The National Research Foundation (NRF) requested the Academy of Science of South Africa (ASSAf), on behalf of South African Radio Astronomy Observatory (SARAO) and the Square Kilometre Array (SKA), to undertake an independent and objective evaluation of potential alternative telecommunication technologies for the areas of the Karoo Central Astronomy Advantage Areas (KCAAA). The study encompasses regulatory, public sphere, and technical dimensions to explore options for maintaining the functionality of the telescope while, at the same time, delivering appropriate connectivity solutions for local communities.The objectives of this study are as follows: 1) Assess the technologies currently being, or planning to be, deployed through existing alternative communications programs managed by SARAO, including whether these technologies are comparable with market available technologies that could feasibly be deployed in the KCAAA; and 2) Assessment of current and future telecommunication technologies that may act as suitable replacement and/or improvement (functional and feasible) for existing detrimental technologies, utilised in the KCAAA. This report provides a critical background into the relationship between the SKA and local communities as it relates to ICTs in the area. Based on this understanding, potential technology solutions are proposed to ensure residents of the KCAAA are still afforded valuable access to information and communication technologies (ICTs) within the parameters of affordability, desirability and feasibility.

The aim of the study was to investigate secondary school students’ and teachers’ access to information technologies in Turkey by making interregional comparisons. Document analysis of the qualitative research methods was employed to analyze the reports issued by the Turkish Ministry of National Education, the Turkish Statistical Institute (TUIK), and the Programme for International Student Assessment (PISA). The results of the research revealed the importance of access to information and communication technologies for both students and teachers: 67.9% of the participating students were found to have Internet connection and 69.1% a computer in their homes, while 80.3% of the students were observed to use a computer outside the school, but 19.7% were not. The results also showed that 64.6% of the students have Internet connection in their classrooms, but 29.2% of these students do not use the Internet in the classroom, whereas 8.9% use it in the classroom all the time. The rate of students using a digital device for reading is 38.1%, while that of those not using one is 61.9%. Some 32.1% of secondary school students were revealed not to have Internet connection at home. Additionally, 77% of teachers were not trained in online teaching prior to the COVID-19 pandemic. Based on the findings, teachers can be suggested to develop projects – i.e., of TUBITAK, E-twinning, and Erasmus – which potentially encourage students to use information and communication technologies so that both teachers and students can benefit from them. It is also suggested that the Ministry of National Education should work on improving the information communication technology competencies of teachers and students. Besides, policies should be developed to eliminate regional differences in terms of access to digital resources and technology in terms of equal opportunities and opportunities.

The relationship between media and politics today is deeply entrenched in the wide use of information and communication technologies to the point that scholars speak about the emergence of hybrid media systems in which older and newer media logics combine. However, it is still unclear how the configuration of hybrid media systems changes across countries today, especially with regard to the interconnection between media and politics. In the article, we aim to develop a theoretical framework to capture such national differences. In so doing, we want to develop a heuristic device to understand whether the transformations brought about by information and communication technologies in the media and political realm also contribute to reshaping national media systems and to what extent. After outlining the main scope of the article in the ‘Introduction’ section, we discuss the theoretical framework that Hallin and Mancini developed to compare media systems across countries, and we present this framework’s main strengths and weaknesses when used as a tool for understanding the relationship between media and politics in the digital era. We then argue for the need for an updated and expanded version of such a theoretical framework: first, we update its four original dimensions (structure of media market, political parallelism, state intervention and journalistic professionalism) transversely including information and communication technologies–related indicators; second, we expand the original theoretical framework with one new dimension (grassroots participation) and the related indicators. In the ‘Conclusion’ section, we summarize our theoretical proposal and present some indicators and potential comparative data sources to assess similarities and differences of national media systems across countries. Finally, we also note two limitations of the article.

This article presents an analysis of the presence in, and use of, the web by some forms of digital citizenry in a city of southern Italy: Catania. Its primary aim is to analyze how, also in a weak civil society, information and communication technologies (ICTs) create new opportunities for extending public sphere and for learning new modes of participatory local action for sustainable urban development. The local experiences presented in this research indicate that ICTs can facilitate a redistribution of local social powers, offering infrastructures and tools useful for implementing a continuous process of social interaction, exchange of knowledge and the development of practices, influencing policy processes and planning models.

The utilization of information and communication technologies (ICT) in Egypt has irrevocably changed the nature of the traditional Egyptian public sphere. The Egyptian online society can be viewed as a multiplicity of networks. These networks have developed, transformed and expanded over time, operating across all areas of life. Nonetheless, in essence they are socio-political and cultural in origin. Network communication changed the way audiences consumed news, with traditional media –especially independent and opposition– starting to utilize ICTs to access online information to develop their media content, in order to escape government control. Several media organizations also started to expand their presence online so that, as well as providing news content, they also provided readers with a ‘space' to interact amongst themselves and with media organizations. Audiences started to provide detailed descriptions of Egyptian street politics, posting multimedia material, generating public interest, and reinforcing citizen power – and, hence, democratic capacity.

Governments have turned to the use of information and communication technologies with the aim of improving service delivery, encouraging citizens in the decision making process, and enhancing accountability, transparency, and effectiveness. Effective inclusive participation of citizens in the government of their country requires access to information through modern technologies. Access to information is vital for transparency, accountability, participation, and the rule of law – all hallmarks of democratic governance. This chapter looks at the role of librarians and records managers in promoting e-government. Their traditional role of collecting, organizing, preserving, and disseminating information places them in a very significant position in e-governance implementation. However, in an electronic environment, they face a number of challenges which include economic, technological, and information literacy. The role played by these professionals, and the challenges each meet are discussed. Some recommendations are provided to enhance the role of these professionals in e-government implementation.

This chapter analyses the Information and Communication Technologies (hereafter referred to as ICT) phenomenon, the opportunities it offers, the potential problems, and the relationship with local policies. It moves on the actions needed to develop, within the Agenda 21 process, a framework able to define some fundamental features for a new spatial theory in the information age, which will eventually consider Information and Communication Technology not just a simple tool, but a crucial aspect of a sustainable policy, capable, if well addressed, to mitigate various current or emerging territorial challenges such as literacy and education, public participation in the planning process, social and geographical divide, institutional transparency, etc.. This chapter will illustrate a framework able to assist politicians and planners in planning a sustainable development through ICT.

Development and extensive use of information and communication technologies has led to important implications for public sectors throughout the world. As a result, in governmental services, citizens have been enjoying better quality services, in an efficient and effective manner. e-government, however, is more related to “government” rather than the “e” as the technical and technological one. The challenge is to use technologies to improve the capacities of government institutions, while improving the quality of life of citizens by redefining the relationship between citizens and their government. Accordingly, this chapter focuses on e-government applications highlighted to reach a more citizen centric e-government in Turkey. Especially, two concepts of e-government, content management system and measuring citizens’ satisfaction from e-services are underlined. Therefore, after giving a theoretical background first on e-government, content management and then measuring e-services satisfaction, new developments towards these concepts are accounted.
