The role of Peru in the international division of labor is the structural condition for the persistence of labor precariousness in the country. At a more concrete level, labor precariousness is an expression of the economic and business structure of the country. An economic structure heavily dependent on the non-tradable sectors and a business structure dominated by micro business undertakings do not permit the eradication of precarious labor conditions as economic growth hinges on economic progress abroad and precariousness is the source of profit of micro companies. Labor precariousness is not an automatic consequence of Peru’s role in the globalized capitalist world, but rather the social and economic consequence of the neoliberal policies implemented in the 1990s and, in particular, the current neoliberal development model in place.

AbstrakLatar belakang penelitian ini adalah kesuksesan Dinas Kesehatan Provinsi Jawa Timur dalam program eliminasi malaria sehingga pada tahun 2015 Provinsi Jawa Timur mendapatkan sertifikasi eliminasi malaria (kecuali tiga Kabupaten namun sudah diusulkan). Program eliminasi malaria adalah program untuk menghentikan penularan penyakit malaria setempat agar tidak menimbulkan semakin banyak korban, program ini dicanangkan oleh Kementrian Kesehatan Republik Indonesia. Penelitian ini bertujuan untuk menggambarkan dan menganalisa kewenangan, spesialisasi/pengkhususan dan peraturan komunikasi organisasi antara Dinas Kesehatan Provinsi dan Kabupaten/Kota di Jawa Timur, juga untuk menggambarkan dan menganalisa pembuatan, pemilihan, dan penyimpanan informasi dalam komunikasi organisasi pada program eliminasi malaria antara Dinas Kesehatan Provinsi dan Kabupaten/Kota di Jawa Timur. Adapun metode yang digunakan dalam penelitian ini yaitu deskriptif kualitatif dengan format studi kasus dengan teknik pengumpulan data wawancara mendalam dan metode dokumenter. Hasil penelitian bahwasanya kesuksesan program eliminasi malaria di Provinsi Jawa Timur tidak lepas dari pengorganisasian yang dilakukan dengan tiga komponen yaitu kewenangan, spesialisasi/pengkhususan, dan peraturan yang berjalan sebagai mana mestinya. Hal ini dikarenakan kepatuhan dan pemahaman semua komponen pelaku organisasi program eliminasi malaria di Dinas Kesehatan Provinsi Jawa Timur terhadap komponen tersebut. Selain itu, dalam mengolah, memilih atau menyaring, dan menyimpan informasi dari Dinas Kesehatan Kabupaten/Kota dilakukan dengan hati-hati oleh Dinas Kesehatan Provinsi sebagai induk dari Dinas Kesehatan Kabupaten/Kota di Jawa Timur.Kata Kunci: Kesehatan, Komunikasi, Malaria, Organisasi, Program  AbstractThe background of this reasearch is the succeses of Provincial Health Office of East Java ini malaria elemination program that brings all districts/ cities at East Java obtain certification of malaria elemination in 2015 (except the tree districts but it has been proposed). Malaria elimination program is a national program launched by the Ministry of Health of the Republic of Indonesia to stop the transmission of local malaria so that there is no more casualities. The purpose of this research is to describe and analyze the autority, specialization and regulation of organizayional communication between the Provincial Health Office and District/ City at East Java, as well as to describe and analyze the manufacture, selection, and retention of information in organizational communication between the Provincial Health Office and District/ City at East Java in the malaria elimination program. This is a descriptive and qualitative research that using interviews and documentary methods. The results of the reserch was the succes of malaria elimination program at East Java province cound not be separated from the organizing that carried out with three components which are authority, specialization, and regulations that runs as it should be. This is because of the compliance and understanding of all components of malaria elimination program organization at East Java Provincial Health Office of those components. Moreover, in manufacturing, selecting, and storing information from the District / City Health Office was done with great caution by thr Provincial Health Office as the centre of the District Health Office at East Java.Keywords: Communication, Health, Malaria, Organization, Program

Academic work and care work are deeply entangled modes of labor. For parent-academics, these entanglements are particularly knotted during the postpartum period, when care work responsibilities intensify, increasingly under precarious labor conditions. Postpartum care work—whether conducted by oneself or by someone else—both encroaches upon and makes possible academic work, resulting in blurred spatiotemporal divisions between the two. This article draws on autoethnography and participant observation to map out a postpartum geography of care work and academic work in academia. It does so by examining three key sites in/of the university where care work and academic work intersect—bathrooms, campus daycare centers, and the internet—and by considering three kinds of work that happen there—milk-work, childcare work, and connection-work. In these three sites in particular, I argue, the intellectual work and the care work that sustain the university spill over into one another. Furthermore, each of these geographic sites can manifest as sites of care, access, labor, and surveillance, often simultaneously and always depending on the gendered, raced, classed, and dis/abled positionality of those moving in and through them. By advancing an understanding of (postpartum) reproductive rights as workers’ rights, this paper also envisions more intersectional and coalitional feminist labor solidarities across campus.


This study examines community empowerment in overcoming poverty through PNPM (Program Nasional Pemberdayaan Masyarakat/ National Program for Community Empowerment) - Urban in Batam City. The purpose of this study was to identify the stages of participation of the poor in PNPM activities and analyze the stages of achievement of the poor after PNPM ended, this research was carried out because there were no studies that specifically discussed the achievements of the poor after the end of PNPM, especially whether the poor who participated in PNPM activities had come out of poverty. PNPM – Urban emphasizes community participation where all activities are left to the community itself, starting from socialization, poverty identification, organization, planning, implementation, to the utilization and maintenance of the results of activities. This study uses qualitative research. Data obtained by observation and in-depth interviews with 12 informants using purposive sampling technique. The results of this study indicate that community participation is at the stage of delegation of power, but the urban poor in Batam City still depend on government assistance and have not escaped poverty. The concept of community empowerment has not been optimal in the PNPM.

Este estudo apresenta as concepções e práticas de Agentes de Combate a Endemias município de Novo Hamburgo/RS, bem como reflexões acerca daquelas, com o objetivo de rever a metodologia do trabalho realizado, sob a ótica da Educação Ambiental (EA) crítica, contribuindo para inovação e atualização do Programa Nacional de Combate à Dengue – PNCD. Trata-se de uma pesquisa de cunho qualitativo, com a utilização de metodologias participativas, tendo como referência a EA crítica descritas por Marcos Reigota, Philippe Pomier Layragues e Mauro Guimarães. A pesquisa teve como questão central se os Agentes de Combate a Endemias do município de Novo Hamburgo desenvolvem seu trabalho na perspectiva da EA crítica. Os resultados apontaram que a maioria dos agentes apresenta uma concepção de meio ambiente antropocêntrica e naturalista, o que dificulta a realização de ações no sentido da EA crítica. Após palestras e rodas de conversas acerca dos fundamentos da EA, foram sugeridas algumas mudanças na forma de trabalho, como ações em rede entre as diferentes políticas no município, bem como pistas para uma revisão das ações do Programa Nacional de Combate à Dengue que levem ao seu desenvolvimento na perspectiva de uma EA crítica, com resultados no combate ao Aedes aegypti mais satisfatórios.Palavras-chave: Aedes aegypti. Educação Ambiental Crítica. Educação em Saúde.ABSTRACTThis study presents the conceptions and practices of Agents of Combat to Endemias in the municipality of Novo Hamburgo / RS. The research had as central question if the Agents of Endemias Fight of the municipality of Novo Hamburgo develop their work in the perspective of the critical EA. The results showed that most of the agents present a conception of anthropocentric and naturalistic environment, which makes it difficult to perform actions in the sense of critical EA. After conferences and discussions about the fundamentals of EA, some changes in the way of work were suggested, such as network actions between the different policies in the municipality, as well as clues for a review of the actions of the National Program to Combat Dengue that lead to its development in the perspective of a critical AE, with results in the more satisfactory Aedes aegypti.Keywords: Aedes aegypti. Esta pesquisa teve por objetivo descrever e analisar o sentido e as relações de trabalho para os motoristas do Uber, na cidade de Belo Horizonte, verificando se e até que ponto esta atividade pode representar uma alternativa para o desemprego. Realizou-se uma pesquisa qualitativa com nove motoristas, que se cadastraram na empresa após a vivência do desemprego. Efetuou-se entrevistas abertas e semiestruturadas que foram transcritas e posteriormente analisadas. Constatou-se que a atividade no Uber atendeu às necessidades mais urgentes dos motoristas, como a de obter uma renda imediata ou ocupar o tempo ocioso, reduzindo a auto cobrança e a pressão familiar, além de aliviar os impactos negativos ocasionados pela vivência do desemprego. Percebeu-se também a preocupação dos motoristas com a ausência de amparos legais e trabalhistas, fator que juntamente com a exploração da mão de obra e dos próprios recursos dos motoristas, parece aumentar os lucros da empresa. Os resultados apontaram que o Uber é, de fato, uma alternativa para o desemprego, mas de forma mais imediata e provisória, necessitando de uma regulação para este novo tipo de atividade, a fim de proteger os trabalhadores da precarização. Os resultados apresentados nesta pesquisa podem servir de subsídios para formulação de políticas de regulação deste novo tipo de atividade, bem como contribuir para novos estudos sobre o tema.Palavras-Chave: Trabalho. Uber. UBER DRIVERS WORK – AN ALTERNATIVE FOR UNEMPLOYMENT?Abstract: This research purpose was to describe and to analyse the meaning and the work relations for the Uber’s drivers in Belo Horizonte city, verifying if and to what extent this activity represents an alternative for unemployment. Nine drivers who enrolled in the business after experiencing unemployment underwent a qualitative research. Open and semi-structured interviews were conducted, transcribed and subsequently analyzed. It was determined that the Uber activity attended the driver’s urgent needs, such as the possibility of immediate income and time occupation, relieving the pressure of self and family’s expectations, reducing the negatives impacts occasioned by the struggle as an unemployed. The drivers worry about the lack of labor legal support was also noticed, factor that combined with the labor exploration and the driver’s own resources, seems to increase the company’s profit. The results demonstrated that the Uber is, in fact, an alternative for unemployment, however as in an immediate and temporary manner and there is a demand for a regulation for this new type of activity in order to protect the workers from labor conditions increasingly precarious. The results presented in the research can serve as subsidies for the formulation of politics regulation for this new type of activity, as well as to contribute for new studies about the theme.Keywords: Work. This article reports a pioneering qualitative research study that illuminates the way a global philanthropic partnership enabled the Israeli government to launch a national program which later evolved into a non-governmental initiative. It examines the model of an urban and social rehabilitation program through the prism of its funding partnership, citizen participation practice, and collaboration with municipalities; it also illustrates the way this government-based model was transformed into a new program, detached from governmental ties and shifted to focus on communal and international people-to-people connections and collaborations. The article traces the programmatic transformation that unfolded over four decades.

This article seeks to disentangle the concepts of “precarity” and “informality” to examine the role of the state in structuring and reproducing precarious labor conditions. Using two cases of labor disputes from the construction sectors in Beijing and Delhi, this article traces the ways through which precarity is structured and reproduced by the state through the law, and reflects on the implications for worker resistance and claim-making.
