundraising is an almost new area of activity for our country. It has been developed in the US and Europe, where a diverse system of benefits and incentives has been developed for depositors in the social sphere, business entities, foundations or individuals. Free Western Market Traditions Encourage Philanthropy. The social sphere in Ukraine, like no other, needs organized financing from extrabudgetary funds. For a clearer and more professional organization of recruiting sponsors and donors, there are first-rate professionals who can replenish the budget of NGOs. In a market economy, civil society and social initiatives, philanthropy has become a major boon in the form of patronage, sponsorship and support through the provision of grants, donations, material, information resources and more. The proliferation of charity and its form of organized activity has led to the emergence of fundraising, as a science of planning and streamlining actions that will help organized actions for patrons and beneficiaries. Today, fundraising is not sufficiently developed in our country, but in spite of this it has certain prospects. Due to the growing role of civil society organizations, which are able to help the state in solving social problems, it contributes to the development of fundraising in Ukraine. Today the dynamics of fundraising development in Ukraine is noticeably fast and effective. An important factor in the acceleration of this process is the highly qualified training of specialists in this field of activity, who will have the appropriate knowledge, skills.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

The present study is concerned with the concept of ethics academically. It aims to investigate the major problems that contemporary Iraqi society suffers from; on top of which is the problem of sectarian and religious intolerance. Such a problem has a major role in the emergence of extremism and terrorism. It further destabilizes the security and stability of the country, exposing, as a result, the lives of citizens to the danger of genocide, disintegrating the social structure, stopping the wheel of development, rampant corruption, and deteriorating the political, social, moral and economic situation. Here comes the role of social work as governmental institutions and civil society organizations in curbing this reprehensible phenomenon in the hope of overcoming it. Such a role is in conformity with and implements the developmental, curative, preventive, and ethical objectives of social work, especially in the areas of: awareness, social construction unification, social peace, and of spreading the ethics of tolerance and social justice. It further helps to build the civil state, spreads the spirit of citizenship, and the respect for laws. Moreover, it encourages transforming the principles and human rights charters into a practical and lived reality. The research also summarizes the researcher’s philosophy of (humanity), stating that: it is a single ethic for multiple cultures. It can be a base for actions and relationships within the framework of the optimal approach for the civil state, social work institutions, civil society organizations, local and international bodies and for departments working in the same direction. Such a philoshophy  leads to overcome the strenuous obstacles left by sectarian and religious fanaticism in contemporary Iraqi society.

This article is devoted to the study of social sphere and its impact on the process of ensuring quality of working life. Modern tendencies of social sphere and its main components development in the conditions of pandemic spread have been considered. Emphasis is placed on the fact that social sphere as an important component of society support promotes reproduction of human capital, raising living standards, formation of modern developed personality, which directly affects the rate of economic growth and social and economic progress and quality of working life. The essence and features of the relationship between social sphere and the quality of working life have been determined. Indicators of quality of working life, which characterize the level of income of employees; level of labor organization; meaningfulness of labor; employees' career advancement; development of industrial democracy; respect for the individual; perfection of sanitary and hygienic conditions; the state of relations between the trade union and the administration have been reflected. Political, organizational, technological, economic and other factors that shape and influence the level of quality of working life along with the influence of the social sphere have been studied. Subjective factors related to the presence or absence of motivational and personal characteristics necessary for the realization of labor potential of individuals have been described. The key problems of social sphere development and quality of working life in Ukraine are highlighted, among which the insufficient level of social sphere financing has been singled out, which in turn leads to reduction of social infrastructure institutions, critical condition of their fixed capital, low level of salaries in state social institutions. Possible directions of solving the main problems in social sphere in context of interaction of the state, business and society have been offered.

Social care is an organised network of institutional and non-institutional facilities designed to meet the needs of citizens. The reforms that are taking place in social protection are influenced by modern trends in social work, expressed through decentralization, de-institutionalization, pluralism, strengthening of civil society and the possibility of providing private services, affecting and enriching the content of social work. These change the relationship to the client's position and improve the professionalism of social worker. Changes in social policy, resulting from diverting from central to local level, influence and give direction to the overall social activity. The paper describes the three components thereof (areas): the state of social work and social protection in the Republic of Macedonia, rights and services in the social protection system in the Republic of Macedonia and research part. Starting from the assumption that modern trends affect reforms in the social protection system of the Republic of Macedonia, this paper aims to determine the state of social protection in the Republic of Macedonia. The aim is to gain knowledge about the situation and the changes occurring in the social institutions of public character, influenced by modern trends. Also this paper makes analysis of the legislation in the Republic of Macedonia in the field of social protection. Ultimate goals of the implementation of reforms in the social protection are the welfare of the beneficiary, improving the quality of work and professional development of social workers.

The research analyzes the main conditions by having which the state is able to fight against corruption. The preconditions and means of fight against corruption are determined; the results of their implementation in life are considered based on the examples of some countries, namely, availability of effective legislation, political will of the state, specialized bodies of fight against corruption, the establishment of civil society. It is noted that the fight against corruption is the management through a developed network of social institutions created on the basis of ‘participatory democracy’, that is, the interaction of personality, society and state on the principles of social partnership. This concept refers to a complex of political relations and technologies, which establishes public supervision over the activities of state authorities. At the same time, the latter requires a political will to fight against corruption, the legislative provision of this fight and the strict implementation of the adopted legislative acts. The main task for the civil society structures in the fight against corruption is the implementation of public participation in the process of preparing, discussing, adopting and monitoring the implementation of power decisions. Corruption as a systemic problem in Ukraine, demoralizing society, generates such a negative phenomenon of legal consciousness as legal nihilism in the social environment.

Raised the urgency of the terms are, how the concept of civil society as a societal good that is created in the life of the nation in Indonesia, as the frame of the existing diversity, religion and culture, and political system of Pancasila democracy. Civil society in the context of Indonesian is how to control the formation of communities in the state through institutional self-activity, independence and autonomy, as well as the establishment of an embodiment of a democratic society. In the context of the Indonesian Pancasila principles, and also with a democratic system of governance, and there is this dilemma and think about the ideal, which is between the Islamic faith and respect for the rights and freedom of religion, politics and the state. The presence of Islam in the transformation objective and mainly do the religious rights and political and human resources in line with the agenda, as well as religious harmony. Islam in Indonesia is constructed precisely by turning good value in the social sphere, culture, politics, economy, education, and access to the system, which in this case involves the rules in the management of the nation's life. We need to develop democratic institutions, especially political institutionalization, as well as to ensure the continuity of effective bureaucratic government open and participatory. This paper examines an attempt to briefly try on civil society in the discourse of religious pluralism in Indonesia with the social - political approach.

The practice of charity, which is commonly voluntary by definition, is embeddedwithin religious institutions or communities to support their vision ofsocial welfare. In this book, Egbert Harmsen underlines some improvements,advantages, and weaknesses as well as varieties of the roles played byMuslim-based voluntary organizations in the Middle East in general, and inJordan in particular. He reexamines whether such civic values as voluntary,autonomous, egalitarian, community-based initiatives, self-reliance, and independenceunder which civil society organizations developed can impact Muslimsociety on a larger scope.The author reassesses previous research findings, particularly thosepresented by such observers as Janine Clark and Sami Zubaida. Clark’sobservation of (horizontal) networks embedded among middle-classMuslims reveal that the lower class (the poor) does not benefit very muchfrom the existing social institutions. Meanwhile, Zubaida’s scrutiny of the(vertical) relation between Muslim associations and their needy clientsshows that the resulting relationships are generally paternalistic. In responseto Clark’s argument, Harmsen points out that while the social institutionsset up by the middle class do serve middle-class families, they by no means ...

The author has suggested changing the con guration in the system of relationship between the given social institutions to provide the family thorough support in order to improve its genital activity. The binary relations between the family and the rest of the social institutions have been considered.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.
