A key aim of homelessness services is not only to ensure that homeless people attain a secure home, but that this is a pathway to wider social inclusion. However, relatively little is known about the psychological elements that are essential for homeless people to engage with these pathways, nor whether these elements combine in ways that are predictable from previous research. In the present work, we examined both demographic and behavioural precursors, and contemporaneous psychological predictors, of a set of 49 homeless men’s intentions to engage with a programme to move them toward long-term housing and social inclusion. Contrary to predictions based on subjective utility and rational choice theories, we found that normative pressure and did not directly predict the men’s intentions. Instead, we found that intentions were predicted by their attitudes towards the services, and their specific beliefs about the benefits of particular courses of action (efficacy beliefs), and to a more restricted extent their experience (sociodemographics); and in those with high prior service use histories, only participatory beliefs guided future service use intentions. These findings suggest that it is important to focus on intentions as a highly relevant outcome of interventions, because beliefs about interventions can break the link between past behaviour or habitual service use and future service use. Such interventions may be particularly effective if they focus on the evaluative and efficacy-related aspects of behaviour over time and better understand the benefits the men evaluated the services as offering them.

European universities responded in different ways to the ‘refugee crisis’ of 2015. Some subscribed to the agenda of higher education (HE) as a universal human right, while others stressed different long-term benefits of offering access to it. Yet, the unprecedented sense of moral urgency that guided immediate declarations of support and subsequent actions has largely remained unaddressed. With the crisis becoming a new reality for many countries, HE has a role to play in the social inclusion of refugees, even in countries that were not attractive destinations for refugees in the past. In this article, we provide an overview of the reasons why HE institutions supported refugees, and present the results of an empirical study of Poland and Austria during the 2015–2016 academic year. We then evaluate those first responses utilizing parts of Ager and Strang’s framework of integration, and discuss issues of institutional readiness, capabilities and the public role of HE stemming from this comparison. Our findings suggest that reasons such as acknowledgement of basic rights, or utilizing social capital are insufficient to explain and understand strong integrative support measures. We propose that refugee support by HE institutions is both better understood and promoted through the language of hospitality.

Abstract Recently, a new consensus about the role of cities as the motors of the regional, national and European economy has emerged. However, there is also substantial evidence that social problems are growing in many cities. Linking economic competitiveness to increasing social inclusion is a crucial challenge for policy-makers at all levels of government. The article intends to shed light on the way the Dutch central government tries to support cities to develop into sustainable, vital, complete and competitive entities. As response to a powerful plea by the largest cities themselves, an integrated policy (linking spatial, economic, social, environmental and safety policies) explicitly focused on cities, was given shape. Prime issues are covenants between central government and each city, based on tailor-made long-term strategies, including measurable objectives. To get a clear picture of the policy’s effectiveness – after 13 years of experience – appears to be difficult. Reviewers argue that a lot of aspects could be improved. For the current phase most of these comments have been taken into account.

Historically, heat waves have resulted in more Australian deaths than any other natural hazard and continue to present challenges to the health and emergency management sectors. While people experiencing homelessness are particularly vulnerable to adverse effects of heat waves, little research has been reported about their hot weather experiences. This paper reports findings from interviews with 48 homeless people sleeping rough in Adelaide CBD on very hot days. While the majority reported drinking a litre or more of water in the previous 24 hours, 79% reported experiencing one or more heat stress symptoms. The research highlights that the protective actions people sleeping rough can take during hot weather are limited by their circumstances and may not be sufficient to prevent dehydration and heat stress. The levels of dehydration and heat stress symptoms suggest that immediate responses could include making drinking water more readily available. It may be helpful to provide information which highlights heat stress symptoms including indicators of dehydration. The role of outreach in providing connections, support and advice is most likely to ameliorate the risk of heat stress. However, the long-term response to protect people from heat stress is access to housing.

The Ukrainian socio-economic crisis has been developing for years and resulted in the open socio-political turmoil and armed conflict. The Ukrainian population didn’t meet objectives of the post-Soviet transformation, and people were disillusioned for years, losing trust in the state and the Future. The role of workers’ remittances in the Ukrainian economy is underestimated, since the personal consumption and stability depend strongly on them. Social inequality, oligarchic control of key national assets contributed to instability as well as regional disparity, aggravated by identity differences. Economic growth is slow due to a long-term underinvestment, and prospects of improvement are dependent on some difficult institutional reforms, macro stability, open external markets and the elites’ consensus. Recovering after socio-economic and political crisis will need not merely time, but also governance quality improvement, institutions reform, the investment climate revival - that can be attributed as the second transformation in Ukraine.
