The paper aims to discuss the prospects of using the project approach in the development of small businesses in 2020-2021. To meet that goal, the authors have applied a descriptive method, with regard to Articles of the Constitution of the Russian Federation. Small business is one of the economy drivers, providing the necessary jobs and opportunities for self-employment, enterprises related to small business are quite mobile and flexible. Project management allows for creating an adequate plan of company development under conditions of limited resources and time. Based on the results of the research, it can be concluded that the project approach is an effective tool used to solve strategic problems in the face of constantly changing circumstances by eliminating some of the imperfections inherent in the market and to introduce an agile workflow.

The article examines the main problems of the implementation of national projects in the Republic of Dagestan. Meanwhile, it is emphasized that the implementation of the project approach for the Russian economy is of strategic importance, since its application contributes to the growth of the efficiency of resource use, the implementation of the goals of economic modernization. Priority national projects represent a public administration innovation introduced by the initiative of the President of the Russian Federation.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.

Significance. World Health Organization correlates breastfeeding with at least eight out of the 17 UN Sustainable Development Goals. However, in the Russian Federation breastfeeding issues are not reflected in any of the Federal programs of the national projects “Demography” and “Health Care”. Purpose of the study: to scientifically substantiate the need for including measures to encourage and maintain breastfeeding in the Russian national programs related to the achievement of the UN Sustainable Development Goals, based on the analysis of modern literature. Material and methods. The study included sources available from the English-language database PubMed. A total of 57 sources were selected out of 317 findings by keywords “human milk composition and bioactivity”, “breastfeeding and Sustainable Development Goals”, “breastfeeding short-term and long-term benefits” and “breastfeeding and potential lives saved”. Results. The study revealed unique biologically active components of the human milk and mechanisms of their impact on prevention of infectious and non-communicable diseases as well as programming of health in adult life. Breastfeeding has a positive impact on mothers’ and children’ health. The increased rate of breastfeeding could globally prevent 823,000 or 13.8% of deaths among children under 2 yearly and 22216 deaths from breast cancer among women. Lack of breastfeeding is associated with lower intelligence and higher economic costs adding up to about $ 302 billion annually, or 0.49% of the world's gross national income. There are unfavorable trends in prevalence and duration of breastfeeding worldwide. The healthcare has a leading role to play in implementing measures to encourage and maintain breastfeeding. Conclusion. It is necessary to incorporate measures to encourage and maintain breastfeeding in the Russian national programs related to the achievement of the UN Sustainable Development Goals. Implementation and further development of the WHO/UNICEF “Baby-Friendly Hospital Initiative” in the Russian Federation can become the cornerstone in increasing the level of breastfeeding with the participation of the health sector. The article examines the innovative activity parameters of industrial enterprises in the Russian Federation, studies the main development trends. The dynamics of the main indicators of industrial organizations subdivisions carrying out research and development are presented and the main types of applied innovations are identified. Also, the costs of technological innovations and the sources of their financing were analyzed within this studys framework. The main reasons for the decline in industrial enterprises innovative activity are listed. In addition, the main trends influencing the development of industrial enterprises were presented. The directions of improving the innovative activities management system of industrial enterprises are grounded on the basis of the project approach use. The general characteristics and properties inherent in an innovation and a project are presented. Domestic enterprises awareness of project management prospects will contribute to their sustainable growth and innovation activity indicators improvement.

The digital transformation of energy infrastructure is a priority task for the development of energy in the Russian Federation, implemented in a project-based approach - in the initiation of the departmental project “Digital Energy” by the Ministry of Energy of the Russian Federation. The project can get an additional impetus for development in the current conditions of the “crisis of 2020”, which are positioned as a trigger for digital transformations in the sectors of the economy. To what extent are the activities of the Digital Energy project aimed at digital transformation of the energy industry and do consumers see changes when they receive services? Should we expect an intensification of the digital transformation of the energy sector in the context of the 2020 crisis? The questions are acute and relevant, which determine the purpose of the study - to assess the digital transformation of the energy sector in the Russian Federation implemented in the project approach in the context of the “crisis of 2020”, revealing the expert opinion of the stakeholders. Research methods: end-to-end analysis of project activities in a comparative assessment with foreign factography; secondary analysis of interviews with top managers of energy enterprises on the issue of digitalization and digital transformation of energy; survey of individuals-consumers of electricity (N = 60). The conducted research provides a basis for the conclusion about the implementation of the digitalization process in the energy sector and does not allow identifying the conditions of the “crisis of 2020” as a trigger for the transition of digitalization to the digital transformation of the energy industry. Identified consumers-detractors, whose positions are working to identify “points of growth” of digital transformation of the electric power industry in the future.

The presented study examines the relationship between the tax system and the level of corruption in Russia.Aim. The study aims to provide a theoretical and methodological substantiation of the relationship and convergence between the tax system and the level of corruption in the Russian economy for the purposes of implementation of Russia’s economic security concept.Tasks. The authors examine the legislation on taxes and duties of the Russian Federation and the Russian anti-corruption legislation; examine the factors that affect the relationship between the tax system and the level of corruption in Russia and the country’s economic security; identify problems in the mutual influence of the tax system and the level of corruption caused by a low level of legal consciousness and extralegal approaches to the formation of the tax system that disregard theoretical foundations; substantiate recommendations for organizing a system of taxes and duties that would minimize the lobbying of economic and political forces in view of the objective social and public importance of the tax system for the country.Methods. The methodological basis of this study includes the fundamental provisions of modern economic theory, theory of public administration in taxation, and works on anti-corruption policy. The information basis of the study comprises the regulatory and legal acts of the Russian Federation on taxation and anti-corruption measures, Russian statistics on tax administration, and materials of national programs.Results. The study substantiates that at the current stage of development of the tax administration system it is possible to determine an objective trend: the Russian tax system has become an objective and substantial prerequisite for active impact of the quasi-legal tax system on the level of corruption, i.e. corrupt practices at the time of the establishment of the corresponding public relations have determined today’s acts of corruption.Conclusions. There is a close relationship between the tax system and the level of corruption in the country.

This article is dedicated to the analysis of the current state of digitalization of the migration sphere in the Russian Federation. It is demonstrated that the implementation of modern digital technologies, as well as information technology tools into the mechanisms of migration governance (in a broader sense, digital transformation of the system of relations between migrants and accepting country) is objectively inevitable in the context of global digital transition and growing role of the migration factor for the economy. The goal of this research is to determine the political-legal factors and problems that impact digital transition in the migration sphere of the Russian Federation. For achieving the set tasks, the article employs general scientific methods and approaches, including comparative methods. The author provides a brief overview of coevolution of the migration situation and migration regulation in the Russian Federation for the period 2012–2021. It is noted that the goals, tasks and instruments of migration governance change along with the transformation of perception of the importance of migration factor for the Russian Federation and its role in solution of economic development objective. Based on the parallel consideration of political-legal decisions and practices of digitalization of the migration sphere, the author summarizes the current results and challenges. It is indicated that the project approach and advanced legal regulation contribute to the digital reforms in the migration sphere; however, in practice we can observe deceleration of the pace of reforms due to lack of coherence in actions and conceptual approaches. The key reason is that the basic acts that regulate modernization of the migration sphere in the Russian Federation are not the strategic planning documents.

The article considers domestic and foreign experience of organization and development of innovative territorial clusters. The countries-leaders in the field of cluster initiatives are defined and the comparative characteristic of the most indicative practices of clustering of the States of Europe, Southeast Asia and America is given. This work is a continuation of the study of the theory and practice of clustering regions of the Russian Federation and reflects the geography of the Russian territorial clusters, their specialization, belonging to a particular industry, as well as the relationship between the results of regional development and the presence on their territory of innovative clusters. The implementation of the pilot project of innovative clustering in Russia served as a starting point for the formation of a group of leading clusters on a number of individual performance indicators and scale of activity. The analysis of the performance of the most important territorial innovation clusters in Russia allowed to determine the possibilities and prospects of effective use of their strategic potential in the context of the project approach to regional development. In this regard, the emphasis is placed on the need for organizational changes within the clusters associated with the involvement of private business in the implementation of large-scale projects and programs, and its further sustainable cooperation with the public sector through the mechanism of public-private partnership for the most effective achievement of commercial and public goals.
